Specifically, Harris is calling for a new tax credit that she would call \u201cAmerica Forward.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1ifn5si00053b6tgdadirmg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The tax credit would be targeted at investment and job creation in key strategic industries, according to the policy paper, which mentions steel and iron, biotechnology, artificial intelligence, semiconductors, aerospace, autos and farming.\n    <\/p>\n<aside data-uri=\"cms.cnn.com\/_components\/pull-quote\/instances\/cm1ifrkwa000j3b6t8f6hxcw8@published\" data-component-name=\"pull-quote\" data-article-gutter=\"true\" class=\"pull-quote_block-quote\">\n        <svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" class=\"icon-sig-quote-default\" width=\"24\" height=\"24\" viewbox=\"0 0 24 24\"><path d=\"M9.277 6l.536.937c-1.224 1.12-1.584 2.961-1.6 4.236v.016h3.569v7.781H4v-6.103l.006-.02C4.037 10.014 6.287 6.874 9.276 6zm9.079 0l.536.937c-1.224 1.12-1.584 2.961-1.6 4.236v.016h3.569v7.78h-7.782v-6.102l.006-.02c.031-2.833 2.281-5.973 5.27-6.847z\"\/><\/svg><\/p>\n<p class=\"pull-quote__text inline-placeholder\" data-editable=\"text\">\n        \u201cWe will prioritize investments for strengthening factory towns, retooling existing factories, hiring locally and working with unions because no one that grows up in America\u2019s greatest industrial or agricultural centers should be abandoned,\u201d Harris said in her speech at the Economic Club of Pittsburgh.\n    <\/p>\n<\/aside>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1ifn5sj00073b6tujeyl9tt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The tax credits would prioritize companies that protect the right to organize.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1ifn5sj00083b6tcc1jj5dp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Seeking to counter Trump\u2019s claims that she is a Marxist, Harris described herself in the speech as a capitalist and said she believes that \u201can active partnership between government and the private sector is one of the most effective ways to fully unlock economic opportunity.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1ifn5sj00093b6tohvq3t8k@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Harris\u2019 focus on manufacturing would be a continuation of the policies under President Joe Biden, who signed three major laws that provide federal investments for domestic industries.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1ifmgza00013b6th6x6e1jl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Harris also promised in her speech that by the end of her first term, she\u2019d double the number of registered apprenticeships, which she described as \u201ctough duty.\u201d Registered apprenticeships have been a focus of the Biden administration, which has invested more than $750 million in expanding registered apprenticeships and pre-apprenticeship programs, according to Harris\u2019 policy paper.
