This classification method is called the Saffir-Simpson Hurricane Wind Scale, and it has been used by the National Hurricane Center (NHC) to evaluate the strength of hurricanes since the early 1970s.<\/p>\n<p data-v-438398f6=\"\">Herbert Saffir, a civil engineer from <a href=\"https:\/\/www.foxweather.com\/category\/florida\" target=\"_blank\" rel=\"noopener\">Florida<\/a>, and Dr. Robert Simpson, director of the NHC from 1967-74, created this classification scale to categorize hurricanes by the types of damage that typically occur at different sustained wind speeds. Saffir initially developed the scale in 1969, and Simpson expanded it and published it under the Saffir-Simpson name in 1973.<\/p>\n<div class=\"featured featured-image component-center\">\n<div only accounts for wind speed, not other potentially deadly hazards from hurricanes, such as <a href=\"https:\/\/www.foxweather.com\/learn\/what-is-storm-surge\" target=\"_blank\" rel=\"noopener\">storm surge<\/a> flooding, rainfall <a href=\"https:\/\/www.foxweather.com\/category\/flood\" target=\"_blank\" rel=\"noopener\">flooding<\/a> and <a href=\"https:\/\/www.foxweather.com\/category\/tornadoes\" target=\"_blank\" rel=\"noopener\">tornadoes<\/a>.<\/p>\n<p data-v-438398f6=\"\"><a href=\"https:\/\/www.foxweather.com\/learn\/what-is-cone-of-uncertainty-hurricane-forecasts-tropical-outlook\" target=\"_blank\" rel=\"noopener\"><strong>WHAT IS THE \u2018CONE OF UNCERTAINTY\u2019 IN HURRICANE FORECASTS?<\/strong><\/a><\/p>\n<p data-v-438398f6=\"\">Water is the No. 1 killer and <a href=\"https:\/\/www.foxweather.com\/category\/safety\" target=\"_blank\" rel=\"noopener\">safety<\/a> hazard during a hurricane or <a href=\"https:\/\/www.foxweather.com\/learn\/tropical-storm-definition-atlantic-ocean-ts-hurricane-season\" target=\"_blank\" rel=\"noopener\">tropical storm<\/a> that strikes the U.S. \u2013 comprising nearly 90% of all tropical cyclone deaths \u2013 mostly by drowning in either storm surge, rainfall flooding or high surf, according to <a href=\"https:\/\/www.foxweather.com\/learn\/water-from-hurricanes-tropical-storms-kills-more-in-us-than-wind\" target=\"_blank\" rel=\"noopener\">a 2014 study by Dr. Edward Rappaport<\/a>, the former deputy director of the NHC.<\/p>\n<p data-v-438398f6=\"\">During Rappaport\u2019s 1963-2012 forecast period of study, storm-surge flooding claimed nearly half of the fatalities (49%), rainfall-induced freshwater floods and <a href=\"https:\/\/www.foxweather.com\/learn\/7-things-to-know-about-mudslides\" target=\"_blank\" rel=\"noopener\">mudslides<\/a> accounted for about one-quarter of the deaths (27%), high surf was responsible for some 6% of all hurricane deaths, and another 6% occurred offshore in marine incidents within 50 nautical miles of the Regardless, the wind scale does provide guidance on potential property damage from hurricanes of varying wind speeds in the <a href=\"https:\/\/www.foxweather.com\/category\/us\" target=\"_blank\" rel=\"noopener\">U.S.<\/a><\/p>\n<p data-v-438398f6=\"\"><a href=\"https:\/\/www.foxweather.com\/learn\/water-from-hurricanes-tropical-storms-kills-more-in-us-than-wind\" target=\"_blank\" rel=\"noopener\"><strong>WATER FROM HURRICANES, TROPICAL STORMS KILLS MORE IN U.S. THAN WIND<\/strong><\/a><\/p>\n<p data-v-438398f6=\"\">Generally, the amount of damage increases by <a href=\"https:\/\/www.weather.gov\/jetstream\/tc_potential\" target=\"_blank\" rel=\"nofollow noopener\">a factor of four<\/a> with every category rise on the Saffir-Simpson Wind Scale, the National Weather Service says. Large branches of trees will snap, and shallowly rooted trees may be toppled. Most trees will be snapped or uprooted, and power poles will be downed. Fallen trees and power poles will isolate residential areas. Power outages will last weeks to possibly months. Fallen trees and power poles will isolate residential areas. Power outages will last for weeks to possibly months.
