Trump, for his part, has criticized U.S. assistance for Ukraine, praised Russian President Vladimir Putin and faulted Zelenskyy for the ongoing bloodshed.<\/p>\n<p><a href=\"https:\/\/www.pbs.org\/newshour\/politics\/watch-live-trump-talks-about-protecting-workers-in-north-carolina-campaign-stop\"><strong>WATCH:<\/strong> Trump suggests Ukraine should have made concessions to Putin before Russian invasion during N.C. campaign stop<\/a><\/p>\n<p>Trump said he will meet with Zelenskyy in New York on Friday after days of questions over whether the two leaders will sit down together. He rejected Harris\u2019 criticisms and insisted that he only wants to stop the \u201chorror show that\u2019s gone on.\u201d<\/p>\n<p>Asked if Ukraine should give up territory, Trump said \u201cwe\u2019ll see what happens\u201d and \u201cwe need peace.\u201d<\/p>\n<p>Before announcing the meeting with Zelenskyy, Trump posted on social media a purported message from the Ukrainian leader asking to see him. The message, which was not confirmed by Ukrainian officials, said \u201cwe have to strive to understand each other.\u201d<\/p>\n<p>The decision to publicly disclose what appeared to be private communications, however benign their contents, was a reminder of the tension that\u2019s been brewing between Trump and Zelenskyy.<\/p>\n<p>It was a far different impression than Harris delivered on Thursday as she embraced Ukraine\u2019s defense and outlined a broader foreign policy vision rooted in \u201cinternational order, rules and norms.\u201d Harris rejected calls for the U.S. to walk away from its global role and warned that potential aggressors could be emboldened if Putin emerges victorious.<\/p>\n<p>\u201cThe United States supports Ukraine not out of charity, but because it\u2019s in our strategic interest,\u201d Harris said.<\/p>\n<p>Zelenskyy was in Washington to present the White House and Congress with his plans for reaching an endgame in the war by improving Ukraine\u2019s chances on the battlefield and its eventual leverage at the negotiating table. He\u2019s pushing to lift restrictions on using long-range Western weapons\u00a0to strike targets deeper in Russian territory.<\/p>\n<p>No movement on this issue was evident during Zelenskyy\u2019s visit. However,\u00a0Biden\u00a0announced\u00a0billions of dollars more\u00a0in missiles, drones, ammunition and other supplies. The weapons include an additional Patriot missile defense battery and a new shipment of glide bombs that can be deployed from Western fighter jets, increasing their strike range.<\/p>\n<p><a href=\"https:\/\/www.pbs.org\/newshour\/world\/watch-biden-announces-billions-in-ukraine-military-aid-as-zelenskyy-visits-white-house\"><strong>WATCH:<\/strong> Biden announces billions in Ukraine military aid as Zelenskyy visits White House<\/a><\/p>\n<p>Biden pledged to ensure that all approved funding is disbursed before he leaves office, and he said he plans to convene a meeting with other world leaders focused on Ukraine\u2019s defense\u00a0during a visit to Germany next month.<\/p>\n<p>\u201cWe stand with Ukraine, now and in the future,\u201d Biden said alongside Zelenskyy in the Oval Office. \u201cRussia will not prevail. Ukraine will prevail.\u201d<\/p>\n<p>Ukrainian officials are anxious to maintain good relations with whomever becomes the next president of the United States, which is its biggest and most important provider of arms, money and other support. But the effort risks slipping into the political blender of the presidential campaign, polarizing the discussion around a war that used to be a bipartisan cause c\u00e9l\u00e8bre in Washington.<\/p>\n<p>About two thirds of Democrats and Democratic-leaning independents said the U.S. has a responsibility to help Ukraine, compared with one third of Republicans and Republican-leaning independents, according to\u00a0a Pew Research Center poll\u00a0conducted in July.<\/p>\n<p>Americans are also split on which presidential candidate would do a better job handling the war.\u00a0<a href=\"https:\/\/apnorc.org\/wp-content\/uploads\/2024\/08\/AP-NORC-August-2024-President-Topline.pdf\">An AP-NORC poll from August<\/a>\u00a0found that about one-third of Americans said they trusted Harris more, while a similar share said the same about Trump.<\/p>\n<p>On Thursday, Zelenskyy found some bipartisan support as he visited Capitol Hill, where he was greeted by Senate Majority Leader\u00a0Chuck Schumer\u00a0and Senate Minority Leader\u00a0Mitch McConnell.<\/p>\n<p>Sen. Lindsay Graham, a South Carolina Republican, said Zelenskyy asked to use long-range weapons, such as British-supplied Storm Shadow missiles or U.S.-made ATACMS, for \u201cmaximum benefit to bring Putin to the table\u201d and increase Ukraine\u2019s negotiating position.<\/p>\n<p>\u201cIf we don\u2019t make that fundamental choice this week, I think the outcome for Ukraine is dire,\u201d Graham said.<\/p>\n<p>Administration officials have been\u00a0skeptical of Zelenskyy\u2019s request, believing the weapons could have limited benefits but increase the risk of escalating the conflict. Sen. Jim Himes, another Connecticut Democrat and the ranking member of the House Permanent Select Committee on Intelligence, said Zelenskyy wanted \u201cmore, faster.\u201d<\/p>\n<p>\u201cHe was politely frustrated,\u201d Himes said, and specifically requested more Patriot missile defenses as Russia escalates strikes on Ukraine\u2019s cities and energy grid before the winter.<\/p>\n<p>Zelenskyy faces a much more tense situation with Trump. The latest round of sniping started on Sunday, when\u00a0<a href=\"https:\/\/www.newyorker.com\/news\/the-new-yorker-interview\/volodymyr-zelensky-has-a-plan-for-ukraines-victory\">The New Yorker published an interview<\/a>\u00a0with Zelenskyy in which he criticized JD Vance, Trump\u2019s running mate, as \u201ctoo radical\u201d for suggesting that Ukraine needs to give up some territory to end the war. Zelenskyy also dismissed Trump\u2019s boasts that he could quickly negotiate a solution, saying \u201cmy feeling is that Trump doesn\u2019t really know how to stop the war even if he might think he knows how.\u201d<\/p>\n<p>On the same day,\u00a0Zelenskyy toured a Pennsylvania factory\u00a0producing munitions for the war. He was joined by Democratic Gov. Josh Shapiro, a top surrogate for Harris, and Republicans criticized the visit as a political stunt in a political battleground state.<\/p>\n<p>House Speaker\u00a0Mike Johnson\u00a0demanded that Zelenskyy fire\u00a0the Ukrainian ambassador to the U.S., alleging that the tour was \u201cdesigned to help Democrats and is clearly election interference.\u201d The Louisiana Republican didn\u2019t attend any of lawmakers\u2019 meetings with Zelenskyy on Thursday.<\/p>\n<p>Trump complained this week that Zelenskyy is \u201cmaking little nasty aspersions toward your favorite president, me.\u201d He also described the Ukrainian leader as \u201cthe greatest salesman on Earth\u201d for securing U.S. support, and he complained that \u201cwe continue to give billions of dollars to a man who refuses to make a deal\u201d to end the war. Trump\u2019s message dovetails with Russian propaganda that claims intransigence by Kyiv \u2014 not aggression from Moscow \u2014 has prolonged the bloodshed.<\/p>\n<p>Max Bergmann, director of the Europe, Russia and Eurasia program at the Center for Strategic and International Studies, said Zelenskyy is in a \u201cno-win situation\u201d where he \u201ccan\u2019t even visit a U.S. weapons manufacturer to say thank you without being attacked.\u201d<\/p>\n<p>Trump was impeached during his first term over asking Zelenskyy for help investigating Biden, then a candidate for the Democratic presidential nomination, at a time when the Ukrainian leader was seeking support from Washington. Now there are fears that Trump would cut off or add strings to U.S. military assistance if he returned to the White House.<\/p>\n<p>Charles Kupchan, a senior fellow at the Council on Foreign Relations, said Trump is not wrong to want a negotiated end to the war.
