The economy and immigration are consistently among the top issues among voters nationwide, and Harris has recently made up ground as being more trusted to address the issues, though lasting inflation in the wake of the pandemic has often harmed Democratic messaging on the economy.<\/p>\n<p>The event was at the World Market Center in downtown Las Vegas \u2014 the same venue where former President Donald Trump <a href=\"https:\/\/thenevadaindependent.com\/article\/trump-defends-debate-performance-at-vegas-rally-vows-to-free-up-federally-owned-land\">rallied<\/a> more than 6,000 supporters two weeks ago. Harris\u2019 campaign opened up much more space for Sunday\u2019s rally, and more than 7,500 people attended, the campaign said.<\/p>\n<p>It marked Harris\u2019 second stop in Las Vegas since President Joe Biden scrapped his re-election bid in July. She <a href=\"https:\/\/thenevadaindependent.com\/article\/harris-pledges-to-end-tax-on-tips-echoing-trump-in-massive-las-vegas-rally\">held a rally<\/a> at the Thomas &amp; Mack Center last month in front of more than 12,000 people, one of the largest Nevada rallies in modern political history. Harris also visited Nevada six times earlier this year, stumping for President Biden.<\/p>\n<p>Nevada is squarely among the battleground states that could determine the winner of the presidential election, of which Harris has repeatedly described herself as the underdog. Polls <a href=\"https:\/\/projects.fivethirtyeight.com\/polls\/nevada\/\">consistently show<\/a> a dead heat between Harris and Trump to secure the state\u2019s six electoral votes \u2014 a reality that left some rally attendees dumbfounded.<\/p>\n<p>\u201cI am utterly flummoxed every morning when I wake up and I see polls where it&#8217;s a horse race,\u201d said Jay Cloetens, a 55-year-old printer technician. \u201cIs this parody or is this real? It&#8217;s so crazy, and yet it could go either way.\u201d<\/p>\n<p>Here are <em>The Indy\u2019s<\/em> main takeaways from Sunday\u2019s rally.<\/p>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"1200\" height=\"796\" src=\"https:\/\/storage.googleapis.com\/cdn.thenevadaindependent.com\/2024\/09\/c98142e5-harris-rally-092924-2-1200x796.jpg\" alt=\"\" class=\"wp-image-166334\"\/><figcaption class=\"wp-element-caption\">Jay Cloetens, left, waits for Vice President Kamala Harris to speak during a campaign rally at The Expo at the World Market Center in Las Vegas on Sept. 29, 2024. (Jeff Scheid\/The Nevada Independent)<\/figcaption><\/figure>\n<p><strong>It\u2019s the economy, stupid<\/strong><\/p>\n<p>Harris spent much of her speech outlining her already-announced plans to bolster the economy.<\/p>\n<p>She touted proposals to provide $50,000 in tax breaks for people starting small businesses, increase the federal child tax credit from $2,000 to $6,000 for newborns and loosen college degree requirements for federal jobs.<\/p>\n<p>The economy is top of mind for voters nationwide, but particularly in Las Vegas \u2014 a city dominated by the hospitality industry that was pummelled by the pandemic. Nevada\u2019s job growth rate since the pandemic ranks first nationwide but the state\u2019s unemployment rate is also near the top, while inflation (which is easing) has continued to outpace wage growth, according to <a href=\"https:\/\/x.com\/eric_neugeboren\/status\/1798851295937478886\">data<\/a> presented by state economists in June.\u00a0<\/p>\n<p>As child care costs have risen faster than wages, <a href=\"https:\/\/thenevadaindependent.com\/article\/poll-nevadans-support-expanding-universal-preschool-funding-child-tax-credits\">recent polling<\/a> from the University of Maryland indicates more than 73 percent of Nevadans support raising the child tax credit to $3,600 and making it fully refundable (paid out even when a family doesn\u2019t owe taxes), in line with pandemic-era child tax credits that expired in 2022.\u00a0\u00a0<\/p>\n<p>Sin City is also the home of a rare source of agreement among both candidates: a proposal to end taxes on tipped wages, which Trump first proposed in June and Harris later backed in August.\u00a0<\/p>\n<p>Though Harris did not mention the policy at Sunday\u2019s rally, Jasmin Newsom, a 19-year-old student at the College of Southern Nevada who attended the event, said she supported the policy \u2014 but found it irrelevant that Trump was first to propose it.<\/p>\n<p>\u201cI don&#8217;t feel like that means much though to us. She just cares about families in general,\u201d Newsom said. \u201cShe didn&#8217;t grow up in a higher class like Donald Trump did, so she sees us lower class people more.\u201d<\/p>\n<p>Helen Coombs, a 68-year-old retiree who recently enrolled in Medicare along with her diabetic husband, said the Biden administration\u2019s passage of the Inflation Reduction Act \u2014 which capped monthly insulin prices at $35 for Medicare recipients \u2014 was a lifeline for her family.\u00a0<\/p>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"1200\" height=\"796\" src=\"https:\/\/storage.googleapis.com\/cdn.thenevadaindependent.com\/2024\/09\/3b7b6ae5-harris-rally-092924-4-1200x796.jpg\" alt=\"\" class=\"wp-image-166333\"\/><figcaption class=\"wp-element-caption\">Helen Coombs waits for Vice President Kamala Harris to speak during a campaign rally at The Expo at the World Market Center in Las Vegas on Sept. 29, 2024. (Jeff Scheid\/The Nevada Independent)<\/figcaption><\/figure>\n<p><strong>More housing \u2014 but what about on federally owned land?<\/strong><\/p>\n<p>Last month, Harris <a href=\"https:\/\/thenevadaindependent.com\/article\/harris-unveils-policy-proposals-to-address-affordable-housing-crisis\">unveiled her plan<\/a> to combat the nation\u2019s affordable housing crisis \u2014 which she rehashed Sunday.<\/p>\n<p>She championed her plan to build 3 million new housing units nationwide and provide $25,000 in down payment assistance for eligible first-time homebuyers.<\/p>\n<p>\u201cWe must lower the cost of living because, while our economy is doing well by many measures, prices for everyday things like groceries are still too high,\u201d Harris said.<\/p>\n<p>However, absent from Harris\u2019 remarks Sunday and her general housing plan is the topic of freeing up federally owned land for housing development. In Nevada, the federal government <a href=\"https:\/\/nvbar.org\/wp-content\/uploads\/NevadaLawyer_Oct2021_Who-Owns-Nevada.pdf\">owns about 86 percent<\/a> of the land, limiting its development and use, and the opening up of such lands has received bipartisan support from the state\u2019s Republican governor, Joe Lombardo, and Democratic members of Congress.<\/p>\n<p>In Las Vegas earlier this month, Trump vowed to free up federally owned land, stating that those areas would have \u201cultra low regulations\u201d \u2014 a topic absent in Nevada lands bills stalled in Congress \u2014 and linked the opening of the lands to a pledge to grow the state\u2019s film industry, though that policy is likely to be addressed on the state level, <a href=\"https:\/\/thenevadaindependent.com\/article\/nevada-lawmaker-vows-to-revisit-film-tax-credit-expansion-after-bill-fizzled-in-2023\">as has been proposed through tax credits<\/a>.<\/p>\n<p>Conservationists <a href=\"https:\/\/thenevadaindependent.com\/article\/conservation-and-development-nevadas-unique-public-lands-process-draws-renewed-attention\">have argued<\/a> that any lands bill should sufficiently protect the environment, and some critics of releasing federal lands for development have called for less urban sprawl and more upward development. The development of more land also requires potentially costly infrastructure and could strain or hinder public services in the case of wildfires or other natural disasters.<\/p>\n<p><strong>The immigration emphasis<\/strong><\/p>\n<p>Two days after <a href=\"https:\/\/apnews.com\/article\/kamala-harris-donald-trump-border-arizona-4a87c6f3b2df1736aa226bc620f51b89\">visiting a stretch of the U.S.-Mexico border in Arizona and adopting a stricter immigration policy<\/a>, Harris largely stuck to her typical campaign rhetoric on immigration.<\/p>\n<p>Harris\u2019 new plan would go further than the Biden administration\u2019s crackdown of illegal border crossings, increasing criminal charges for repeat offenders and requiring claims for asylum to be made at ports of entry.\u00a0<\/p>\n<p>She was a proponent of much leaner immigration enforcement policies \u2014 such as decriminalizing illegal border crossings \u2014 before becoming vice president, but <a href=\"https:\/\/www.axios.com\/2024\/09\/24\/trump-harris-foreign-policy-poll\">polls have shown<\/a> voters trust Trump more than her on immigration. If elected, Trump has vowed to conduct the largest mass deportation operation in American history.<\/p>\n<p>At Sunday\u2019s rally, Harris repeated policies meant to placate multiple wings of the Democratic Party, calling for a pathway to citizenship for people brought to the U.S. illegally as children, while also attacking Trump for <a href=\"https:\/\/thenevadaindependent.com\/article\/cortez-masto-and-rosen-vote-for-failed-border-bill-in-test-of-new-immigration-politics\">torpedoing bipartisan legislation<\/a> that would have given the Biden administration the authority to \u201cclose\u201d the border \u2014 or cease processing most asylum claims \u2014 if the number of migrant encounters reaches a certain threshold.<\/p>\n<p>Rally attendee Michelle Waters, 61, was particularly outspoken about Trump\u2019s anti-immigrant rhetoric, which has ramped up in recent weeks, punctuated by him echoing the <a href=\"https:\/\/www.reuters.com\/fact-check\/no-evidence-haitian-immigrants-stealing-eating-pets-ohio-2024-09-10\/\">baseless<\/a> claim that Haitian immigrants in Ohio were eating people\u2019s pets.<\/p>\n<p>\u201cWe&#8217;re all immigrants, right? We all came from somewhere,\u201d Waters said. \u201cHis wife is an immigrant. (Jeff Scheid\/The Nevada Independent)<\/figcaption><\/figure>\n<p><strong>Appealing to Latinos<\/strong><\/p>\n<p>Harris called out Latinos specifically, saying that \u201cLatina small-business owners are the fastest growing segment of our economy\u201d and promising to tap into their \u201cambitious aspirations\u201d and dreams through a $50,000 tax deduction for those starting new businesses.<\/p>\n<p>It signified the campaign\u2019s approach to winning over Latino voters, a crucial and growing voting bloc in Nevada. The Harris campaign&#8217;s appeals have featured ads targeting Spanish- and English-speaking Latino voters in swing states, including Nevada. The policy and community-focused ads<a href=\"https:\/\/thenevadaindependent.com\/article\/indy-elections-top-down-bottom-up\"> touch on topics<\/a> including <a href=\"https:\/\/www.youtube.com\/watch?v=eENrgCtFDUU\">public safety, the economy,<\/a> immigration and health care without explicitly describing Latinos as a vital voting bloc.<\/p>\n<p>A <a href=\"https:\/\/www.nbcnews.com\/politics\/2024-election\/poll-harris-trump-democrats-advantage-latino-voters-continues-shrink-rcna172686\">Telemundo<em> <\/em>poll<\/a> released Sunday found Harris with a 14 percentage point lead among Latinos nationwide, a significant erosion in support from four years ago. A <a href=\"https:\/\/thenevadaindependent.com\/article\/poll-nevada-latinos-backing-harris-but-margin-with-trump-closer-than-in-2020\">survey<\/a> from UnidosUS found Harris with a 23 percent lead over Trump among Nevada Latinos, though that is still lower than Biden\u2019s winning margin in 2020.\u00a0<\/p>\n<p>Noe Quintero, the son of Mexican immigrants and a Clark County fire captain, introduced Harris. Speaking at times in Spanish, he shared a story about himself as a father, husband and middle-class worker, highlighting his hopes for reproductive freedom and better health care for his daughter, who has a genetic disorder that affects her brain and development.<\/p>\n<p>He made an economic case for supporting Harris.<\/p>\n<p>\u201cI want my children to live in a country [where] you don&#8217;t have to work multiple jobs to put food on the table,\u201d Quintero said. \u201cVice President Harris is putting everyday, middle-class, working families first \u2014 families like mine, families like yours.
