The litigation over racially-based \u201caffirmative action\u201d put a spotlight on all the ways that white students benefit from non-racially-coded admissions practices, particularly \u201clegacy\u201d admissions, which media outlets dubbed \u201c<a href=\"https:\/\/www.npr.org\/sections\/money\/2023\/07\/24\/1189443223\/affirmative-action-for-rich-kids-its-more-than-just-legacy-admissions\" data-link-name=\"in body link\">affirmative action for rich kids<\/a>\u201d.<\/p>\n<p class=\"dcr-1eu361v\">The California law will ban admissions offices from \u201cfavoring applicants whose family members are graduates of or are significant donors to the school\u201d, which Ting\u2019s office called an \u201cunfair practice often results in a wealthier, less racially diverse student body\u201d.<\/p>\n<p class=\"dcr-1eu361v\">Advocacy groups that supported the bill called it an important step forward.<\/p>\n<p class=\"dcr-1eu361v\">In a statement, Helen Iris Torres, CEO of Hispanas Organized for Political Equality, called it \u201ca bold step to dismantle unfair admission practices\u201d.<\/p>\n<p class=\"dcr-1eu361v\">\u201cLegacy and donor preferences are a recipe for aristocracy, not justice. [The law] is a critical first step toward ensuring that California\u2019s most selective colleges do not further tip the scales in favor of those who already enjoy the most privilege,\u201d Ryan Cieslikowski, a recent Stanford graduate and the lead organizer at Class Action, an organization that fights against inequitable admissions processes, said in a statement.<\/p>\n<p class=\"dcr-1eu361v\">Across the US, the practice of giving priority university admission to students with family connections is coming under attack from multiple directions. Last year, the US department of education announced <a href=\"https:\/\/www.theguardian.com\/us-news\/2019\/mar\/12\/college-admissions-fraud-scandal-felicity-huffman-lori-loughlin\" data-link-name=\"in body link\">it was investigating allegations<\/a> that Harvard\u2019s admissions process \u201cdiscriminates on the basis of race by using donor and legacy preferences in its undergraduate admissions process\u201d.<\/p>\n<p class=\"dcr-1eu361v\">In a complaint against Harvard, Lawyers for Civil Rights, a non-profit based in Boston, argued that students with legacy ties are up to <a href=\"https:\/\/www.theguardian.com\/education\/2023\/jul\/25\/us-education-department-inquiry-harvard-legacy-admission-policies\" data-link-name=\"in body link\">seven times more likely to be admitted<\/a> to Harvard and can make up nearly a third of a class \u2013 and that about 70% are white.<\/p>\n<p class=\"dcr-1eu361v\">Some high-status private colleges and universities have announced they are voluntarily ending any admissions priority for \u201clegacy\u201d students, including Johns Hopkins University in Baltimore, Maryland; Amherst College in Massachusetts, and <a href=\"https:\/\/apnews.com\/article\/wesleyan-legacy-admissions-21f7781a961bd784e14dd7752a79d860\" data-link-name=\"in body link\">Wesleyan University in Connecticut<\/a>.<\/p>\n<p class=\"dcr-1eu361v\">A 2023 study that compared students by test scores and income found that wealth played a tremendous role in getting students admitted to elite private colleges. \u201cChildren from families in the top 1% are <a href=\"https:\/\/opportunityinsights.org\/wp-content\/uploads\/2023\/07\/CollegeAdmissions_Paper.pdf\" data-link-name=\"in body link\">more than twice as likely<\/a> to attend an Ivy-Plus college (Ivy League, Stanford, MIT, Duke and Chicago) as those from middle-class families with comparable SAT\/ACT scores,\u201d the study concluded, pointing to private schools\u2019 preference for admitting children of alumni, among other advantages.<\/p>\n<p class=\"dcr-1eu361v\">Under an earlier California law, also authored by Ting, elite private schools in California had been forced to report how many of the students they admitted had each had benefitted in their applications from a personal connection to a donor or from a family member or members previously attending the school.<\/p>\n<p class=\"dcr-1eu361v\">In 2023, Stanford reported that <a href=\"https:\/\/irds.stanford.edu\/sites\/g\/files\/sbiybj23826\/files\/media\/file\/2024_ab_697_report_1.pdf\" data-link-name=\"in body link\">15.4% of its incoming fall 2023 class<\/a>, or 271 students, had benefitted from a legacy or donor connection, though it said that all of those students had also met the school\u2019s academic standards for admission. \u201cFirst generation\u201d students, whose parents did not attend college, represented 21.2% of the incoming class, Stanford said.<\/p>\n<p class=\"dcr-1eu361v\">The University of Southern California, a school that featured prominently in the recent \u201cVarsity Blues\u201d <a href=\"https:\/\/www.theguardian.com\/us-news\/2019\/mar\/12\/college-admissions-fraud-scandal-felicity-huffman-lori-loughlin\" data-link-name=\"in body link\">admissions bribery scandal<\/a>, disclosed that, for its fall 2023 class, it admitted 1,791 students, and enrolled 1,097, based on their relationships to donors or alumni. That was about 14.5% of USC\u2019s admitted students, the Los Angeles Times <a href=\"https:\/\/www.latimes.com\/california\/story\/2024-09-30\/newsom-signs-bill-law-ban-legacy-donor-admissions\" data-link-name=\"in body link\">reported<\/a>.
