As Stines prepares to walk out of the room, Stines appears to see Mullins moving again under his desk and fires several more shots.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1qvru270006356mfkeno4cr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            As the video played, Stines turned his head away from the screen and then lowered his eyes. Several people in the gallery on the prosecution side of the courtroom could be heard sobbing and moaning.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1qvru270007356m8tjf5v4l@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The video only played in court for 20 seconds, but the Kentucky State Police said the full recording of their interaction, which wasn\u2019t shown, was much longer.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1qvru270008356mooapno1s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Stines and Mullins had eaten lunch with a group at a restaurant prior to the shooting, and no witnesses observed any anger\u00a0in their conversation, according to Kentucky State Police Det. Clayton Stamper, the only witness who testified at the hearing. full video shows Stines stood up and began shooting only seconds after looking at the judge\u2019s phone, the detective testified.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1qvru27000c356mqn4x87x5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI was told that Sheriff Stines had tried to call his daughter, and he had tried to call his daughter from the judge\u2019s phone also,\u201d said Stamper, who confirmed that phone records showed that the cell phone of Stines\u2019 daughter had previously been called from the judge\u2019s phone.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1qvru27000d356mmhik19xe@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Stines surrendered himself to law enforcement immediately after the shooting, according to Stamper, and made a confusing statement.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1qvru27000e356m3gy74svg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWhen he was taken into custody, I was told by one of the other officers there that he made the comment, \u2018They\u2019re trying to kidnap my wife and kid,\u2019\u201d he said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1qvru27000f356m9o9536e5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Stamper said Stines was \u201cmostly calm\u201d by the time he arrived at the shooting scene.<br data-article-gutter=\"true\">\n            The state appointed a special judge to preside over the case since Mullins normally would preside over preliminary hearings for crimes allegedly committed in Letcher County.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1qbvr13000b356moq9hladu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The hearing came one day after Stines formally resigned his position as sheriff, according to a letter from his attorneys <a href=\"https:\/\/www.wkyt.com\/2024\/09\/30\/kentucky-sheriff-accused-killing-judge-makes-decision-leaving-office\/\" target=\"_blank\" rel=\"noopener\">obtained by CNN affiliate WKYT<\/a>.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1qd9tiq000m356mcuqggsch@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cSheriff Stines has made this decision to allow for a successor to continue to protect his beloved constituents while he addresses the legal process ahead of him,\u201d Bartley, the defense attorney, wrote.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" Wilhoit informed Stines at his arraignment last week that he could face the death penalty if convicted of first-degree murder.\n    <\/p>\n<\/p><\/div>\n<p><script async
