Nusslock\u2019s doctor said hospital policy banned the procedure unless there was \u201ca sufficient risk to Anna\u2019s life\u201d because one of the fetuses still had a \u201cdetectable heart<strong> <\/strong>tone,\u201d according to the complaint.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1qv39vc00093b5vmg1jmnrb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A spokesperson for Providence told CNN that hospital policy does not deny abortions for emergency care.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1qv39vc000a3b5vke13u3s1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWhen it comes to complex pregnancies or situations in which a woman\u2019s life is at risk, we provide all necessary interventions to protect and save the life of the mother,\u201d the spokesperson said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1r3w9xl00003b6mfik7n2yo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Garry Olney, chief executive of Providence\u2019s Northern California Service Area, wrote in a message to area employees Tuesday, \u201cWe are heartbroken over the experience this patient had while in our care and reached out to her today in an effort to express our profound apologies.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1r3xfhb00043b6m29excsuq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThis was a tragic situation that did not meet our high standards for safe, quality, compassionate care. We are immediately re-visiting our training, education and escalation processes in emergency medical situations to ensure that this does not happen again and to ensure that our care teams have the training and support they need to deliver the best possible care for each patient we serve,\u201d Olney wrote.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1r3xfhb00053b6moa131urn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cAs devasted as we are, we can\u2019t begin to imagine what the patient and her family have been through. We will learn from this and renew our commitment to ensuring that the care and experience we deliver are aligned with our high standards, every time and in every care setting.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1qv39vc000c3b5v6bkhqq1h@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The lawsuit says\u00a0Nusslock\u2019s doctor recommended that she be airlifted more than 270 miles to the University of California, San Francisco Medical Center for an abortion, but Nusslock declined because she worried that her insurance wouldn\u2019t cover the $40,000 cost of the helicopter ride.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1qv39vc000d3b5vl4x8i6ac@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            She asked whether she could drive the facility instead, \u201cand my doctor responded, \u2018If you try and drive, you will hemorrhage and you will die before you get somewhere that can help you,\u2019 \u201d Nusslock said at a\u00a0<a href=\"https:\/\/www.facebook.com\/AGRobBonta\/videos\/2949042871931051\" target=\"_blank\" rel=\"noopener\">news conference<\/a> Monday.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1qv39vc000e3b5v5g7mj3vc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI\u2019ll never forget looking at my doctor, tears streaming down my face, my heart shattered into a million pieces, and just pleading with her: \u2018Don\u2019t let me die.\u2019\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1qv39vc000f3b5vme9mvm2m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Nusslock\u2019s husband took her to Mad River Community Hospital, about 20 minutes away \u2013 the only other hospital with a labor and delivery unit within 100 miles, according to the complaint \u2013 for the procedure.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1qv39vc000g3b5vhfcx0pgl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI was terrified about the risks to my\u00a0health\u00a0and my life that I was facing by waiting to intervene, so we chose to risk the drive to Mad River,\u201d Nusslock said. \u201cBefore we left Providence, a nurse came in, and she gave me a bucket full of towels, and she said, \u2018they wanted me to give you these in case something happens in the car.\u2019 \u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1qv39vc000h3b5vne82a469@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Nusslock said she did not take the towels because she didn\u2019t know if she would be charged for them.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1qv39vc000i3b5vq2be2cgr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            At Mad River, she was taken into surgery, and a doctor there said she was \u201cactively hemorrhaging\u201d on the operating table, the complaint states.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1qv39vc000j3b5v031f8w7y@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The state\u2019s lawsuit alleges that the hospital broke a state law that requires any hospital with an emergency room to adequately treat someone who\u2019s in a medical crisis.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1qv39vc000k3b5voub981di@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe attorney general says [the emergency services law] includes, essentially, an emergency abortion or miscarriage management,\u201d Mary Ziegler, a legal historian focusing on abortion at the University of California Davis School of Law, told CNN.\n    <\/p>\n<div data-uri=\"cms.cnn.com\/_components\/factbox\/instances\/cm1qv4ri600103b5vju5te5c9@published\" data-component-name=\"factbox\" data-article-gutter=\"true\" class=\"factbox_inline-small data-article-gutter=\"true\">\n            \u201cIn some parts of California that are rural, the next closest provider is quite far away. And if someone is in a true medical emergency, as this patient was, there may be no safe way to transfer that patient to another hospital without them suffering permanent medical damage or death,\u201d Ziegler said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1qv39vc000l3b5v4z5szb19@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In a\u00a0<a href=\"https:\/\/oag.ca.gov\/news\/press-releases\/attorney-general-bonta-draconian-hospital-policies-deny-emergency-abortion-care\" target=\"_blank\" rel=\"noopener\">news release<\/a>\u00a0Monday, Bonta said that \u201cIt is damning that here in California, where abortion care is a constitutional right, we have a hospital implementing a policy that\u2019s reminiscent of heartbeat laws in extremist red states.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1qwweoh00033b6mymg9sxvh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWith today\u2019s lawsuit, I want to make this clear for all Californians: abortion care is healthcare. You have the right to access timely and safe abortion services.
