But Hurricane Helene\u2019s <a href=\"https:\/\/www.cnn.com\/2024\/10\/01\/weather\/hurricane-helene-path-of-destruction-climate-dg\/index.html\">deadly path of destruction<\/a> reveals this North Carolina city, like any in America, was never safe \u2014 it\u2019s just that memories are short and the reach of the climate crisis is consistently underestimated.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1rtyzf5000k3b6kaxmw48ou@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIf you live in a place that can rain, you live in a place that can flood,\u201d said Kathie Dello, North Carolina\u2019s state climatologist. The past week has shown that reality starkly.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1rtyzf5000l3b6knj8qx8cw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n             After Hurricane Helene made landfall in Florida as a Category 4 hurricane on Thursday, it raged northward and inflicted widespread devastation across six states, killing more than 160 people.<em> <\/em>\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1rtyzf5000m3b6kyyhmehpv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            It pummeled western North Carolina as a tropical storm Friday. In Buncombe County, where Asheville is the county seat, more than 50 people have died and many more remain missing.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1rtyzf5000n3b6k1nyb6b73@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Asheville, home to about <a href=\"https:\/\/data.census.gov\/profile\/Asheville_city,_North_Carolina?g=160XX00US3702140\" target=\"_blank\" rel=\"noopener\">95,000<\/a> people, lies decimated. Highways are torn up and power lines strewn like spaghetti. People are struggling to access food, water and electricity.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1rvdxbo002e3b6k2f64it55@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Residents have likened Helene\u2019s aftermath to a \u201c<a href=\"https:\/\/www.cnn.com\/2024\/10\/01\/us\/north-carolina-asheville-hurricane-helene-aftermath\/index.html\">war zone<\/a>;\u201d officials have described it as \u201c<a href=\"https:\/\/www.cnn.com\/2024\/09\/30\/weather\/hurricane-helene-recovery-cleanup-monday\">post-apocalyptic<\/a>.\u201d\n    <\/p>\n<div It\u2019s all a far cry from the image that some <a href=\"https:\/\/x.com\/WxNB_\/status\/1840777624022384853\" target=\"_blank\" rel=\"noopener\">media outlets<\/a>, real estate agents and residents painted of<strong> <\/strong>Asheville, located hundreds of miles from the Atlantic Ocean and Gulf of Mexico: a place relatively safe from the climate extremes affecting other parts of the US.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1rtyzf5000p3b6k5j115a8w@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            So-called climate migrants have long been arriving here from places like California, Arizona and the coastal Carolinas, said Jesse Keenan, associate professor of sustainable real estate and urban planning at Tulane University.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1rtyzf5000q3b6kv6sejmsk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In online forums discussing where to escape heat, floods and fire, Asheville consistently comes up. One <a href=\"https:\/\/www.city-data.com\/forum\/western-north-carolina\/3056817-anyone-move-here-arizona.html\" target=\"_blank\" rel=\"noopener\">poster wrote<\/a> in 2019, they didn\u2019t want \u201cto be in a place that has constant threat of natural disasters that will destroy our property so we are planning on moving to (the) Asheville area.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1ruayu5001x3b6koa67dvvs@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Even the climate experts who call Asheville home believed they were insulated from the worst risks. Susan Hassol, a veteran<strong> <\/strong>climate change communicator and science writer, said she and others \u201chave labored under the illusion that we live in a relatively climate-safe place.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1rtyzf5000r3b6k4y87c9jp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But in a world reshaped by human-caused global warming, no place is truly safe and Helene had the \u201cfingerprints of climate change\u201d all over it, Dello told CNN.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1rtyzf5000s3b6kc5f3rhdg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The hurricane formed and traveled over the exceptionally warm waters of the Gulf, which allowed it \u201cto really juice up and grow,\u201d she said. A warmer atmosphere can also hold more water, allowing it to wring out more torrential rain.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1rtyzf5000t3b6k0f2izy95@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A rapid climate <a href=\"https:\/\/www.cnn.com\/weather\/live-news\/hurricane-helene-damage-north-carolina-10-01-24#cm1qpdixt00003b6rrff0x6t0\">analysis<\/a> published Tuesday by scientists from Lawrence Berkeley National Laboratory found fossil fuel pollution caused over 50% more rainfall in parts of Georgia and the Carolinas. It also estimated global warming made the rain in these regions 20 times more likely.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1rtyzf5000u3b6ki97z4z13@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In some ways, this scenic swath of western North Carolina was primed for catastrophe.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1rtyzf5000v3b6kfxskqtgd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Much of Buncombe County is shaped like a bowl, meaning torrential rain can quickly funnel down and inundate neighborhoods. \u201cIt\u2019s a mountainous area, and the hill slopes are very steep. It doesn\u2019t take a lot of rain to cause a landslide,\u201d Dello said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1rtyzf5000w3b6k9f742tim@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Asheville, in the foothills of the Blue Ridge mountains and at the intersection of two major rivers \u2014 the French Broad and the Swannanoa \u2014 is vulnerable to flooding, as a long history attests.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1rtyzf5000x3b6k59yk8c4c@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In 1916, back-to-back hurricanes dumped relentless rain on Asheville and other parts of western North Carolina, triggering biblical flooding that<strong> <\/strong>washed away houses and <a href=\"https:\/\/www.ashevillenc.gov\/news\/100-years-after-the-flood-of-1916-the-city-of-asheville-is-ready-for-the-next-one\/\" target=\"_blank\" rel=\"noopener\">killed around 80 people<\/a>.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1rtyzf5000y3b6kvxakci4f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Almost exactly the same scenario played out in 2004, when tropical storms Ivan and Frances tracked along the Appalachians. Both systems concentrated their <a href=\"https:\/\/www.weather.gov\/gsp\/PeeksCreek#:~:text=The%20remnants%20of%20Hurricane%20Ivan,inches%20were%20common%20with%20Ivan.\" target=\"_blank\" rel=\"noopener\">highest rainfall<\/a> on western North Carolina, <a href=\"https:\/\/www.ashevillenc.gov\/news\/100-years-after-the-flood-of-1916-the-city-of-asheville-is-ready-for-the-next-one\/\" target=\"_blank\" rel=\"noopener\">killing 11 people<\/a>.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm1rtyzf5000z3b6k5quy0hz2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            More recently, Tropical Storm Fred caused catastrophic flooding in 2021, prompting <a href=\"https:\/\/www.ashevillenc.gov\/news\/major-disaster-declaration-granted-for-western-north-carolina-counties-damaged-by-tropical-storm-fred-including-buncombe\/\" target=\"_blank\" rel=\"noopener\">a major disaster declaration<\/a>.\n    <\/p>\n<div data-uri=\"cms.cnn.com\/_components\/image\/instances\/cm1rnqy6p00053b6krzd71sex@published\" class=\"image
