There is a growing sense that her campaign is stuck in the mud \u2013 as familiar debates crop up over where and how to deploy precious resources.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v00073b6moc349r7p@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Harris advisers often publicly dismiss the polls, acknowledging that the race is close and will remain so leading up to Election Day. But just weeks shy \u2013 and after multiple blitzes to battleground states and a debate that wiped away memories of Biden\u2019s unraveling \u2013 the needle has barely moved, if at all.<strong> <\/strong>That Harris is the first major party presidential nominee in six decades not to have won a competitive primary remains for some a source of lingering doubt.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v00083b6mogzeyxi3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cPeople are nervous. They know the polls are tight,\u201d a source close to the campaign said. \u201cA lot of us are having these flashbacks to 2016 too. We know when it can go the wrong way, and it can still feel fresh.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v00093b6m1mr3fbb7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Further complicating efforts to rally the base, Democrats are struggling in some quarters to identify who that should be. Some are keen to win over GOP moderates who have soured on <a href=\"https:\/\/www.cnn.com\/politics\/president-donald-trump-45\">Donald Trump<\/a> \u2013 a tactic with questionable returns-on-investment. Others want to focus on mobilizing men and men of color to turn out \u2013 a demographic that remains a point of concern among Harris campaign officials. Suburban women are a key demographic that have shifted toward Democrats during the Trump era, but there are questions whether that will be enough to offset Trump\u2019s advantages with men. Others pointed to Hispanic voters. And worries loom about Arab Americans and younger voters angry over US policy in Israel, Gaza and, as the war spreads, Lebanon.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v000a3b6m60wjhiv4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The nervous energy also stems from the simple fact of the race\u2019s slim margins. Harris\u2019 camp considers the seven most competitive battleground states to be tied or within the margin of error. And for all of the talk about there being <a href=\"https:\/\/www.cnn.com\/election\/2024\/electoral-college-map\">multiple pathways to 270 electoral votes<\/a> \u2013 through the so-called Blue Wall or the Sun Belt \u2013 no path currently feels guaranteed.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v000b3b6mo6npkos7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThey\u2019re all narrow paths. They\u2019re all tight paths,\u201d is how one senior Democrat close to the campaign put it.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2296eyq00003b6md17ie1mn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            New polling out Wednesday is likely to further fray Democrats\u2019 nerves.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm22971gm00043b6mpa3pvhg5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            According to three new surveys from Quinnipiac University, Harris is locked in a tight race across the Blue Wall states of Pennsylvania, Michigan and Wisconsin.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm22971gm00053b6m7amchimm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Since last month, Harris\u2019 6-point advantage in Pennsylvania has been trimmed to 3 points when third party candidates are included. In Michigan, a 5-point Harris edge has been erased, with no clear leader between Trump at 50% and Harris at 47%. The race in Wisconsin is also razor-thin, with Trump getting the support of 48% of likely voters compared to 46% for Harris.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v000d3b6mdyr17nzw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Behind the scenes, Harris campaign officials are strategizing to make up that ground and not repeat past mistakes, comparing where Hillary Clinton came up short in 2016 and studying what worked during Biden\u2019s candidacy four years later.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v000e3b6mvqyorfg7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            That has meant an increased focus on visiting red and rural counties that voted for Trump in 2020, in hopes of cutting into the Republican\u2019s advantages and lightening the pressure on liberal strongholds, most of them in major cities.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v000f3b6mten3usww@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Cambria County, in Pennsylvania, has been among the targeted areas. Biden did slightly better there than Clinton on his way to turning her 44,000-vote deficit in the state into a nearly 82,000-vote statewide margin of victory in 2020.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v000g3b6mvjxrji9m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe showed up, fought a little bit, and got 31% and that difference is replicated across the region in other counties, and it adds up to that 80,000 margin. We are the underdog. And I am running like the underdog because I am the underdog in this race,\u201d Harris told donors at a fundraiser in late September. \u201cThe baton is now in our hands.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v000m3b6mvl6qimuo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            If the Harris campaign has felt good about anything in recent weeks, it is the undeniable burst of energy that the vice president brought to the race since she claimed the nomination. Officials point to the healthy crowd sizes at her campaign events, robust fundraising and volunteer capacity.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v000n3b6mf3llbxh1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            And if they are ever going to boast about anything, it is the ground game and the infrastructure that the campaign \u2013 going back to when the now-Harris campaign was the Biden campaign \u2013 has been working to build for years.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v000o3b6mpufvfzfa@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt\u2019s exponentially better than Trump\u2019s,\u201d one adviser said of Harris\u2019 operation. But they, too, acknowledged that field operations are only a part \u2013 however critical \u2013 of a much larger equation.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v000p3b6mn7thgsl1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In presidential campaigns, there are \u201cOctober surprises\u201d \u2013 <a href=\"https:\/\/www.cnn.com\/2024\/10\/03\/politics\/october-surprises-trump-harris-analysis\/index.html\">shocks of news<\/a> shortly before the election that can upend a static contest \u2013 and there are October certainties. Handwringing among Democrats faced with tight polling numbers as they manage a fragile coalition has become a standard part of the election season.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v000q3b6mi1ciyg9q@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Democratic nominees have lost the two closest presidential elections of the past 25 years \u2013 a pair of races in which they won the popular vote but fell short in the Electoral College. In 2016, a combination of minor but widespread polling errors, crossed with disbelief that Trump could not \u2013 ever, in any world \u2013 defeat Clinton, created a lasting post-election paranoia the party has not shook.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v000r3b6myc0wiuzh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt\u2019s a different set of nerves than we saw four years ago,\u201d Patrick Murray, director of the Monmouth University Polling Institute, told CNN. \u201cNow, that concern about the polls is just baked in. It\u2019s more this sense that you have a candidate who people are excited about, on the Democratic side, but of course is not really battle tested (at the top of the ticket).\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v000s3b6mjz3rh46c@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The spike in excitement among Democrats when Harris took over the ticket, Murray suggested, brought the race back to about level. Doom and gloom gave way to hope \u2013 another confounding emotion. That\u2019s (a) vote for him.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v000z3b6majwt9yvx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In response to the Harris campaign\u2019s struggle to recreate, in short order, the multiracial Biden coalition of 2020, operatives and allies are publicly and privately working to make the case to voters in\u00a0close-up, intimate spaces. That means ramped up personal engagement with Black voters \u2013 whose support for Biden had slipped so far that Harris is still trying to return the Democratic advantage to previous levels \u2013 and among union households, another demographic where the Biden of 2020 is outpacing Harris this year.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v00103b6md0mdfi4f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Last month in Milwaukee, Harris\u2019 brother-in-law, Anthony West, quietly attended a local meeting of the NAACP \u2013 a technically nonpartisan group whose members are filled with influential, mostly Democratic state activists and organizers.\u00a0In a recording of the meeting obtained by CNN, he made the case for Harris in strong terms.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v00113b6mr1gv6j3l@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe have to decide what we want our country to look like and what we choose,\u201d West said, \u201cand we have to fight for it.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v00123b6mizihjtyb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            One of the most persistent issues discussed was how to make the campaign more accessible to poorer communities where Harris\u2019 focus \u2013 in rhetoric and substance \u2013 on the \u201cmiddle class\u201d might not click.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v00133b6muuyu2fr9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cRemember you were raised by a strong Black woman, a strong Black woman took care of you, fed you, gave you an opportunity in life,\u201d West told the NAACP audience, urging those in attendance to take that message home.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v00143b6mcp52w5d8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            He also detailed her past commitment to criminal justice reform, <a href=\"https:\/\/www.cnn.com\/video\/news\/2014\/12\/05\/ban-the-box.cnnmoney\">through \u201cban the box\u201d initiatives<\/a> and other programs she led or created during her time as the district attorney in San Francisco.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v00153b6mu2q4vpww@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThat\u2019s the philosophy that she would bring to the White House and that she would bring to the Department of Justice,\u201d he said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v00163b6m3ivageq7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            On Tuesday, the country\u2019s largest political action committee dedicated to supporting Black candidates, Collective PAC, helped roll out a new campaign called \u201cVote to Live,\u201d which pledges to spend $4 million to \u201cmobilize Black communities.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v00173b6motvob7ra@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            That spending, the group said, will go toward funding 100,000 Uber vouchers for round-trip transport during early voting; work on registering 50,000 Black voters as deadlines near; onboarding \u201cvoting ambassadors\u201d in targeted communities; launching a bus tour pairing labor and the NAACP; and hosting homecoming parties at Historically Black Colleges and Universities.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v00183b6mfru4f2st@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Still, a Democratic organizer in Georgia lamented that outside pro-Harris groups in the state are being outspent on TV and mail, but said the state of the party\u2019s field operation is particularly troubling.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v00193b6mgyj6ogqo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWhen Black voters are getting inundated by anti-Harris mail, anti-Harris ads, the face-to-face conversations matter even more,\u201d the operative said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v001a3b6mgfkq0lrb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            With right-wing disinformation about immigrants being directed at what operatives call low-information communities, the Georgia operative stressed the need for more direct contacts.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v001b3b6mvj8ocg45@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThose are incredibly nuanced conversations that need to be had and there is no 30-second(or) 60-second ad that can provide that much nuance,\u201d the operative said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm218vq1v001c3b6mph3f3mkj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Former Louisiana Rep.
