The following month, Zimbabwe authorized the slaughter of <a href=\"https:\/\/www.cnn.com\/2024\/09\/16\/climate\/zimbabwe-cull-elephants-intl-scli\/index.html\">200 elephants<\/a>.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24r721i000b3b6kr8ma6vqk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Both governments said the culls would help alleviate the impacts of the region\u2019s worst drought in 100 years, reduce pressure on land and water, and prevent conflict as animals push further into human settlements seeking food.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24r721i000c3b6ktqck58u5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But it\u2019s triggered a fierce argument.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24r721i000d3b6k136j7fri@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Conservationists have criticized the cullings as cruel and short-termist, setting a dangerous precedent.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24xqynx00053b6klntozlx1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The decision to offer up some of Namibia\u2019s elephants to trophy hunters \u2014 tourists, often from the US and Europe, who pay thousands of dollars to shoot animals and keep body parts as trophies \u2014 has further fueled opposition and raised questions about governments\u2019 motivations.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24r721i000e3b6k1a723uso@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            For some supporters of the cull, however, critics misunderstand conservation at best, and are \u201cracist\u201d at worst \u2014 telling African countries what to do and valuing wildlife over people.\n It\u2019s a heated debate that goes to the heart of what conservation looks like and how countries will deal with deep, devastating droughts that are only becoming more frequent as <a href=\"https:\/\/www.cnn.com\/2024\/09\/05\/climate\/hottest-summer-record-copernicus\/index.html\">humans burn fossil fuels and heat up the world<\/a>.<strong> <\/strong>\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24r721i000g3b6knc76djdg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The situation facing southern Africa is dire. Crops have failed, <a href=\"https:\/\/earthobservatory.nasa.gov\/images\/152711\/severe-drought-in-southern-africa\" target=\"_blank\" rel=\"noopener\">livestock<\/a> has died and nearly 70 million people are desperately in need of food.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24r721i000h3b6kir6f1x2i@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Zimbabwe declared a national disaster in April. Namibia followed in May, <a href=\"https:\/\/reliefweb.int\/disaster\/dr-2024-000094-nam\" target=\"_blank\" rel=\"noopener\">declaring a state of emergency<\/a> as drought left around half its population facing<a href=\"https:\/\/www.usaid.gov\/news-information\/press-releases\/jul-25-2024-usaid-announces-49-million-humanitarian-assistance-drought-affected-populations-namibia\" target=\"_blank\" rel=\"noopener\"> high levels of acute food insecurity<\/a>.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24r721i000i3b6kvvra843g@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The drought has been driven by El Ni\u00f1o \u2014 a natural climate pattern which has led to sharply reduced rainfall in the region \u2014 and exacerbated<a href=\"https:\/\/www.unocha.org\/publications\/report\/madagascar\/southern-africa-grip-severe-drought\" target=\"_blank\" rel=\"noopener\"> by the human-caused climate crisis<\/a>.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24r721i000j3b6kh1keuowh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe reality is we are seeing an unprecedented increase in droughts,\u201d said Elizabeth Mrema, deputy executive director of the United Nations Environment Programme. \u201cThere is immense suffering.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24r721i000k3b6kbx8lvnk8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Legal harvesting and consumption of wild game for food is common practice in cultures across the world, Mrema told CNN. \u201cProvided the harvesting of these animals is done using scientifically proven, sustainable methods \u2026 there should be no cause for concern.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24r721i000l3b6kdyrvyrw5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Both countries say the culls won\u2019t threaten the long-term survival of wild animal populations. They say it\u2019s the opposite: reducing numbers will help protect remaining animals as the drought shrinks food and water resources.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24r721i000m3b6ku7io7b0c@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            All the animals in Zimbabwe and most in Namibia will be killed by professional hunters.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24r721i000n3b6k7gzb7yvd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The animals will be shot, said Chris Brown, an environmental scientist at the Namibian Chamber of Environment, an association of conservation groups, which supports the cull. \u201cMostly it\u2019s done at night with a silencer and an infrared spot so you can get very close to the animals. Headshot, animals drop,\u201d Brown told CNN.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24sf1il002c3b6k1prr9mpp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            It\u2019s \u201cvery humane,\u201d he said, in contrast to farm animals squeezed into trucks before being killed in slaughterhouses. The meat will then be distributed to those in need.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24r721i000p3b6kj84vx5dv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Around 12 of the 83 Namibian elephants earmarked for the cull, however, will be killed by trophy hunters,<strong> <\/strong>Romeo Muyunda, spokesperson for Namibia\u2019s Ministry of Environment, Forestry and Tourism, told CNN.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24r721i000q3b6kvktz4rc4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            This has led to an outcry. A report by 14 African conservationists, who say they must remain anonymous due to the risks of speaking out, says courting trophy hunters raises questions about \u201cthe real motive.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24r721i000r3b6kco71zfeo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Muyunda said none of the money would go to the government, instead the aim is to generate money for communities affected by human-wildlife conflict.\n    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm24sh5mo002k3b6ku78skmyb@published\" data-component-name=\"subheader\" id=\"cruel-and-misguided\" data-article-gutter=\"true\">\n        \u2018Cruel and misguided\u2019<br \/>\n<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24sgxab002h3b6k06pyg403@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Elephants may be a prized sight on safari, but they can be dangerous for those living alongside them.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24r721i000t3b6kzyex411m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In Namibia, which has around 21,000 elephants, according to a <a href=\"https:\/\/conservationnamibia.com\/blog\/namibia-elephant-numbers-2023.php#:~:text=Adding%20the%20two%20sub%2Dpopulations,)%20and%202015%20(19%2C549).\" target=\"_blank\" rel=\"noopener\">2022 survey<\/a>, some areas have so many they have become \u201calmost intolerable for people,\u201d Brown said, with elephants destroying crops, harming livestock and even killing people.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24r721i000u3b6ku2wkxg82@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The country has attempted to offload elephants before. In 2020, it announced an auction of 170, but only managed to sell a <a href=\"https:\/\/www.reuters.com\/world\/africa\/namibia-sells-only-third-elephants-offer-criticised-auction-2021-08-11\/\" target=\"_blank\" rel=\"noopener\">third of them<\/a>. They cannot be sold or given away, Brown said,\u00a0\u201cthe truth of the matter is that no one wants elephants.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24r721i000v3b6kac1wf2au@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But others don\u2019t buy the overpopulation argument.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24r721i000w3b6kfqar760g@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cNamibia\u2019s wildlife have survived but diminished over the last 12<strong> <\/strong>years of droughts,\u201d said Izak Smit, chairperson of Desert Lions Human Relations Aid, a Namibian non-profit. It\u2019s a \u201cfalse solution\u201d when so many millions of people need food aid, Maguwu said. \u201cA lot of us are hearing for the first time that elephant meat can be eaten,\u201d he added, and expecting poor families to eat this meat is \u201can insult.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24s23pz00243b6kau04jv4e@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The culls will do nothing to address hunger in anything but the most short-term way, said Megan Carr a senior researcher at the EMS Foundation, a South African social justice organization, calling them \u201cmisguided and cruel.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24r721j00163b6k56nhb680@published\"
