If successful, the Super Heavy will be caught midair with a pair of massive metal pincers that SpaceX refers to as the \u201cchopsticks.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24vce5t000a3b6mi26qgl6q@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Meanwhile, the Starship spacecraft will continue flying on its own, using its six onboard engines, before practicing a landing maneuver over the Indian Ocean about one hour after launch.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24vce5t000b3b6mkftkjnmp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The goal for each milestone is to hash out how SpaceX might one day recover and rapidly refly Super Heavy boosters and Starship spacecraft for future missions. Quickly reusing rocket parts is considered essential to SpaceX\u2019s goal of drastically reducing the time and cost of getting cargo \u2014 or ships of people \u2014 to Earth\u2019s orbit and deep space.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24vce5t000c3b6m6fz5hgkl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Ultimately, SpaceX plans to use the Starship capsule as the landing vehicle that will ferry NASA astronauts to the lunar surface as soon as 2026 as part of the Artemis III mission \u2014 and eventually put the first humans on Mars.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24vce5t000d3b6meoxk8tjn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The FAA\u2019s approval for this mission comes as SpaceX \u2014 and in particular its combative CEO Elon Musk \u2014 and the federal agency have been publicly sparring.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24vce5t000e3b6m5djtncx5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The FAA had been expected to hand down a license for this test launch weeks ago. SpaceX has <a href=\"https:\/\/www.spacex.com\/updates\/\" target=\"_blank\" rel=\"noopener\">said<\/a> that the Starship vehicle has been ready to launch \u201csince the first week of August.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24vu4le00193b6m4nvllitd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But the agency delayed the license because SpaceX had filed the application without \u201cdisclosing that they were in violation of Texas and federal law on some matters,\u201d said FAA Administrator Mike Whitaker during a September 24 <a href=\"https:\/\/www.youtube.com\/live\/UjzuhcXkvEQ?t=3720s\" target=\"_blank\" rel=\"noopener\">appearance<\/a> before Congress.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24vce5t000f3b6mf0p8x5t6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Whitaker said a 30-day delay was triggered when SpaceX failed to give the FAA an updated \u201csonic boom report.\u201d Sonic booms are the loud noises that a rocket can emit as it begins traveling faster than the speed of sound.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24vce5t000g3b6m58386qxb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Another delay was caused by SpaceX\u2019s \u201cfailure to comply with Texas law,\u201d Whitaker said, apparently referring to accusations that SpaceX did not have proper permits for operating a water deluge system in Texas that is used to tamper the blow from the Super Heavy rocket booster as it lifts off.\n    <\/p>\n<div data-uri=\"cms.cnn.com\/_components\/image\/instances\/cm24vk9be00032e6a5suswhay@published\" class=\"image image__hide-placeholder\" data-image-variation=\"image\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In a publicly shared letter, SpaceX denied Whitaker\u2019s contention<strong> <\/strong>that the delays were related to public safety.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24vce5t000i3b6m5iqrm9n4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cAdditionally, his assertion that\u00a0SpaceX\u00a0violated state law is simply wrong.\u00a0SpaceX\u00a0did not violate state law \u2014 SpaceX\u00a0had a permit for deluge operations from Texas Commission on Environmental Quality (TCEQ),\u201d the company said in a September 24 statement. (The commission didn\u2019t immediately respond to CNN\u2019s request for comment.)\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24vce5t000j3b6myrhjk327@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            SpaceX has also <a href=\"https:\/\/x.com\/SpaceX\/status\/1823080774012481862\" target=\"_blank\" rel=\"noopener\">publicly denied reports<\/a> that the company violated wastewater regulations with the deluge system, which SpaceX says uses potable water.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24ywvib00003b6mbuu732a8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In a September<a href=\"https:\/\/www.spacex.com\/updates\/\" target=\"_blank\" rel=\"noopener\"> blog post<\/a>, SpaceX also said that outgoing \u201cwater has been sampled after every use of the system and consistently shows negligible traces of any contaminants, and specifically, that all levels have remained below standards for all state permits that would authorize discharge.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24vwuf5001e3b6mbvdi1zhp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In a statement regarding the water deluge system, the FAA said Friday that it does consider SpaceX in compliance with the Clean Water Act.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24vwuf5001f3b6mb1luv6m1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            That determination came after the FAA received confirmation from Texas regulators and the federal Environmental Protection Agency in August and September, respectively, that SpaceX had agreed \u201cto obtain a Texas Pollutant Discharge Elimination System permit, pay civil penalties, and comply with various monitoring and reporting requirements,\u201d according to a statement from the FAA.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24vwuf5001g3b6m80ifvyi7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The EPA deferred questions to the Texas Commission on Environmental Quality, which did not respond to CNN\u2019s requests for comment.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm253oix400063b6my9y0v19f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            SpaceX is also facing a lawsuit from environmentalists over the issue, which the company has <a href=\"https:\/\/x.com\/SpaceX\/status\/1844442771257688154\" target=\"_blank\" rel=\"noopener\">called<\/a> \u201cunwarranted and frivolous.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24vce5t000l3b6mmmwy5xpg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            SpaceX had indicated as recently as late September that it expected to receive approval for the latest Starship test flight in November. That time frame was unexpectedly moved up in early October.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24vce5t000m3b6mn57xehnc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            It\u2019s unclear what prompted the change.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24vce5t000n3b6m2fqve4uu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Musk has repeatedly used X, the social media platform formerly known as Twitter that he purchased two years ago for $44 billion, to blast the FAA.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24vce5t000o3b6m8dxxhz59@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In a September 17 <a href=\"https:\/\/x.com\/elonmusk\/status\/1836097185395666955\" target=\"_blank\" rel=\"noopener\">post<\/a>, he threatened to sue the agency for \u201cregulatory overreach.\u201d Musk \u2014 who has taken an increasingly vocal stance on politics, voicing distaste for the Biden administration and his support for former President Donald Trump \u2014 also posted on <a href=\"https:\/\/x.com\/elonmusk\/status\/1838978117072805999\" target=\"_blank\" rel=\"noopener\">September 25<\/a> that he believes Whitaker \u201cshould resign.\u201d Musk has also alleged the agency\u2019s activities have been \u201c<a href=\"https:\/\/x.com\/elonmusk\/status\/1836116841221038532\" target=\"_blank\" rel=\"noopener\">politically motivated.\u201d<\/a>\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24vce5t000p3b6m6de635pr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Musk\u2019s declarations came after the <a href=\"https:\/\/www.faa.gov\/newsroom\/faa-proposes-633009-civil-penalties-against-spacex\" target=\"_blank\" rel=\"noopener\">FAA proposed<\/a> $633,009 in civil penalties against SpaceX over violating launch license requirements twice during flights of its workhorse Falcon 9 rocket.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24vce5t000q3b6mswnfsr9p@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            SpaceX has denied wrongdoing related to those requirements, saying none of the allegations related to public safety. Kevin Kiley, a Republican from California, about SpaceX\u2019s Starship development. \u201cI think SpaceX has been a very innovative company \u2014 but I think they\u2019re also a mature company. \u2026 And I think they need to operate at the highest level of safety.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24vce5t000t3b6mw4ef8ptk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            SpaceX has previously run afoul of the FAA in Starship testing. Notably, the company launched a 2020 test flight of a prototype rocket, called Starship SN8, without <a href=\"https:\/\/www.cnn.com\/2021\/02\/02\/tech\/spacex-starship-sn-9-test-launch-faa-scn\/index.html\">obtaining prior approval from the FAA<\/a> for a public safety waiver. At the time, the FAA said it had denied the waiver, though it did not plan to take further enforcement actions against SpaceX.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm24vce5t000u3b6mbdulr5r6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Musk\u2019s tone about the FAA has routinely shifted.
