{"id":115187,"date":"2024-10-17T13:08:52","date_gmt":"2024-10-17T06:08:52","guid":{"rendered":"https:\/\/hotvideos24.online\/?p=115187"},"modified":"2024-10-17T13:08:52","modified_gmt":"2024-10-17T06:08:52","slug":"phillips-66-closing-its-la-harbor-area-refinery-more-than-600-jobs-at-stake-daily-breeze","status":"publish","type":"post","link":"https:\/\/hotvideos24.online\/?p=115187","title":{"rendered":"Phillips 66 closing its LA Harbor-area refinery; more than 600 jobs at stake \u2013 Daily Breeze"},"content":{"rendered":"<p> <script async src=\"https:\/\/pagead2.googlesyndication.com\/pagead\/js\/adsbygoogle.js?client=ca-pub-3711241968723425\"\r\n     crossorigin=\"anonymous\"><\/script>\r\n<ins class=\"adsbygoogle\"\r\n     style=\"display:block\"\r\n     data-ad-format=\"fluid\"\r\n     data-ad-layout-key=\"-fb+5w+4e-db+86\"\r\n     data-ad-client=\"ca-pub-3711241968723425\"\r\n     data-ad-slot=\"7910942971\"><\/ins>\r\n<script>\r\n     (adsbygoogle = window.adsbygoogle || []).push({});\r\n<\/script><br \/>\n<\/p>\n<div>\n<p>Phillips 66 announced Wednesday it will close its Los Angeles-area refinery next year, idling 600 employees and 300 contractors who work at two sprawling facilities that straddle Wilmington and Carson in the port region.<\/p>\n<p>A statement cited uncertainty about the \u201csustainability\u201d of the facility going forward.<\/p>\n<p>\u201cWe understand this decision has an impact on our employees, contractors and the broader community,\u201d Mark Lashier, chairman and CEO of Phillips 66, said in a statement. \u201cWe will work to help and support them through this transition.\u201d<\/p>\n<p>The refinery includes a crude-oil processing facility that operates on 235 acres in Carson and a separate 424-acre facility in Wilmington where the processed oil is finalized into \u201cfinished products.\u201d<\/p>\n<p>The two facilities are linked by a roughly five-mile pipeline.<\/p>\n<p>\u201cWith the long-term sustainability of our Los Angeles Refinery uncertain and affected by market dynamics,\u201d Lashier said, \u201cwe are working with leading land development firms to evaluate the future use of our unique and strategically located properties near the Port of Los Angeles.\u201d<\/p>\n<p>Phillips 66 \u2014 which operates 12 refineries across the United States and Europe \u2014 made $7 billion from its operations in 2023, according to a<a href=\"https:\/\/issuu.com\/phillips66co\/docs\/24-0019_1_year_in_review_report_digital?fr=xKAE9_zU1NQ\"> company report<\/a>.<\/p>\n<p>\u201cPhillips 66 remains committed to serving California and will continue to take the necessary steps to meet our commercial and customer demands,\u201d Lashier added.<\/p>\n<p>Phillips plans to close the facility in the fourth quarter of 2025, but the company will \u201cwork with the state of California to supply fuel markets and meet ongoing consumer demand.\u201d<\/p>\n<p>\u201cThe company will supply gasoline from sources inside and outside its refining network as well as renewable diesel and sustainable aviation fuels from its Rodeo Renewable Energy Complex in the San Francisco Bay area,\u201d according to Phillips.<\/p>\n<p>The announcement, meanwhile, came just days after Gov. Gavin Newsom signed a new bill into law, which aims to <a href=\"https:\/\/apnews.com\/article\/california-gas-prices-newsom-e2e3e79cc374ca09afd6867351fe6d35\">prevent gas prices from spiking<\/a> suddenly when refineries go offline for unplanned refinery outages.<\/p>\n<p>That piece of legislation is just one of many energy-related bills Newsom has signed into law in recent months, all of which have been heavily opposed and criticized by the oil industry.<\/p>\n<p>Newsom also a signed<a href=\"https:\/\/www.dailynews.com\/2024\/09\/25\/gov-newsom-signs-3-bills-giving-cities-more-power-to-restrict-oil-drilling-address-idle-wells\/\"> a trio of oil-related bills into law in September<\/a> \u2014 all three of which aim to more strictly regulate oil drilling, abandoned oil well remediation, and the public health impacts of the oil industry on neighborhoods.<\/p>\n<p>But Al Ortiz, a Phillips spokesperson, said in a Wednesday statement that the decision was not related to the new state legislation.<\/p>\n<p>\u201cThe uncertainty is in reference to the refinery\u2019s low profitability compared to other assets in our portfolio,\u201d Ortiz said. \u201cThe timing of this announcement is based on consideration of multiple factors including the long-term sustainability of our Los Angeles Refinery and market dynamics, as well as future options for the site as part of Phillips 66\u2019s ongoing review of its portfolio of assets.\u201d<\/p>\n<p>Ortiz also noted that Phillips doesn\u2019t have any additional information to share about the property\u2019s future just yet.<\/p>\n<p>\u201cWe will have more information to share when that time comes,\u201d Ortiz said. \u201cIn the meantime, we intend to work closely with our redevelopment firms and the local community to determine the best future use of this land that is appropriate given the site\u2019s history.\u201d<\/p>\n<p>Some environmental advocates, meanwhile, were critical of the decision on Wednesday \u2014 and unsure whether the refinery\u2019s closure will have positive impacts on the community later down the line.<\/p>\n<p>\u201cThis is just most likely a strategic move for Phillips,\u201d said Janet Gunter, an environmental activist in San Pedro. \u201cNo doubt another company will buy this and keep it in operation, which will not help the safety factor for residents.\u201d<\/p>\n<p>Gunter underscored that the refinery is in an earthquake rupture zone and on landslide and liquefaction areas.<\/p>\n<p>\u201cThey may also use this to lobby against the much needed environmental regulatory controls,\u201d Gunter added.<\/p>\n<p>L.A. City Councilman Tim McOsker, whose district includes the Wilmington area, called the closure \u201csignificant,\u201d but said it \u201copens the door to exciting opportunities for new jobs, improved air quality, and innovative economic benefits in the years to come.\u201d<\/p>\n<p>\u201cPhillips 66 shared with me their commitment to assist their employees on this transition,\u201d McOsker said in a statement. \u201cI have also reached out to the city\u2019s Economic and Workforce Development Department, and we are prepared to assist workers affected by this change. We will be working closely with Phillips 66, their employees, and our community to make sure that we\u2019re supporting all who are impacted.\u201d<\/p>\n<p>County Supervisor Janice Hahn said a key priority moving forward will be supporting workers impacted by the refinery\u2019s closure.<\/p>\n<p>\u201cWe need to focus on these workers,\u201d Hahn said in a statement. \u201cI am going to direct our L.A. County Department of Economic Opportunity to work with these workers to connect them with job training and anything they need to get good paying new jobs.<\/p>\n<p>Lucia Moreno-Linares of Wilmington, a former member of the Port of Los Angeles Harbor Commission, said the facility\u2019s closure would certainly have \u201can impact\u201d because Phillips is a major employer and fuel provider for the region.<\/p>\n<p>\u201cI can\u2019t imagine all the ramifications there will be,\u201d \u00a0Moreno-Linares said. \u201cI understand business decisions have to be made. I hope we can be a part of the winding down process.\u201d<\/p>\n<p>For Gina Martinez of the Wilmington Neighborhood Council, the news brought some mixed reactions.<\/p>\n<p>\u201cI really have ambivalent feelings,\u201d she said. \u201cIt truly is the end of an era.
