Over the course of President Joe Biden\u2019s term, he\u2019s held dozens of calls and multiple face-to-face meetings with German Chancellor Olaf Scholz, all with the goal of deepening a relationship based on democratic ideals and shared values.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2cs0euo00073b6m59f3px1s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In return, Scholz spent considerable political capital on Biden\u2019s behalf: Releasing a Russian murderer from a German prison as part of a deal that would free three Americans from Russia, loosening longstanding defense policy to allow Ukraine to use German-made tanks to fight Russia and coming to Biden\u2019s defense after a debate performance spelled the end of his political career.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2cs0euo00083b6mkvlzdue0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI think it would be a big mistake to underestimate the president,\u201d\u00a0Scholz told PBS ahead of\u00a0NATO\u2019s 50<sup>th<\/sup>\u00a0anniversary summit in Washington.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2cs0euo00093b6mecpn1fnf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Now, with Biden out of a race that remains razor-thin and has allies on edge, Scholz will welcome the American president to Berlin, a visit to advance urgent foreign policy priorities as well as to offer a farewell tour of sorts for a president who prized alliances as the conduit for conflict resolution.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2cs0euo000a3b6mhs81d5al@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            As part of the visit, Biden will meet with German President\u00a0Frank-Walter Steinmeier and Scholz, as well as announce a new US-German exchange program and dialogue on \u201caligning\u201d private investment with emerging technologies like artificial intelligence, according to a senior administration official.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2cs0euo000b3b6m9z1wg64a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Biden\u2019s meeting with the\u00a0chancellor will provide him an opportunity to thank the German leader for their close partnership over the years and discuss shared priorities on global issues, especially democratic institutions.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2cs0euo000c3b6mg1qtk8jb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In addition to sitting down with German leadership, Biden will also meet with the leaders of the UK,\u00a0France\u00a0and Germany for a\u00a0\u201cEuropean Quad\u201d meeting to discuss \u201cpressing\u201d global challenges, from Ukraine\u2019s victory plan to the ongoing crisis in the Middle East, the senior official said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2cs0euo000d3b6m0vp464m8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            And while the meetings will take place a critical juncture, with American voters heading to the ballot box in less than three weeks and\u00a0amid inflection points in Russia\u2019s war in Ukraine and the Israel-Hamas conflict,\u00a0the White House does not expect\u00a0any concrete policy changes to result from Biden\u2019s visit.\n    <\/p>\n<p data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            During a single day of official meetings, downgraded from the official\u00a0state visit\u00a0planned before Hurricane Milton hit the US, Biden will hold expanded discussions with Scholz and his team, as well as the summit including the leaders of France and the United Kingdom. Ukrainian President Volodymyr Zelensky had planned to attend before the meeting was delayed.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2cs0euo000g3b6mexunhumn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The agenda for the summit, officials say, will feature two key priorities for the leaders: The growing challenges facing Ukraine, where allies are at odds over how to address Zelensky\u2019s \u201cVictory Plan,\u201d and intensifying requests for longer-range weapons, and the deteriorating situation in the Middle East as\u00a0<a href=\"https:\/\/www.cnn.com\/2024\/10\/16\/politics\/israel-iran-conflict-election-day\/index.html\">Israel plots forthcoming retaliation<\/a>\u00a0for Iran\u2019s most recent ballistic missile barrage.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2cs0euo000h3b6mr3mky9n9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The \u201cEuropean Quad,\u201d as Western officials have termed it, represents just one of the smaller coalitions Biden has leaned on to build consensus, as populist winds on both sides of the Atlantic have caused wariness over large, global institutions.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2cs0euo000i3b6mvh6db3h8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Biden has instead opted for \u201cminilateralism,\u201d what foreign policy experts have come to term his strategy for dealing with smaller coalitions of like-minded nations.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2cs0euo000j3b6mkjw1iaf4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            On the policy front, the Biden administration has wielded this approach to coalesce support for sanctions against Russia and, more recently, Iran; tariffs and export controls against China, which the United States recently replaced as Germany\u2019s largest trading partner; and hundreds of billions of dollars in infrastructure investment in Africa and southeast Asia meant to create a buffer against Beijing\u2019s soft power.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2cs0euo000k3b6m4x7o9qmp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Critics say these efforts have strengthened alliances \u2013 but not thwarted adversaries. Fred Kempe, CEO of the Atlantic Council, says Biden didn\u2019t take decisive enough action to keep a new axis of evil from forming in response to Western democracies.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2cs0euo000l3b6m8o754ugh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIronically, it is precisely Biden\u2019s caution that has encouraged continued Russian, Chinese, North Korean, and Iranian misbehavior,\u201d Kempe\u00a0<a href=\"https:\/\/www.atlanticcouncil.org\/content-series\/inflection-points\/biden-shouldnt-throw-away-his-shot-at-a-foreign-policy-legacy-it-starts-with-ukraine\/\" target=\"_blank\" rel=\"noopener\">writes<\/a>. \u201cThe US and allied response to the increased cooperation among these countries continues to fall short of actions that would frustrate their common cause.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2cs0euo000n3b6mkvz7zgfd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            For Biden, embarking on a farewell tour of sorts as he faces his final months in office, Germany stands as one country where the president enjoys broad popularity, thanks to his policies.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2cs0euo000o3b6m8utqnl8t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            According to Pew Research Center polling on views of Biden across 34 countries, 63% of German respondents expressed confidence in Biden. In Poland \u2013 another country where aides have considered having Biden visit to tout Ukraine support \u2013 70% of respondents express confidence in Biden.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2cs0euo000p3b6mgtd2gxyf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            And in Kenya and the Philippines, two countries where the administration has ramped up engagement and spearheaded infrastructure projects to counter China\u2019s influence, that confidence level rises to 75% and 77%, respectively,\u00a0<a href=\"https:\/\/www.pewresearch.org\/global\/2024\/06\/11\/globally-biden-receives-higher-ratings-than-trump\/\" target=\"_blank\" rel=\"noopener\">Pew data show<\/a>.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2cs0euo000q3b6mnfm3dvhp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Elsewhere around the world, Biden\u2019s seen his approval rating drop markedly, largely due to his handling of the Middle East volatility after October 7.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2cs0euo000r3b6m8xls7d1y@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt\u2019s pretty clear the perception of how he\u2019s dealing with that conflict is behind the noticeable decline between 2023 and 2024,\u201d says Richard Wike, Pew\u2019s director of Global Attitudes Research. \u201cBut overall, he still gets higher ratings than Trump.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2cs0euo000s3b6mfl6trbqw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            With less than three weeks before the US election, Trump will be the elephant in every room where Biden meets with leaders. Many expressed\u00a0relief\u00a0behind the scenes after Biden\u2019s election in 2020. Biden frequently recounts the response from another head of state at his first G7 summit when he proclaimed that \u201cAmerica is back<s>:<\/s>\u201d:\u00a0\u201cBut for how long?\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2cs0euo000t3b6mz0vyopzl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            And as CNN has reported, foreign diplomats expressed worry privately after Biden\u2019s halting debate performance appeared to catapult Trump back to an election lead.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2cs0euo000u3b6mw240kfe2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Now, as they consider the trajectory of\u00a0the\u00a0war in Ukraine that\u2019s been simmering on Europe\u2019s doorstep for years, allies must face the question of whether to back more aggressive tactics to bring about a swifter end to the war, as\u00a0<a href=\"https:\/\/www.cnn.com\/2024\/10\/16\/europe\/zelensky-ukraine-victory-plan\/index.html\">Zelensky has urged, unsuccessfully<\/a>.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2cs0euo000v3b6m4t6gqm3w@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The deliberations come at a much more fraught time than when President Barack Obama found himself assuring allies in Germany and Greece during his final foreign trip that Trump, named president-elect one week earlier, would not abandon them.
