{"id":115363,"date":"2024-10-18T00:19:45","date_gmt":"2024-10-17T17:19:45","guid":{"rendered":"https:\/\/hotvideos24.online\/?p=115363"},"modified":"2024-10-18T00:19:45","modified_gmt":"2024-10-17T17:19:45","slug":"phillips-66-is-shutting-down-wilmington-area-refinery-complex","status":"publish","type":"post","link":"https:\/\/hotvideos24.online\/?p=115363","title":{"rendered":"Phillips 66 is shutting down Wilmington-area refinery complex"},"content":{"rendered":"<p> <script async src=\"https:\/\/pagead2.googlesyndication.com\/pagead\/js\/adsbygoogle.js?client=ca-pub-3711241968723425\"\r\n     crossorigin=\"anonymous\"><\/script>\r\n<ins class=\"adsbygoogle\"\r\n     style=\"display:block\"\r\n     data-ad-format=\"fluid\"\r\n     data-ad-layout-key=\"-fb+5w+4e-db+86\"\r\n     data-ad-client=\"ca-pub-3711241968723425\"\r\n     data-ad-slot=\"7910942971\"><\/ins>\r\n<script>\r\n     (adsbygoogle = window.adsbygoogle || []).push({});\r\n<\/script><br \/>\n<\/p>\n<div data-element=\"story-body\" data-subscriber-content=\"\">\n<p>For more than 100 years, the Wilmington and Carson oil refineries have pumped out millions of barrels of gasoline, filling the thirsty cars of Southern California\u2019s freeway-driving motorists.<\/p>\n<p>Now, in an abrupt move that reflects the tectonic shifts driven by climate change, the transition to electric vehicles and demands for cleaner air, Phillips 66 announced Wednesday that late next year it is closing the twin-refinery complex that produces about 8% of the state\u2019s gasoline.<\/p>\n<p>The Houston company, which has operated the refineries since its 2012 spin off from ConocoPhillips, said it will replace its output with sources \u201cinside and outside its refining network\u201d and with renewable diesel and sustainable aviation fuels from its San Francisco Bay Area refinery.<\/p>\n<p> \u201cPhillips 66 remains committed to serving California and will continue to take the necessary steps to meet our commercial and customer demands,\u201d said Mark Lashier, chairman and chief executive of Phillips 66. \u201cWe understand this decision has an impact on our employees, contractors and the broader community. We will work to help and support them through this transition.\u201d <\/p>\n<p>About 600 employees and 300 contractors currently operate the refinery, which also produces diesel and jet fuel.<\/p>\n<p>The refinery complex consists of two facilities linked by pipeline located five miles apart in Wilmington and Carson, about 15 miles southeast of Los Angeles. The Carson facility was built in 1923 and the Wilmington facility was built in 1919, according to the company\u2019s website. <\/p>\n<p>\u201cThere\u2019s no question we are going to lose refineries over time, because demand is going to go down as we transition to electric vehicles, but I did not expect to see any of them exiting this quickly,\u201d said Severin Borenstein, faculty director of the Energy Institute at UC Berkeley\u2019s Haas School of Business.<\/p>\n<p>California \u201cover the medium term\u201d will now have to rely more on imports, he said. \u201cI think part of the response the state\u2019s going to need to consider is how to make sure that we can import sufficient gasoline to meet our needs.\u201d<\/p>\n<p>The closure will leave the state with eight major refineries \u2014 three in Bay Area and five in Southern California, operated by Chevron, Valero and other refiners \u2014 as well as several smaller ones.<\/p>\n<p>The decision immediately became a political football, with Republicans and gas station operators blaming the policies of California Gov. Gavin Newsom. Last weekend, former President Trump, in a California campaign stop, blasted the state for having the nation\u2019s highest gas prices.<\/p>\n<p>The announcement comes the same week <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2024-10-14\/newsom-celebrates-political-win-on-gas-price-spike-bill-but-concerns-remain-about-policy\">the governor signed a new state law<\/a> that allows the state to require oil refiners to maintain a minimum inventory of fuel to avoid supply shortages that create spikes in gasoline prices. It also authorizes the California Energy Commission to require refiners to plan for resupply during refiner maintenance outages.<\/p>\n<p>\u201cThanks to Gavin Newsom\u2019s showboating and incompetence, hundreds of workers will lose their jobs while California drivers will face a massive price hike,\u201d Assembly Republican Leader James Gallagher of Yuba City said in a statement. \u201cGreat work, Gavin.\u201d<\/p>\n<p>The California Fuels and Convenience Alliance, an industry trade group representing fuel marketers, gas station owners and others, directly blamed the legislation.<\/p>\n<p>\u201cUnfortunately, the announcement today is not much of a surprise, as we continually warned the Legislature and Administration about how ABX2-1 would negatively impact supply,\u201d said Alessandra Magnasco, the alliance\u2019s governmental affairs and regulatory director. \u201cThis is exactly what happens when our leaders are more concerned with political theater than solving real problems.\u201d<\/p>\n<p>The association said higher gas prices are the result of \u201cexploding overhead costs to run our stations, costly environmental regulations.\u201d<\/p>\n<p>In a statement, Phillips 66 said the decision was \u201cnot related\u201d to the bill signing, but rather \u201con consideration of multiple factors, including future options for the site as part of Phillips 66\u2019s ongoing review of its portfolio of assets.\u201d<\/p>\n<p>It also said it is not pulling out of the California market. Among its other operations are its network of 76-branded gas stations. The company said it has has engaged Catellus Development Corp. and Deca Cos. to examine future uses for the 650-acre site.<\/p>\n<p>The governor\u2019s office referred questions to the California Energy Commission.<\/p>\n<p>\u201cThe company has committed to minimizing impacts on Californians while they continue to meet fuel demands, maintain reliable supplies, and ensure they take necessary steps to fulfill both commercial and customer needs,\u201d California Energy Commission Vice Chair Siva Gunda said in a statement.<\/p>\n<p>David Hackett, chairman of Stillwater Associates, an Irvine oil consultancy, said he was contacted by Phillips just prior to the announcement, and was told the closure was a business decision.<\/p>\n<p>He said while the timing was somewhat surprising, the closure wasn\u2019t \u2014 given the age of the refineries, their relatively small size and an inefficient layout that connected them by a pipeline.<\/p>\n<p>\u201cThat plant has been for sale for years. It hasn\u2019t found any buyers and I think is that this has been an economic decision on their part. They looked at the profitability of the place and compared with the other other businesses that they have, and it didn\u2019t make the cut,\u201d he said.<\/p>\n<p>Factors that played into the decision, he said, included an \u201conerous\u201d regulatory environment that increases costs, lower demand for gas and a dwindling supply of California crude oil, forcing the refinery to rely more on expensive imports from Alaska and foreign countries.<\/p>\n<p>He noted that Phillips 66 has only broken even on its West Coast operations, which include a Washington state refinery, for about the last eight years, according to regulatory filings. \u201cCEOs get fired for that,\u201d he said.<\/p>\n<p>California energy policy has been driven by the state\u2019s climate goals, first articulated in a landmark 2006 law and updated two years ago, which call for the state to become carbon neutral by 2045. <\/p>\n<p>They include reducing gas consumption 94%, slashing greenhouse gas emissions by 85% and cutting air pollution by 71% \u2014 ambitious for the world\u2019s seventh-largest economy, which ranks behind only Texas and Louisiana in refining capacity.<\/p>\n<p>A major strategy for reaching those goals is a law requiring all new passenger cars, trucks and SUVs sold in California be zero-emission by 2035, a goal some have questioned as electric vehicle sales have slowed.<\/p>\n<p>At the same time, Newsom has put the squeeze on drillers, directing the state to stop issuing fracking permits this year and calling for phasing out oil extraction by 2045. He also has backed laws restricting drilling. Last month, he signed a bill allowing cities, counties and local voters to block construction of new local oil and gas wells.<\/p>\n<p>The California Air Resources Board is considering furthering tightening carbon fuel standards, which already penalizes refineries that make high carbon fuel, such as diesel and gasoline, and benefits makers of lower carbon fuels such as renewable diesel.<\/p>\n<p>Hackett noted that Phillips 66 converted its larger, 1,100-acre refinery in Rodeo to make renewable diesel out raw materials such as soybean and used cooking oils.
