But they\u2019ve left no doubt that it\u2019s a top priority.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y00073b6m4bfq0hff@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIf you\u2019re in the country illegally, you better be looking over your shoulder,\u201d former Immigration and Customs Enforcement chief Tom Homan\u00a0<a href=\"https:\/\/www.mediamatters.org\/tom-homan\/heritage-policy-fest-tom-homan-pledges-mass-deportations-under-another-trump\" target=\"_blank\" rel=\"noopener\">said in July<\/a>\u00a0as he warned that no one would be off the table.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y00083b6mcqyq4gvh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump adviser Stephen Miller\u00a0<a href=\"https:\/\/x.com\/StephenM\/status\/1832870005039395213\" target=\"_blank\" rel=\"noopener\">has touted<\/a>\u00a0plans for \u201cthe largest domestic deportation operation in US history\u201d and says the military would be involved.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y00093b6mzxgni2o5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            And vice presidential candidate JD Vance\u00a0<a href=\"https:\/\/www.cbsnews.com\/news\/full-vp-debate-transcript-walz-vance-2024\/\" target=\"_blank\" rel=\"noopener\">says<\/a>\u00a0that deporting criminals would be the administration\u2019s initial focus.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y000a3b6my6yceghg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Experts say any path a future Trump administration picks would be complicated and costly, due to both the billions of dollars needed to fund mass deportation and the significant ripple effects that would hit the economy.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y000b3b6mzd58sx2f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Here\u2019s a look at some key facts and figures that explain why.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y000d3b6mda909uzu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The number of deportations during Trump\u2019s presidency, according to a Migration Policy Institute analysis of government statistics.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y000e3b6ml7fdqo5a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            On the campaign trail and during his presidency, Trump vowed that deporting undocumented immigrants would be a priority, and\u00a0<a href=\"https:\/\/www.cnn.com\/2016\/11\/29\/politics\/trump-obama-criminal-deportations\/index.html\">claimed as many as 3 million criminals<\/a>\u00a0would be deported when he was in office. But ultimately, he deported far fewer people than he\u2019d promised.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y000f3b6mxqoo4k5y@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In one particularly high-profile instance, Trump\u00a0<a href=\"https:\/\/www.cnn.com\/2019\/06\/18\/politics\/donald-trump-ice-undocumented-immigrants-deportations\/index.html\">announced a massive operation<\/a>\u00a0to deport millions of people would be happening imminently in the summer of 2019. While some arrests occurred, the large-scale raids\u00a0<a href=\"https:\/\/www.cnn.com\/2019\/06\/19\/politics\/trump-mass-deportations\/index.html\">never materialized<\/a>.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y000g3b6mgdbl5l45@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Biden administration is on pace to match the Trump administration\u2019s deportation numbers, according to the Migration Policy Institute\u2019s\u00a0<a href=\"https:\/\/www.migrationpolicy.org\/article\/biden-deportation-record\" target=\"_blank\" rel=\"noopener\">analysis<\/a>.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y000i3b6m5h8t0iqu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cLook at the history of ICE and the Trump years, where there was no lack of political will to deport people,\u201d says John Sandweg, an acting director of the agency during the Obama administration. \u201cAnd the maximum amount they could do (in one year) was 267,000.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y000j3b6mzb9dob5b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump advisers and outside allies\u00a0<a href=\"https:\/\/www.cnn.com\/2024\/05\/19\/politics\/donald-trump-immigration-agenda\/index.html\">told CNN<\/a>\u00a0earlier this year that this time, they\u2019ve mapped out a concrete pathway to rapidly implement his immigration policy plans \u2014 and lessons learned during his previous term in office have helped them do that.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y000k3b6mlc7s8sub@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Why wasn\u2019t Trump able to deport more people when he was in office?\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y000l3b6m743bkduk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Experts noted then, as they note today, that high costs and complex logistics make mass deportation more complicated than campaign promises suggest.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y000m3b6ms79c57p9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt\u2019s nearly impossible to implement,\u201d says Laura Collins, an immigration policy expert at the George W. Bush Presidential Center.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y000n3b6mbn4y7sbn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Sandweg says even deporting 1 million people in a year, something vice presidential candidate\u00a0<a href=\"https:\/\/abcnews.go.com\/Politics\/jd-vance-mass-deportations-start-1-million-defends\/story?id=112739447\" target=\"_blank\" rel=\"noopener\">JD Vance has suggested<\/a>\u00a0would be the administration\u2019s starting point, simply isn\u2019t realistic.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y000o3b6m6ni3dibq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt\u2019s selling a fantasy to people,\u201d he says.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y000q3b6m31tg9jtl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The average cost of apprehending, detaining, processing and removing one undocumented immigrant from the United States in 2016,\u00a0according to figures <a href=\"https:\/\/money.cnn.com\/2017\/04\/13\/news\/economy\/deportation-costs-undocumented-immigrant\/index.html\">released by ICE at the time<\/a>.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y000r3b6meojvzjwu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            That year ICE also said the average cost of transporting one deportee to their home country was $1,978.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y000s3b6mj1kd25kk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Since then, the costs have only grown, Sandweg says, because the migrants coming to the US are\u00a0<a href=\"https:\/\/www.cnn.com\/2022\/08\/29\/us\/mexico-border-encounter-data-analysis-cec\/index.html\">from a wider range of countries<\/a>.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y000t3b6mmkye9faq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cNow we\u2019re facing a larger migration from all over the world,\u201d he says.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y000u3b6msqf67d4i@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            That means deportation flights are more expensive, and the logistics around them are more complicated.\n    <\/p>\n<div data-uri=\"cms.cnn.com\/_components\/image\/instances\/cm2et2r38003d3b6mafpmrxk8@published\" class=\"image image__hide-placeholder\" data-image-variation=\"image\" data-name=\"03 ice deportation flight\" data-component-name=\"image\" data-observe-resizes=\"\" data-breakpoints=\"{\" image--eq-extra-small=\"\" data-original-ratio=\"0.6666666666666666\" data-original-height=\"2450\" data-original-width=\"3675\" data-url=\"https:\/\/media.cnn.com\/api\/v1\/images\/stellar\/prod\/170324121909-03-ice-deportation-flight.jpg?c=original\" data-editable=\"settings\">\n<div class=\"image__container \" data-image-variation=\"image\" data-breakpoints=\"{\" image--eq-extra-small=\"\">\n       <picture class=\"image__picture\"><source height=\"2450\" width=\"3675\" media=\"(min-width: 1280px)\" srcset=\"https:\/\/media.cnn.com\/api\/v1\/images\/stellar\/prod\/170324121909-03-ice-deportation-flight.jpg?q=w_1110,c_fill\/f_webp\" type=\"image\/webp\"><source height=\"2450\" width=\"3675\" media=\"(min-width: 960px)\" srcset=\"https:\/\/media.cnn.com\/api\/v1\/images\/stellar\/prod\/170324121909-03-ice-deportation-flight.jpg?q=w_1015,c_fill\/f_webp\" type=\"image\/webp\"><source height=\"2450\" width=\"3675\" media=\"(min-width: 480px)\" srcset=\"https:\/\/media.cnn.com\/api\/v1\/images\/stellar\/prod\/170324121909-03-ice-deportation-flight.jpg?q=w_1160,c_fill\/f_webp\" type=\"image\/webp\"><source height=\"2450\" width=\"3675\" media=\"(max-width: 479px)\" srcset=\"https:\/\/media.cnn.com\/api\/v1\/images\/stellar\/prod\/170324121909-03-ice-deportation-flight.jpg?q=w_680,c_fill\/f_webp\" type=\"image\/webp\"><img decoding=\"async\" src=\"https:\/\/media.cnn.com\/api\/v1\/images\/stellar\/prod\/170324121909-03-ice-deportation-flight.jpg?q=w_1110,c_fill\" alt=\"GUATEMALA CITY, GUATEMALA - (Photo by John Moore\/Getty Images)\" class=\"image__dam-img image__dam-img--loading\" onload=\"this.classList.remove('image__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"2450\" width=\"3675\" loading=\"lazy\"\/><\/source><\/source><\/source><\/source><\/picture>\n    <\/div>\n<\/div>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y000v3b6mvbiim3t7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            So what would deporting the millions of undocumented immigrants living in the United States cost?\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y000w3b6ma4xho5mk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In 2015,\u00a0<a href=\"https:\/\/www.americanactionforum.org\/research\/the-budgetary-and-economic-costs-of-addressing-unauthorized-immigration-alt\/?print\" target=\"_blank\" rel=\"noopener\">an analysis<\/a>\u00a0Collins co-authored for the American Action Forum, a conservative think tank, estimated arresting and removing all undocumented immigrants from the US would cost at least $100 billion and take 20 years. Recent estimates from\u00a0immigrant\u00a0advocates calculated an even higher cost. If 1 million undocumented immigrants are deported per year, mass deportation could cost more than $960 billion over more than a decade,\u00a0<a href=\"https:\/\/www.americanimmigrationcouncil.org\/research\/mass-deportation\" target=\"_blank\" rel=\"noopener\">according to the American\u00a0Immigration\u00a0Council<\/a>.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y000x3b6muchtgoeg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Both of those reports were based on\u00a0<a href=\"https:\/\/www.pewresearch.org\/short-reads\/2024\/07\/22\/what-we-know-about-unauthorized-immigrants-living-in-the-us\/\" target=\"_blank\" rel=\"noopener\">estimates<\/a>\u00a0that the undocumented immigrant population is around 11 million people, and the assumption that about 20% of the population could choose to leave the US voluntarily. A Pew Research Center report in July noted the undocumented population has likely grown over the past two years.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y000z3b6m7shqxofo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The amount the Department of Homeland Security budgeted for \u201csoft-sided\u201d temporary detention facilities along the border in fiscal year 2023.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y00103b6m7r2wdeaa@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump adviser Stephen Miller has said a mass deportation operation would require officials to build massive facilities for immigrant detentions that could hold some 70,000 people \u2014 more than 10 times the capacity of the seven soft-sided facilities\u00a0<a href=\"https:\/\/www.dhs.gov\/sites\/default\/files\/2023-06\/OCFO%20-%20Section%20546%20Border%20Management%20FY%202023%20Spend%20Plan%20%281%29.pdf\" target=\"_blank\" rel=\"noopener\">in the 2023 budget<\/a>. Miller has\u00a0<a href=\"https:\/\/www.mediamatters.org\/stephen-miller\/stephen-miller-calls-military-deport-undocumented-immigrants-under-future-trump\" target=\"_blank\" rel=\"noopener\">described the plan to build new detention space<\/a>\u00a0as \u201cgreater than any national infrastructure project we\u2019ve done to date.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y00113b6mvph23w58@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Operating a soft-sided shelter can cost up to $40 million a month, according to Jason Houser, a former ICE chief of staff.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7y00123b6m1padj300@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt\u2019s not just about throwing up a tent,\u201d he says. \u201cI have to staff it, I have to put security there, I have to put doctors there, I have to have some sanitation there, I have to put medics there, I have to put childcare there.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7z00133b6mxlc4r8lk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Using more space in state and local jail facilities rather than building new facilities would also come with a hefty price tag, Houser says.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7z00143b6m0oda3zld@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThat\u2019s going to be $300 or $350 a night,\u201d he says.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7z00153b6mq16v6awf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            And if deportations were increased to the level Trump has proposed, detention space isn\u2019t the only thing that would need to grow, Sandweg says. On a national level, the already-huge backlog of cases in immigration court has increased significantly during the Biden administration, more than doubling from\u00a0<a href=\"https:\/\/www.justice.gov\/doj\/doj-strategic-plan\/objective-51-administer-equitable-and-efficient-immigration-court-system#:~:text=Immigration%20Court%20System-,Share,the%20largest%20ever%20pending%20caseload.\" target=\"_blank\" rel=\"noopener\">nearly 1.3 million cases in January 2021<\/a>\u00a0to more than 3.7 million cases today.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7z001c3b6maa6rkly3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The overwhelmed immigration courts would likely slow down any effort to deport more people.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7z001e3b6mo81u6vvb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThere are still legal processes that we have to go through in order to remove somebody,\u201d Collins says. \u201cThey have the right to mount a defense. \u2026 Just because you\u2019re not a citizen doesn\u2019t mean you don\u2019t have legal rights in this country.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7z001f3b6m05vzl022@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            After ICE arrests someone, lengthy delays in immigration court proceedings mean years can pass before a case is completed.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7z001g3b6mwennytor@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt doesn\u2019t matter how many people you arrest,\u201d Sandweg says, \u201cbecause the Constitution requires that they get due process, which means they have an opportunity to pitch their case to an immigration court.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7z001i3b6mkzkmwyxp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The number of countries deemed \u201crecalcitrant\u201d by the Department of Homeland Security\u00a0<a href=\"https:\/\/www.migrationpolicy.org\/article\/us-immigration-management-cooperation\" target=\"_blank\" rel=\"noopener\">as of 2020<\/a>. That term applies to countries that generally won\u2019t accept deportation flights or help provide travel documents to their citizens when the US wants to remove them.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7z001j3b6mdplq42dm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The list at the time included China, Cuba, India, and Russia, according to the Migration Policy Institute.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7z001k3b6ma7qc5ygl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Exactly which countries are on the list can fluctuate amid geopolitical turmoil and diplomatic pressure. During the Trump administration, officials used visa sanctions to pressure some uncooperative countries to comply. During the Biden administration, officials negotiated with Mexican authorities to send some deportees from uncooperative countries there.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7z001l3b6mo15xrot6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But agreements over deportation can be fragile. Venezuela, for example, had agreed to accept deportees, but the deal fell apart earlier this year, according to MPI.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7z001m3b6m5r71ezal@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            It\u2019s a significant issue that a new Trump administration would have to contend with for any major deportation operation, Houser says, particularly given that large numbers of migrants from those countries have come to the US in recent years.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7z001n3b6mcqtxhbnz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIf they\u2019re Cuban, they\u2019re not going home. If they\u2019re Venezuelan, they\u2019re not going home,\u201d Houser says.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7z001o3b6mdu8y4yvu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Officials could negotiate deals for a third country to accept deportees, he said. But in the short term, it\u2019s likely a second Trump administration would focus on nationalities that can be deported more quickly, Houser says.\u00a0If higher numbers remain a priority, Houser says it\u2019s also likely officials won\u2019t focus as much on capturing criminals, because those arrests require more legwork and manpower.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud7z001p3b6mk2d0k8j2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThey\u2019re going to grab the person that\u2019s easily removable, because that will give them the numbers and the imagery,\u201d he says.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud80001r3b6moncgsqvv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The number of\u00a0US citizens<strong> <\/strong>under the age of 18 with at least one undocumented parent, according to Pew Research Center estimates.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud80001s3b6myiatsyoc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Immigrant rights advocates say this figure gets at one of the big impacts of any major deportation operation, noting that these children are often attending schools and are part of communities outside their households.\u00a0And they point out that whether or not officials hit the higher numerical targets they\u2019ve promised, the impact of any deportations on families and communities would be devastating.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud80001t3b6mea84wgss@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            We saw smaller-scale versions of what this can look like during the Trump administration.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud80001u3b6mcnmubi1s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            After ICE arrested nearly 700 people in raids at seven Mississippi chicken plants in 2019,\u00a0<a href=\"https:\/\/www.cnn.com\/2019\/08\/11\/us\/mississippi-immigration-raids-aftermath\/index.html\">a local gym opened its doors<\/a>\u00a0to kids who\u2019d gotten off their school buses and discovered their parents were missing.\u00a0TV crews filmed traumatized and desperate kids at the scene, pleading for authorities to release their parents.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud80001v3b6m4y3s955o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            After a meatpacking plant<strong>\u00a0<\/strong>raid in rural Tennessee in 2018,\u00a0<a href=\"https:\/\/www.cnn.com\/2018\/04\/12\/us\/tennessee-immigration-raid-schools-impact\/index.html\">500 kids missed school<\/a>\u00a0the next day.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud80001w3b6mvi77pd8n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt was like a bomb had gone off \u2014 helicopters flying overhead, children riding the bus home to empty homes,\u00a0and\u00a0families desperately trying to find information about their loved ones who were detained \u2014 and\u00a0the effects on the community were felt for years,\u201d says Lisa Sherman Luna, executive director of the Tennessee And the share of undocumented workers is particularly high in certain industries, including construction, agriculture and service.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud80001z3b6m2srrppto@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Economists have been warning that any major deportation effort would have a significant impact far beyond any one particular workplace.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud8000203b6m42smuubq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe economy as a whole downsizes to the detriment of everyone,\u201d says Michael Ettlinger, a senior fellow at the Carsey School of Public Policy at the University of New Hampshire.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud8000213b6m18myxybj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cRemoving people that we know are here and working would be shooting ourselves in the foot economically,\u201d Collins says, noting that the impact of immigrant workers also includes what they spend, not just what they earn.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud8000223b6mktgd6ne4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cAnyone who is here and working is also getting haircuts and eating at restaurants and buying groceries and doing lots of things that grow the economy more,\u201d she says.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud8000243b6m4lkrgm6t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The estimated amount of taxes undocumented immigrants pay annually, according to the nonpartisan\u00a0<a href=\"https:\/\/itep.org\/undocumented-immigrants-taxes-by-state\/\" target=\"_blank\" rel=\"noopener\">Institute on Taxation and Economic Policy<\/a>.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud8000253b6ms9u6puam@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            According to Zeke Hernandez of the University of Pennsylvania\u2019s Wharton School, such estimates show that undocumented immigrants make a significant contribution \u2013 something governments would miss out on if they\u2019re deported. But Hernandez, author of \u201c<a href=\"https:\/\/us.macmillan.com\/books\/9781250288240\/thetruthaboutimmigration\" target=\"_blank\" rel=\"noopener\">The Truth About Immigration: Why Successful Societies Welcome Newcomers<\/a>,\u201d argues that talking about the taxes these immigrants pay only paints part of the picture.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud8000263b6mhazwenqi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe other tax that governments miss out on, which is usually not talked about, are the taxes that businesses would have paid had they been able to expand and grow. \u2026 When a business can\u2019t hire and has to either contract or not grow, it will have less profits and less revenue, and therefore pay less in corporate taxes,\u201d he says.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2esud8000273b6mesuu5qrt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Critics of illegal immigration argue that the cost to US citizens is far outweighed by any taxes undocumented immigrants pay.
