The website,\u00a0launched shortly before some registration deadlines,\u00a0says, \u201cthis program is exclusively open to registered voters in Pennsylvania, Georgia, Nevada, Arizona, Michigan, Wisconsin and North Carolina.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i4rwk500123b6n2znc2lng@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Musk, the richest man in the world, has given\u00a0<a href=\"https:\/\/www.cnn.com\/2024\/10\/16\/politics\/fundraising-takeaways-elon-musk-billionaires-trump\/index.html\">more than $75 million<\/a>\u00a0to his pro-Trump super PAC, and said he hopes the sweepstakes will boost registration among Trump voters. He recently hit the campaign trail in Pennsylvania, holding events advocating for Trump, promoting his petition and spreading <a href=\"https:\/\/www.cnn.com\/2024\/10\/17\/media\/elon-musk-dominion-voting-misinformation\/index.html\">conspiracy theories<\/a> about the 2020 election.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i4rwk500133b6nxiwr97ol@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThis is a one-time ask,\u201d Musk told the crowd shortly after announcing the $1 million prize. \u201cJust go out there and talk to your friends and family and acquaintances and people you meet in the street and \u2026 convince them to vote. Obviously you gotta get registered, make sure they\u2019re registered and \u2026 make sure they vote.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i4rwk500143b6npeqdsgej@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The first million-dollar winner was named Saturday, with Musk handing a giant check to a Trump supporter at his event in Harrisburg, saying, \u201cSo anyway, you\u2019re welcome.\u201d He\u00a0<a href=\"https:\/\/x.com\/america\/status\/1848084019671368175\" target=\"_blank\" rel=\"noopener\">announced<\/a>\u00a0the second winner Sunday afternoon during an event in Pittsburgh, handing out another check on a stage adorned with big signs reading, \u201cVOTE EARLY.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i4rwk500153b6ndse8jrbi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In an interview Sunday on NBC\u2019s \u201cMeet the Press,\u201d Pennsylvania Gov. Josh Shapiro said Musk\u2019s giveaway was \u201cdeeply concerning\u201d and is \u201csomething that law enforcement could take a look at.\u201d Shapiro, a Democrat, was previously the state attorney general.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i4rwk500163b6nvj8mtpx5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Federal law\u00a0<a href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/52\/10307\" target=\"_blank\" rel=\"noopener\">makes it a crime<\/a>\u00a0for anyone who \u201cpays or offers to pay or accepts payment either for registration to vote or for voting.\u201d It\u2019s punishable by up to five years in prison.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i4rwk500173b6ng5n3m7su@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWhen you start limiting prizes or giveaways to only registered voters or only people who have voted, that\u2019s where bribery concerns arise,\u201d said Derek Muller, an election law expert who teaches at Notre Dame Law School. \u201cBy limiting a giveaway only to registered voters, it looks like you\u2019re giving cash for voter registration.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i4rwk500183b6nhfr9osgr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Offering money to people who were already registered before the cash prize was announced could violate federal law, Muller said, but the offer\u00a0also \u201ccan include people who are not yet registered,\u201d and the potential\u00a0\u201cinducements for new registrations is far more problematic.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i4rwk500193b6n8kx0vqn4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Most states make it a crime only to pay people to vote, said Muller, who is also a CNN contributor. He said it\u2019s rare for federal prosecutors to bring election bribery cases, and that the Supreme Court has been narrowing the scope of bribery statutes.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i5f8ie001g3b6nb8bdq7ao@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Regardless of the long odds of a Musk prosecution, other respected election law experts strongly condemned the billionaire\u2019s behavior.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i4rwk5001a3b6npfhpf7b3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThis isn\u2019t a particularly close case \u2014 this is exactly what the statute was designed to criminalize,\u201d said David Becker, a former Justice Department official handling voting rights cases and founder of the nonpartisan Center for Election Innovation &amp;
