The Ukrainians are in a \u201cvery tough\u201d situation against the Russians heading into winter, the official noted.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2ijua8a00093b6k2b1vbgh2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            That is despite the heavy Western sanctions imposed on Russia\u2019s economy in response to its invasion, billions of dollars\u2019 worth of military equipment the US has surged to Ukraine, and the multinational coalitions that the Biden administration rallied from the earliest days of the war to help Ukrainian troops beat back Russian advances.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2ig94xg00003b6kvztyip4n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Loud explosions were heard in the Ukrainian capital of Kyiv in the early hours of Monday local time, according to a CNN producer on the ground, in a stark illustration of the daily bombardments the country still faces more than 2.5 years into Moscow\u2019s grinding war. City authorities said air defenses have been activated.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i3szh600063b6l869d2was@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Austin, and the Biden administration more broadly, sees multinational coalitions as a key aspect of his legacy as defense secretary, particularly the Ukraine Defense Contact Group \u2014 an alliance of 57 countries and the European Union that Austin first convened two months into the war to coordinate immediate military aid to Ukraine.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i3szh600073b6lb4x0bfx5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt\u2019s been absolutely remarkable that Ukraine has been able to do what it\u2019s done,\u201d Austin told reporters. \u201cIt\u2019s been able to do that, of course, because of the fact that we have supported them from the very beginning, and we\u2019ve rallied some 50 countries to be a part of that support.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i3szh600083b6lqks0vxg8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            US officials hope the coalitions will endure, but a potential Donald Trump victory has thrown much of that into doubt. The former president\u00a0declined last month to say whether he wants Ukraine to win the war, and he has described Zelensky as a \u201csalesman\u201d who \u201cshould never have let that war start.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i3szh600093b6lk4qrbvok@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The senior defense official said the Pentagon is still planning as though the support will continue, and Austin said Friday that\u00a0\u201cevery day, we are building long-term capability to Ukraine.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i3szh6000a3b6lvmays8wm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cNone of us are strangers to political uncertainty in the US, or in Ukraine for that matter,\u201d the defense official said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i3szh6000b3b6lpra0cepl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            US officials are also banking on the hope that bipartisan support for Ukraine will remain in Congress. But that, too, is far from inevitable \u2014 there has <a href=\"https:\/\/www.cnn.com\/2024\/09\/24\/politics\/ukraine-aid-congress\/index.html\">already been one major fight<\/a> on Capitol Hill this year about approving additional funding for Ukraine, a dispute fueled by far-right Republicans opposed to Ukraine aid whose influence will only grow under a potential Trump administration.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i3szh6000d3b6lqaounh2l@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Austin arrived on Monday in a country still waging a brutal fight for its existence. Zelensky has ruled out ceding any territory to the Russians and continues to lobby for Ukraine\u2019s integration into NATO as the best path to victory.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i3szh6000e3b6lg0437pm3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe first point is an invitation to NATO, now,\u201d Zelensky said, referring to the first point of his \u201cvictory plan\u201d that <a href=\"https:\/\/www.cnn.com\/2024\/10\/16\/europe\/zelensky-ukraine-victory-plan\/index.html\">he has presented<\/a> to the US, Europe and NATO.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i3szh6000f3b6lonjlbm4n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Paradoxically, though, NATO is unlikely to accept Ukraine as a member as long as the country is at war.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i3szh6000g3b6lkfk133l2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Ukraine has prevented Russian President Vladimir Putin from achieving \u201cone single strategic objective\u201d during the war,\u00a0Austin said Sunday. But the secretary did not articulate the West\u2019s vision for how Ukraine can decisively win.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i3szh6000h3b6lg3buv8q4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Russian troops have continued to take Ukrainian territory, are outfiring the Ukrainians 3-to-1 on the battlefield, and maintain a \u201csignificant\u201d advantage in personnel and munitions, a senior NATO official said last week. Meanwhile, Iran has sent Russia three shipments of ballistic missiles this year, and North Korea has provided 11,000 containers of ammunition and appears to be <a href=\"https:\/\/www.cnn.com\/2024\/10\/18\/asia\/ukraine-north-korea-12000-troops-intl\/index.html\">preparing to deploy troops<\/a> to fight for Russia in Ukraine. China also continues to be a \u201ccritical enabler\u201d of Russia\u2019s war effort, the NATO official said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i3szh6000i3b6lur2t147i@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            To be sure, the war has come at a steep cost for Russia, which suffered more than 1,250 casualties per day in September, the highest rate since the war began, the official said. But Moscow is also\u00a0mobilizing 30,000 new troops per month and manufacturing more than 3 million munitions per year, a pace it can likely continue for at least \u201cthe next few years,\u201d the official added.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i3szh6000j3b6luw5slvfh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Ukraine has more sophisticated weaponry thanks to the West, which could give the country a strategic edge, the defense official said. \u201cIn terms of the capabilities, Ukraine is in a much stronger position this year than they were a year ago,\u201d the official said. The flow of donations of ammunition is also \u201cmuch steadier\u201d and \u201cmore predictable\u201d now, the official added.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i3szh6000k3b6lqf7evbl8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But Russia maintains the advantage in terms of sheer mass of personnel and munitions. And the US is still not prepared to allow Ukraine to use US-provided long-range missiles to strike deep inside Russia, which Zelensky has repeatedly requested.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i3szh6000l3b6lzuykwa6k@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Still, Austin said he is confident that the US and its allies will continue to step up into the next year to support Ukraine, whoever is in power.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2i3szh6000m3b6l7ws0msxt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI do think allies and partners will continue to rise to the occasion,\u201d he said Sunday night. \u201cAnd we\u2019ve invested in things that will soon come to fruition, in terms of additional systems like NASAMS (surface-to-air missiles).
