The Texas Supreme Court ruled that by issuing the subpoena, a bipartisan group of Texas House members had raised legal questions about the separation of powers <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/10\/17\/us\/texas-execution-robert-roberson.html\" title=\"\">that needed to be resolved<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But there was a wave of last-minute scrambling as the hearing was set to begin, with Gov.
