And they expect they\u2019ll be able to trigger him into making more outlandish claims.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl000a3b6mh16u1men@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Getting Americans to focus on that over the next two weeks, to see a second Trump term as taking the country further off track and to view Harris as an acceptable agent of change is likely to decide the presidency, a dozen top aides and outside allies told CNN. As Harris campaign chair Jen O\u2019Malley Dillon told top donors in Philadelphia during a retreat last week, they may not believe that the race could still be tied, but in the battleground states where the presidency will be won, it is.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl000b3b6m8va1prxk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cHistorically, it would be unusual to have seven states come down to a point or less,\u201d\u00a0 David Plouffe,\u00a0 Barack Obama\u2019s 2008 campaign manager who now serves\u00a0as a senior adviser\u00a0to Harris,\u00a0said of the battleground landscape. \u201cBut I think at this point, you have to assume that\u2019s a distinct possibility.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl000c3b6mntcetnzn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Plouffe and other Harris advisers do not believe <a href=\"https:\/\/www.cnn.com\/2024\/10\/04\/politics\/trump-campaign-ground-game\/index.html\">Trump\u2019s largely outsourced<\/a> door-knocking and other on-the-ground outreach operations can match what the national Democrats and the Harris campaign \u2013 which inherited some of the same team from <a href=\"https:\/\/www.cnn.com\/politics\/joe-biden\">President Joe Biden<\/a> \u2013 spent a year putting together. But they believe this advantage can only take them so far.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl000d3b6mn0fucui6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cDemocrats wish Donald Trump wouldn\u2019t get more than\u00a046%\u00a0of the vote,\u201d Plouffe said, referring to the national\u00a0popular vote percentage the former president secured in his previous campaigns.\u00a0But\u00a0in the battleground states,\u00a0\u201cthat\u2019s not reality. He\u2019s going to get up to\u00a048%\u00a0in all of these states. And so we just have to make sure we\u2019re hitting our win number, which depending on the state, could be 50, could be 49.5.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl000e3b6m37ni1s0a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Plouffe and other Harris aides, though, believe that the vice president still has room to grow.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqjz1l001t3b6mjh6qcnrv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            To get there, the campaign is finalizing marquee, attention-grabbing events showcasing Harris, with symbolic backdrops aimed at driving home the message.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl000f3b6my0bv99qf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe goal is to make sure that you\u2019re motivating your operation, that you\u2019re being felt in all these places,\u201d said Illinois Gov.\u00a0JB\u00a0Pritzker, a Harris campaign co-chair.\n    <\/p>\n<div data-uri=\"cms.cnn.com\/_components\/image\/instances\/cm2jub73l00013b6mcrqg82l6@published\" With\u00a0Harris aides still on a frantic chase to find disengaged voters,\u00a0much of that outreach will come in the form of campaign tactics that are new to presidential campaigns \u2013 some that rely on new technology.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl000i3b6mc0pqwriz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Campaign aides believe they can make the difference via the surrogates\u00a0they have lined up, whether\u00a0those are\u00a0celebrities making\u00a0targeted social media appearances or community members sending direct texts like the attendees at\u00a0a Doug Emhoff event in Southfield, Michigan, with Jewish voters, who\u00a0were asked to send\u00a0messages\u00a0encouraging\u00a0people\u00a0to host \u201cKamala Shabbat\u201d dinners.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl000j3b6m3s8xhtha@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Harris aides CNN spoke to expressed\u00a0a jittery self-confidence, but they also\u00a0kept\u00a0using\u00a0phrases such as\u201cjump ball\u201d and \u201cdown to the wire\u201d and the occasional emoji with nauseous green cheeks.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqpd5r001v3b6m2n6u3nqo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            While several top Democratic operatives said they worry Harris may be losing the traditional TV ad wars in the face of Republicans\u2019 extensive and intense attacks on transgender issues, the Harris aides disagreed. Most of the up-for-grabs voters aren\u2019t paying attention to those ads if they\u2019re watching TV at all, the aides contended. And the campaign believes it has the edge over Trump\u2019s operation, thanks to months of precinct-by-precinct organizing and planning that is constantly being adjusted based on early vote and online data.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl000k3b6mh25jpoq4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            All through \u201c<a href=\"https:\/\/www.cnn.com\/2024\/07\/22\/entertainment\/charli-xcx-kamala-harris-brat-meme\/index.html\">brat summer<\/a>\u201d and the tent\u00a0revival-like atmosphere of the Democratic convention,\u00a0aides said, this was what they were planning for: a stable race that will be won on the margins and that will require a few big swings\u00a0that some political insiders may see as desperate\u00a0Hail\u00a0Mary moves.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl000l3b6mpnjd16j4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Some will be new announcements: After months of carefully poll-testing well-known nonpoliticians,\u00a0including\u00a0entertainers and athletes,\u00a0the campaign\u00a0will roll out even more endorsements, interviews and appearances meant to break through to tuned-out voters. Expect more events like\u00a0the vice president\u2019s <a href=\"https:\/\/www.cnn.com\/2024\/10\/15\/politics\/kamala-harris-charlamagne-tha-god\/index.html\">interview with Charlamagne tha God<\/a> and Julia Roberts\u2019 trip to Georgia, both ideas that came right out of the campaign\u2019s research.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl000m3b6m7994gdei@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe\u2019re not throwing spaghetti against the wall. We have literally studied who these voters listen to,\u201d said a campaign official.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl000n3b6m8vg9f5xz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Some of the outreach will include reviving Biden-style themes around Trump\u2019s unfitness for office, trying to make the argument\u00a0for a stable commander in chief\u00a0while convincing wavering voters to make the leap toward\u00a0electing\u00a0the first Black female president.\u00a0But rather\u00a0than moralistic and abstract\u00a0messaging,\u00a0Harris and her ads will focus on how much worse they\u00a0believe\u00a0a second Trump presidency would be. And in a way Biden never could, this\u00a0would\u00a0include more hammering of Trump as unfit for the presidency, specifically because of\u00a0their claims that he is in mental and physical decline.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl000o3b6mw01whgag@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Reproductive rights will remain central, but the outreach will also keep pressing Harris\u2019 biography and economic plans, convinced her campaign has real room to grow with non-college-educated White women repelled by Trump, who aides believe she can win if they feel she\u2019s more middle class than radical left. Tim Walz speaks during a campaign rally in Papillion, Nebraska, on October 19. \" class=\"image__dam-img image__dam-img--loading\" onload=\"this.classList.remove('image__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1600\" width=\"2400\" loading=\"lazy\"\/><\/source><\/source><\/source><\/source><\/picture>\n    <\/div>\n<\/div>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl000r3b6mdzhybyj1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            At least one closing event is expected to bring Harris and\u00a0running mate\u00a0<a href=\"https:\/\/www.cnn.com\/2024\/10\/12\/politics\/tim-walz-minnesota-trip\/index.html\">Tim Walz<\/a> back together, with the Minnesota governor\u00a0expected to be deployed\u00a0\u2013 in rural areas and among men,\u00a0especially \u2013 for the kind of Trump bashing that the campaign finds harder to get across in ads.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl000s3b6ma86slo5v@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cSome of these folks say, \u2018Eh, we got through one Trump term.\u2019 They rewrite the history of it. They don\u2019t recall that all of our neighbors were dying of\u00a0Covid\u00a0because of his idiocy of neglecting science, and telling us to inject bleach didn\u2019t do much good,\u201d Walz said Saturday at a rally in Papillion, Nebraska,\u00a0previewing the kind of\u00a0lines\u00a0he\u2019ll be dropping\u00a0over the next two weeks. \u201cThey tell us we could survive another four years, and I\u2019m an optimist. \u2026 But I truly don\u2019t know if the institutions will hold if we get another four years of Donald Trump.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl000t3b6m9g3f1ppo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Walz then pointed\u00a0to erstwhile\u00a0Trump national security adviser Michael Flynn\u2019s\u00a0recent response when asked if he would preside over\u00a0military tribunals if his\u00a0former\u00a0boss returns to the White House.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl000u3b6mw439o3fa@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe answer to that is: \u2018Are you out of your goddamn mind?\u2019 Mike Flynn\u2019s answer was: \u2018We have to win first,\u2019\u201d Walz said. \u201cI\u2019ll be damned if I\u2019ll give the flag to a fascist like these guys, and I\u2019ll be damned if I\u2019ll give them family issues because we know where the family values sat.\u00a0We\u2019re not going to give them freedom, that\u2019s for damn sure, because we know what freedom looks like. And just for good measures I\u2019m not giving them\u00a0football\u00a0\u2013 the\u00a0posers.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl000v3b6m3gv8mteo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The campaign will look to make that argument reverberate, with ads during games, online appeals and\u00a0digital billboards along Nebraska\u00a0highways that\u00a0feature a man saying he\u2019s a two-time Trump voter and a hunter but going with Harris this time.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl000w3b6me27n5173@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Advisers know that part of this\u00a0outreach\u00a0is tending to nervy Democratic insiders, who never really considered\u00a0that Trump could win at this point in 2016,\u00a0then\u00a0always assumed\u00a0he would lose\u00a0in 2020 and\u00a0now have been\u00a0sitting for weeks with the real prospect that the former president could\u00a0win again.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl000x3b6metc51tz5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Usually big Democratic donors are eager to voice their doubts. But leaving\u00a0last week\u2019s Philadelphia retreat, after briefings on the campaign mechanics and the legal preparations, many of the top donors felt confident\u00a0that\u00a0Harris can get there.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl000y3b6m4ztugmk2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Several left buzzing with Democratic National Committee chairman Jaime Harrison\u2019s speech at a\u00a0thank-you\u00a0dinner at the Pennsylvania Academy of\u00a0the\u00a0Fine\u00a0Arts. Imagine, he said, it\u2019s\u00a0Inauguration Day, and it\u2019s also Martin Luther King Jr. Day,\u00a0and everyone is bundled up in the cold on the steps of a Capitol built by the hands of slaves.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl000z3b6my35qp8b7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Focus on two people, Harrison said, according to two people in the room: first, Supreme Court Justice Ketanji Brown Jackson in her black robe, holding Frederick\u00a0Douglass\u2019\u00a0Bible; and\u00a0then Harris, in white or maybe a tan suit, walking out to put her hand on that Bible to swear the oath.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl00103b6mmd8c9exu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cDoesn\u2019t have to be a fairy tale,\u201d Harrison told them. \u201cIt can be our reality if all do something.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl00123b6mb8rb5zrv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Harris campaign is not behind the signs that have started popping up in women\u2019s bathrooms in North Carolina, Georgia and other states, saying things like \u201cYour vote is secret\u201d and \u201cYour husband can\u2019t know what you do in the voting booth.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl00133b6m4or3jq5r@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            They don\u2019t mind those signs, though. The message is right in line with what Republican former Rep. <a href=\"https:\/\/www.cnn.com\/2024\/10\/21\/politics\/video\/liz-cheney-kamala-harris-pennsylvania-event-digvid\">Liz Cheney<\/a> of Wyoming said Monday at a stop with Harris in Michigan: \u201cIf you\u2019re at all concerned, you can vote your conscience and not ever have to say a word to anybody.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl00143b6me5zga8bp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Despite lots of chatter that this year may see a flip in the 2016 and 2020\u00a0polling\u00a0trends\u00a0that underestimated support for Trump, top Harris aides are not counting on their own \u201csilent majority\u201d of women and Republicans in\u00a0deep-red\u00a0areas or families who aren\u2019t saying how turned off or exhausted they are by the former president.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl00153b6mnw77lcqx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But some\u00a0Harris\u00a0voters and even some on-the-ground\u00a0operatives and volunteers are. They pass around anecdotes of women in suburban neighborhoods telling\u00a0door-knockers\u00a0that they\u2019re voting for Harris, even though none of their friends or neighbors are; or Republicans gathering at official events who seem relieved to be in rooms where they\u2019re not the only conservatives who\u2019ve turned on Trump.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsl00163b6mq4h2cv5t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe independents that I encountered are weighing voting for Harris, which is a good sign to me,\u201d Nancy Quarles,\u00a0who chairs the Oakland County Democratic Party in Michigan,\u00a0told CNN last week ahead of\u00a0an\u00a0appearance\u00a0by the vice president\u00a0in the Detroit suburbs. While a few years ago, those\u00a0people\u00a0would have been Republican voters, \u201cthere\u2019s a big opening, and they\u2019re paying attention and being willing to listen to the discussions,\u201d Quarles said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsm00173b6mhn73z5gl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Jennifer Norris, a health care analyst from rural Wahoo, Nebraska,\u00a0and a former chair of the Saunders County Democrats, told CNN ahead of the Walz rally on Saturday that she has had her car vandalized by Trump supporters in the past.\u00a0But\u00a0at this point, \u201cI know too many Republicans who will not say it, but they are \u2018blue dot,\u2019\u201d\u00a0she said,\u00a0using the <a href=\"https:\/\/www.cnn.com\/2024\/09\/04\/politics\/nebraska-2nd-district-electoral-vote\/index.html\">nickname for the Democratic concentration\u00a0in the Omaha area<\/a>, where one of Nebraska\u2019s electoral votes\u00a0is\u00a0in play.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2jqdmsm00183b6mdrcgqy7r@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Blaine McKillip, a retired customer care executive who now restores properties in Omaha, said in\u00a0his\u00a0speech introducing Walz that, until this year, he had voted for Republicans in every presidential election since Ronald Reagan.
