State election official Gabriel Sterling <a href=\"https:\/\/x.com\/GabrielSterling\/status\/1848791545664967109\" target=\"_blank\" rel=\"noopener\">said on Tuesday<\/a> that 25% of the state\u2019s active voters have already cast a ballot.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2kwb5g600063b6mshnuknnp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The unanimous decision from the conservative-majority court was technical; the justices did not rule on the legality of the seven rules but instead declined to pause a decision issued by <a href=\"https:\/\/www.cnn.com\/2024\/10\/16\/politics\/georgia-trump-election-rules-struck-down\/index.html\">a lower-court judge last week that struck them down.<\/a>\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2kx1gij00023b6m4l0srmqk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The order from Georgia\u2019s highest court means the State Election Board cannot direct local election officials to follow the rules while a legal challenge to them plays out before the court. And it guarantees that the rules won\u2019t\u00a0affect this election cycle.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2kx6gqk00053b6mcni4jkah@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The court on Tuesday also turned down a request from the Republicans for the justices to fast-track their review of the rules. The order said that the court would hear the case \u201cin the ordinary course.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2kx6yqc00083b6mwdmrqyir@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The case challenge was brought by the election advocacy group Eternal Vigilance Action. In siding with them last week, Fulton County Superior Court Judge Thomas Cox ruled that the seven rules \u201care illegal, unconstitutional and void\u201d because, he concluded, the State Election Board did not have the legal authority to pass them in the first place.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2kxefcr000e3b6mbzryn8t3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Republican National Committee and Georgia Republican Party, which intervened in the case to defend the rules, appealed the ruling to the state Supreme Court and later asked for the justices to step in on an emergency basis to revive the rules.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2kxdidd000b3b6mwwqb4agk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThis court\u2019s ruling on the stay issue effectively decides whether these new regulations will be in effect for early voting, and possibly for the 2024 election altogether,\u201d attorneys for the Republicans told the court last week.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2kxetsq000h3b6m26t1uop4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Lawyers for Eternal Vigilance Action urged the court to maintain the block on the rules, saying that allowing the regulations to take effect this close to the election \u201cwill only sow greater confusion among voters and the local officials tasked with accurately tabulating their votes.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2kxqunx00003b6mi8xx5h2t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Scot Turner, a former GOP state lawmaker who serves as the executive director of Eternal Vigilance Action, said on Tuesday that the court victories this week and last \u201cshould erase any doubt about the merits of our arguments\u201d against the rules.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2kyct1c00023b6ml1r22rwa@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI\u2019m a Republican and this is a conservative policy organization. I do not like fighting my friends, but in this instance, fealty to the Georgia Constitution demands it,\u201d he said in a statement. \u201cTrue conservatives oppose empowering an administrative state that\u2019s not directly accountable to voters. This is another win for principle that only the people\u2019s elected constitutional officers have the power to make law.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2kxg7f4000m3b6mrrk4qbh6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Democrats have also warned that some of the rules would inject post-election \u201cchaos\u201d into Georgia if they were allowed to take effect this year.
