The commission\u2019s 22 members \u2014 academic experts from a dozen countries \u2014\u00a0reviewed existing studies and surveys on gambling\u2019s prevalence, impacts and harms and determined that on a global scale, current regulations do not go far enough to protect the public and need to be strengthened.<\/p>\n<p class=\"\">\u201cWe\u2019re not talking about people playing a game with cards around the table anymore,\u201d said the commission\u2019s epidemiology lead, Louisa Degenhardt, a professor at the University of New South Wales in Sydney. \u201cMany people might be really experiencing harms from gambling \u2014 we think that it\u2019s probably around 72 million people globally. That number is likely to increase, as we are seeing the increase in commercial organizations targeting people to gamble more.\u201d<\/p>\n<p class=\"\">Gambling is legal in some capacity in more than 80% of countries worldwide, according to the report. Based on their systematic review of research, the authors estimated that 16% of adults and 26% of adolescents who use online casino or slot products have gambling disorders and that 9% of adults and 16% of adolescents who use sports betting products have such disorders.<\/p>\n<p class=\"\">In the U.S., 38 states and Washington, D.C., have legalized sports betting since the Supreme Court struck down a ban in 2018, according to the American Gaming Association. <a href=\"https:\/\/www.americangaming.org\/research\/state-gaming-map\/\" target=\"_blank\" rel=\"noopener\">Thirty states permit and regulate mobile sports betting<\/a>. A<a href=\"https:\/\/www.pewresearch.org\/short-reads\/2022\/09\/14\/as-more-states-legalize-the-practice-19-of-u-s-adults-say-they-have-bet-money-on-sports-in-the-past-year\/\" target=\"_blank\" rel=\"noopener\"> 2022 Pew Research survey<\/a> found that 19% of U.S. adults had placed sports bets either in person or online in the last year.<\/p>\n<section class=\"embed-widget embedWidget embed-widget--medium\" data-testid=\"embed-widget\"\/>\n<p class=\"\">Beyond financial losses, gambling can lead people to lose their jobs, relationships or health and raise the risks of suicidality and domestic violence, the report said. Even people who do not qualify as having gambling disorders suffer their harms, the commission found, including casual gamblers and relatives of those experiencing problematic gambling.<\/p>\n<p class=\"\">The report highlighted the role online gambling has played in the rising availability of commercial gambling as a whole. It named legal sports betting apps like DraftKings or FanDuel as examples in the U.S., along with online casinos and slot machines.<\/p>\n<p class=\"\">\u201cThe accessibility is now 24\/7,\u201d said Heather Wardle, a researcher on the commission and a professor of urban studies, social policy and health at the University of Glasgow in Scotland. \u201cThey can target advertising to you that they know you will respond to. It makes it incredibly difficult to switch off. &#8230; Any greater exposure to gambling is associated with greater harms.\u201d<\/p>\n<p class=\"\">A representative for FanDuel said that it \u201cfully supports a regulated marketplace that protects customers and delivers significant tax revenue to states\u201d and that it is \u201chelping to lead continued discussions across the industry that prioritize creating best practices to protect customers.\u201d\u00a0<\/p>\n<p class=\"\">The platform offers its users the ability to set limits on their deposits, wagers and time spent on its apps, as well as an option to self-exclude from further betting.\u00a0<\/p>\n<p class=\"\">DraftKings, which declined to comment, offers similar protections. Its website advises users to \u201calways set reasonable limits\u201d and recommends that people \u201cavoid gaming if you are in recovery from any dependency.\u201d Both companies follow state regulations.<\/p>\n<p class=\"\">In its report, the Lancet commission criticized governments worldwide for paying too little attention to the harms of gambling and not implementing sufficient gambling-related public health protections. The authors recommended that leaders adopt policy frameworks that put the onus on gambling businesses, instead of gamblers, to minimize harm.\u00a0<\/p>\n<p class=\"\">Their suggestions include restricting gambling access and advertisements, launching marketing campaigns about the consequences of gambling and providing more robust support for those who suffer harms. The authors also called on governments to implement and enforce minimum age requirements and betting limits.<\/p>\n<p class=\"\">The report notes that various states and countries already have such measures. Belgium, the Netherlands and Ontario, for example, have varying restrictions on gambling advertising, including online gambling. Germany limits brick-and-mortar casinos\u2019 operating hours. Spain, Sweden and Norway have mandatory loss limits for online betting. And in Massachusetts, Illinois, Virginia and Pennsylvania, a percentage of in-state operators\u2019 revenues goes to gambling rehabilitation funds.\u00a0<\/p>\n<p class=\"\">Alan Feldman, director of strategic initiatives at the University of Nevada, Las Vegas\u2019 International Gaming Institute, who was not on the commission, said many of the safeguards the report suggests already exist.\u00a0<\/p>\n<p class=\"\">But he said he sees some of those regulations as \u201ca misunderstanding of what responsible gaming is meant to be.\u201d<\/p>\n<p class=\"\">\u201cThe individual has to accept some responsibility or treatment is not going to work,\u201d said Feldman, who worked for MGM resorts for nearly 30 years and is chair emeritus of the industry-funded International Council for Responsible Gaming. \u201cYou have to let the decision to gamble rest with the customer. That said, everyone in the ecosystem shares a role in this \u2014 manufacturer of games, governments, jurisdictions, treatment providers.\u201d<\/p>\n<p class=\"\">He added that much of the new report\u2019s findings have \u201cbeen long-known and often discussed.\u201d<\/p>\n<p class=\"\">A <a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC10066997\/\" target=\"_blank\" rel=\"noopener\">review published last year<\/a> found that people who engaged in online sports betting reported higher rates of substance use disorder and psychological distress. That study also suggested that advertisements for gambling can contribute to the development of gambling problems. A <a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC4610999\/\" target=\"_blank\" rel=\"noopener\">2015 paper<\/a> found that online gambling could lead to the emergence or aggravation of gambling problems.<\/p>\n<p class=\"\">In recent years, centers for problem gambling in some states have <a href=\"https:\/\/www.nbcnews.com\/health\/mental-health\/gambling-addiction-hotline-calls-online-sports-betting-rcna145539\" target=\"_blank\" rel=\"noopener\">reported a rise in calls<\/a> to their helplines. Feldman, however, said the uptick in gamblers seeking help in the U.S. could owe to mental health resources\u2019 having become more accessible to them.<\/p>\n<p class=\"\">\u201cWe\u2019re experiencing this change in attitude about mental health, in part driven by technology.
