And the group is breaking from traditional political advertising by focusing half of its $450 million budget on digital platforms \u2013 including what it says is\u00a0the largest political ad buy in YouTube history \u2013<strong> <\/strong>crafting highly targeted content to capture and hold the attention of voters.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl600083b6mqjwtlg5n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            FF PAC\u2019s approach, particularly in the campaign\u2019s final weeks, has emphasized digital advertising aimed at non-political audiences, including younger voters, especially younger women, Black voters, Latino voters and other key demographics that\u00a0Vice President Kamala\u00a0Harris will need to form a winning coalition.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl600093b6m0gluvqyg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Super PACs are prohibited from directly coordinating with the campaigns they support. But\u00a0leveraging its scale, FF PAC has produced and tested more than 1,000 unique ads, locking in on the economy and abortion as top messaging priorities. And in the closing stretch, the group\u00a0is advising Democrats\u00a0not to overemphasize\u00a0attacks on\u00a0Donald Trump\u2019s character and fitness for office \u2013 such as\u00a0recent messaging by the Harris campaign calling the former president a fascist \u2013 and remain focused on voters\u2019 pocketbooks and reproductive rights.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl6000a3b6mg8vcru80@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The group\u2019s staggering war chest is funded by some of the Democratic Party\u2019s wealthiest supporters, taking advantage of loose campaign finance regulations that allow outside groups like FF PAC to raise and spend unlimited sums as they work to influence the outcome of elections.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl6000b3b6mbgjxists@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            It\u2019s an effort that reflects some of the key dynamics at play in the 2024 race, characterized by big money, transforming media and analytics-driven campaigning. And countering Democrats is a network of Republican groups that are also breaking new ground in the American political arena.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl6000c3b6m9hmdnaki@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Next week\u2019s election will be a test for the powerhouse FF PAC and its digital investment, measuring the efficacy of some of the most cutting-edge tools and tactics available to modern campaigns.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl6000e3b6md0po37ef@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Supreme Court\u2019s 2010 decision in Citizens United vs. Federal Election Commission\u00a0transformed US elections, opening the floodgates to groups like FF PAC, which were allowed to accept unlimited contributions from wealthy megadonors and faced no limits on the amount they could spend influencing campaigns.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl6000f3b6m3mmbel64@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In the years since, those groups have proliferated and dominated political advertising, driving the cost of US elections to new heights. The 2024 election is poised to break the record set by the 2020 election and see<a href=\"https:\/\/adimpact.com\/2024-political-spending-projections-report\/\" target=\"_blank\" rel=\"noopener\">\u00a0<\/a><a href=\"https:\/\/adimpact.com\/2024-political-spending-projections-report\/\" target=\"_blank\" rel=\"noopener\">$10.2 billion<\/a>\u00a0worth of campaign advertising, according to the ad tracking firm AdImpact.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl6000g3b6madj895nx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Out of the large universe of outside groups, the Biden-Harris ticket\u00a0selected FF PAC <a href=\"https:\/\/www.nytimes.com\/2023\/07\/14\/us\/politics\/biden-future-forward-super-pac.html\" target=\"_blank\" rel=\"noopener\">in July 2023<\/a>\u00a0as its officially\u00a0endorsed super PAC for the 2024 campaign. The\u00a0group has taken on an unprecedented role in this year\u2019s White House race, centralizing Democratic outside efforts in marked contrast to the balkanized network of pro-Trump outside groups.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl6000h3b6mcpoqwtzl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            From the start of 2023 through October\u00a016, the end of the most recent FEC\u00a0reporting period, FF PAC <a href=\"https:\/\/www.fec.gov\/data\/committee\/C00669259\/\" target=\"_blank\" rel=\"noopener\">reported<\/a>\u00a0raising $394 million and spending $373 million \u2013 including $38 million before President Joe Biden\u2019s withdrawal\u00a0from the race\u00a0in late July. An aide with the group said its budget for the condensed general election between Harris and Trump totaled $450 million, primarily targeting seven key battleground states: Pennsylvania, Michigan, Wisconsin, Arizona, Nevada, North Carolina and Georgia.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl6000i3b6mv8iez6rh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The group has received a substantial portion of its funding from a Democratic dark money hub, Future Forward USA Action, which, as a nonprofit 501(c)(4) organization, faces no requirements to disclose its donors and is able to contribute huge sums to super PACs like FF PAC. Among those donors is billionaire former New York Mayor Michael Bloomberg, who gave $50 million to the dark money network this year.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl6000j3b6maqemjyoj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            FF PAC had reported receiving $128 million from its dark money parent organization through October 16. Top-named donors to FF PAC include Facebook co-founder Dustin Moskovitz, who has given $38 million; LinkedIn co-founder Reid Hoffman, who has given more than $10 million; and Bloomberg, who has also given $19 million directly to FF PAC in publicly disclosed contributions.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl6000l3b6mwd0k3qi9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            With its massive war chest, FF PAC has faced the challenge of effectively and efficiently distributing its resources. Part of its response has been operating a massive advertising laboratory,\u00a0at an unprecedented scale. The group has produced and tested more than 1,000 unique ads and measured their effectiveness at moving voters. And after surveying voters watching the ads, the group has honed in on messaging about the economy and abortion.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl6000m3b6mnu3tdw00@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            It\u2019s a focus that the super PAC is urging\u00a0Democrats\u00a0to mirror as\u00a0Harris\u00a0delivers\u00a0her\u00a0closing message. An October 25 email from the FF PAC to Democrats\u00a0with advice on messaging\u00a0contained\u00a0this cautionary note: \u201cHow effective is attacking Trump for being a fascist? This topic is not as persuasive as contrast messages featuring Harris\u2019s economic plans, and her promise to protect reproductive rights.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl6000n3b6ml6fdhe3h@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Those lines of attack \u2013 focused on Trump\u2019s character and citing criticism from former administration officials \u2013 have <a href=\"https:\/\/host2.adimpact.com\/admo\/viewer\/fd441328-3982-486f-b6e5-6eda2b69bf04\" target=\"_blank\" rel=\"noopener\">featured prominently<\/a>\u00a0in late advertising coming from the Harris campaign, such as a spot that began airing over the weekend and included audio of Trump\u2019s onetime chief of staff, retired Marine Gen. John Kelly,\u00a0telling The New York Times\u00a0that the former president \u201ccertainly falls into the general definition of a fascist.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl6000o3b6m3ldoecz8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Appearing Monday on CNN, Harris campaign spokesperson Ian Sams responded to FF PAC\u2019s argument, saying that \u201cthe American people are capable of processing numerous things at once, and there are a lot of people who have a lot of different concerns about the country and the future.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl6000p3b6mzmseio06@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            As part of its strategy,\u00a0FF PAC has launched waves of ads that<a href=\"https:\/\/www.youtube.com\/watch?v=yvpLeR_sjvs\" target=\"_blank\" rel=\"noopener\">\u00a0feature the candidate<\/a>\u00a0discussing<a href=\"https:\/\/www.youtube.com\/watch?v=kyv7XrpFMGw\" target=\"_blank\" rel=\"noopener\">\u00a0tax policy<\/a>. The group had received positive feedback about ads that include Harris speaking, as opposed to the dramatic narrators who often accompany political spots.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl6000q3b6myn5afhw2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Voter testimonials are another key tactic, and FF PAC has produced dozens of spots that feature<a href=\"https:\/\/www.youtube.com\/watch?v=jgxgA8jaAs4\" target=\"_blank\" rel=\"noopener\">\u00a0<\/a><a href=\"https:\/\/www.youtube.com\/watch?v=jgxgA8jaAs4\" target=\"_blank\" rel=\"noopener\">voters reacting disapprovingly<\/a>\u00a0to clips of Trump praising his \u201crich as hell\u201d donors, a sustained line of attack.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl6000r3b6mvhpmmph6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Additionally, reflecting its effort to reach key\u00a0groups\u00a0such as young women, FF PAC has run ads on TikTok<a href=\"https:\/\/www.youtube.com\/watch?v=ZYqa06mV7MI\" target=\"_blank\" rel=\"noopener\">\u00a0<\/a><a href=\"https:\/\/www.youtube.com\/watch?v=ZYqa06mV7MI\" target=\"_blank\" rel=\"noopener\">targeting the \u201cMomTok\u201d audience,<\/a>\u00a0touting Harris\u2019 proposals to \u201ccut taxes for families, up to $6,000 for your family.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl6000s3b6m2njlgjk8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The super PAC\u2019s ads have also emphasized abortion rights, a top issue for Democratic voters\u00a0that is contributing to a yawning political gender divide. Many of those ads feature <a href=\"https:\/\/youtu.be\/wDpgRkdWq-I\" target=\"_blank\" rel=\"noopener\">women<\/a>\u00a0and <a href=\"https:\/\/youtu.be\/PojLfn9PCig\" target=\"_blank\" rel=\"noopener\">medical professionals<\/a>\u00a0warning against abortion restrictions and criticizing Trump, who appointed three of the five Supreme Court justices who voted with the majority to overturn Roe v. Wade.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl6000u3b6mtecq485m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Amid a transformed media landscape in 2024, TV advertising still draws the most dollars. Out of nearly $2.9 billion spent on advertising for the presidential race since the start of 2023, more than $2.2 billion has gone toward TV ads, according to data from AdImpact.\u00a0FF PAC is spending hundreds of millions on TV, too, but it\u2019s on digital platforms that the group hopes to make its mark.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl6000v3b6m62ajokec@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cOur program has been about reaching voters where they are and on the screens they use,\u201d Margit Westerman, FF PAC\u2019s digital director, said in a statement. \u201cThat means a surround-sound approach where people see it while watching their favorite streaming show, looking at the latest YouTube clip and visiting their go-to website. We spent months understanding where people were and we\u2019ve found the content that is persuasive as long as we make sure people see it.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl6000w3b6mg319p9kc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            That includes a\u00a0$44 million\u00a0YouTube\u00a0buy,\u00a0targeting an audience that skews young and diverse. And the campaign has targeted high-profile live events, beginning with the Olympics\u00a0late this summer and including the NFL\u2019s \u201cSunday Ticket\u201d through Election Day.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl6000x3b6mf9a16iso@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            FF PAC has also bought ad time on popular gaming platforms such as Unity and Frameplay, targeting younger male voters,<a href=\"https:\/\/www.cnn.com\/2024\/10\/27\/politics\/harris-campaign-male-voters-sports-ads\/index.html\">\u00a0a key area of concern for<\/a>\u00a0the Harris campaign. And straining to reach screens, FF PAC also bought ad time on premium streaming TV platforms, including Hulu, Disney, Peacock, WB\/Discovery\/Max, and Univision. (Warner Bros.\/Discovery is the parent company of CNN.)\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl6000y3b6ms9361qe8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The group estimates it has delivered 3.71 billion high-quality video impressions so far. And it has done so by paying a premium: Many of FF PAC\u2019s<a href=\"https:\/\/youtu.be\/O88nU1Mvs1o\" target=\"_blank\" rel=\"noopener\">\u00a030-second TV ads<\/a>\u00a0have<a href=\"https:\/\/youtu.be\/hqNgzme96Do\" target=\"_blank\" rel=\"noopener\">\u00a015-<\/a> and<a href=\"https:\/\/youtu.be\/xO0nGApaL_c\" target=\"_blank\" rel=\"noopener\">\u00a06-second<\/a>\u00a0versions designed for digital platforms\u2019 unskippable slots.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl6000z3b6mvdap3qdw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            On traditional TV too, FF PAC has been creative with its resources, spending millions on national ad buys that \u2013 while airing everywhere \u2013 still represent a cheaper way to reach swing states than buying ad time from local stations getting slammed in the race\u2019s final sprint.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl600113b6mw49xhjyo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            FF PAC\u2019s commitment to digital advertising has enabled the group to blitz its Republican counterparts on leading platforms during the final weeks of the race.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl600123b6micxuuqpc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In the first week of October, FF PAC spent $6.7 million advertising on Google and its affiliated platforms, including YouTube, while the leading pro-Trump advertiser spent about $1.5 million. The following week, FF PAC ramped its spending up to nearly $9 million, while the leading pro-Trump advertiser spent about $1.2 million. During the third week of October, FF PAC spent $10.5 million, while the largest pro-Trump advertiser spent about $2 million; and during the fourth week, FF PAC led with $12.3 million on Google platforms, while the top GOP advertiser spent $3.5 million.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl600133b6mde92nj7w@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            While FF PAC has a singular role as the leading pro-Harris super PAC, Republicans have taken a divergent approach, deploying a network of large super PACs that each take on a share of the pro-Trump messaging.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl600143b6m5pl2tplr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Five of the largest groups \u2013 MAGA Inc., Preserve America, America PAC, Restoration PAC and Right For America PAC \u2013 have combined to raise $718 million and spend $709 million from the beginning of 2023 through mid-October. The largest, MAGA Inc., reported spending about $113 million before Trump had secured the GOP presidential nomination.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2uvvfl600153b6mzkrx8ocu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Each group has devoted a share of its spending to digital advertising, but FF PAC had exceeded their combined spending on Google platforms through October 27, $37.7 million to $11.4 million.
