When I say we\u2019re going to have a very aggressive first 100 days agenda, we got a lot of things still on the table,\u201d Johnson, R-La., said in Bethlehem as he campaigned for GOP House candidate Ryan Mackenzie, according to video obtained by NBC News.<\/p>\n<p class=\"\">\u201cNo Obamacare?\u201d an attendee asked Johnson, referring to the law Democrats passed in 2010, also known as the Affordable Care Act.<\/p>\n<p class=\"\">\u201cNo Obamacare,\u201d Johnson responded, rolling his eyes. \u201cThe ACA is so deeply ingrained, we need massive reform to make this work, and we got a lot of ideas on how to do that.\u201d<\/p>\n<p class=\"\">Johnson made his remarks eight days before a presidential election in which Kamala Harris and Democrats are campaigning on protecting and expanding the ACA. Trump, who <a href=\"https:\/\/www.nbcnews.com\/politics\/2024-election\/donald-trump-misrepresents-repeal-affordable-care-act-obamacare-rcna171293\" target=\"_blank\" rel=\"noopener\">tried and failed to wipe out the ACA<\/a> as president, has <a href=\"https:\/\/www.nbcnews.com\/politics\/2024-election\/trump-calls-replace-obamacare-reopening-fight-republicans-tried-close-rcna170655\" target=\"_blank\" rel=\"noopener\">called for reopening the fight<\/a>, saying on his social media platform that \u201c<a href=\"https:\/\/www.nbcnews.com\/politics\/congress\/trump-doubles-saying-obamacare-sucks-must-replaced-rcna126978\" target=\"_blank\" rel=\"noopener\">Obamacare Sucks<\/a>.\u201d He has vowed to replace it but without offering specifics, saying only that he has \u201cconcepts of a plan.\u201d<\/p>\n<p class=\"\">Harris insists that Trump\u2019s only plan is to undo the ACA, which has extended coverage to <a href=\"https:\/\/home.treasury.gov\/system\/files\/131\/People-Enrolled-ACA-Mkt-Coverage-2014-24-09032024.pdf\" target=\"_blank\" rel=\"noopener\">nearly 50 million people<\/a> in the U.S. since 2014, according to <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2024\/09\/10\/statement-from-president-biden-on-report-showing-nearly-50-million-people-have-had-health-insurance-through-affordable-care-act-marketplace\/\" target=\"_blank\" rel=\"noopener\">government figures<\/a>.<\/p>\n<p class=\"\">Johnson, who <a href=\"https:\/\/clerk.house.gov\/Votes\/2017256\" target=\"_blank\" rel=\"noopener\">voted in 2017<\/a> for a Trump-backed bill to repeal key parts of Obamacare, did not explicitly call Monday for ending the Affordable Care Act. His office declined to offer details when asked what reforms he\u2019s eyeing, which parts of the Affordable Care Act he&#8217;d seek to keep or undo, or whether he supports extending the ACA subsidies that are expiring at the end of 2025. (Harris and Democrats have called for extending that money.)<\/p>\n<p class=\"\">Johnson held a back-and-forth about health care with the audience at Monday&#8217;s campaign event in Pennsylvania, saying that physician members in the House Republican caucus had \u201ca menu of options\u201d for how to revise the system and \u201ctake government bureaucrats out of the health care equation.\u201d<\/p>\n<p class=\"\">He didn\u2019t detail what changes he would seek, but he made it clear that deregulation would be part of it.<\/p>\n<p class=\"\">\u201cWe want to take a blowtorch to the regulatory state. These agencies have been weaponized against the people. It\u2019s crushing the free market; it\u2019s like a boot on the neck of job creators and entrepreneurs and risk takers. And so health care is one of the sectors, and we need this across the board,\u201d Johnson said. \u201cAnd Trump\u2019s going to go big. I mean, he\u2019s only going to have one more term. Can\u2019t run for re-election. And so he\u2019s going to be thinking about legacy, and we\u2019re going to fix these things.\u201d<\/p>\n<p class=\"\">Sen. Tom Cotton, R-Ark., who is running to be the No. 3 GOP leader in the next Congress, has <a href=\"https:\/\/www.nbcnews.com\/politics\/2024-election\/gop-senator-eyes-health-care-overhaul-extending-trump-tax-cuts-one-big-rcna173707\" target=\"_blank\" rel=\"noopener\">called for tackling a major health care overhaul<\/a> and extending the Trump tax cuts in one big bill in 2025. It&#8217;s unclear who will replace Sen. Mitch McConnell, R-Ky., as Senate GOP leader next year.<\/p>\n<p class=\"\">Any major rollback of ACA would require Republicans to win the presidency and control of both chambers of Congress, as Democrats would be all but certain to block such an effort. It\u2019s also unclear what changes the GOP would find the votes to make, as some in the party have called for turning the page on the ACA fight.<\/p>\n<p class=\"\">The 2010 law slapped new regulations on insurance companies to prohibit turning away people with pre-existing conditions or charging higher prices to sicker customers. It also provided billions of dollars in subsidies for lower-income people to buy coverage in private marketplaces while it expanded Medicaid eligibility.<\/p>\n<p class=\"\">Johnson, who has crisscrossed the country to campaign for GOP House candidates, spoke only in broad terms at his event Monday.<\/p>\n<p class=\"\">\u201cIf you take government bureaucrats out of the health care equation and you have doctor-patient relationships, it\u2019s better for everybody. More efficient, more effective,\u201d he said. \u201cThat\u2019s the free market. Trump\u2019s going to be for the free market.\u201d<\/p>\n<h2 class=\"\">Harris and Trump campaigns respond<\/h2>\n<p class=\"\">Harris campaign spokesperson Sarafina Chitika seized on Johnson\u2019s remarks, warning that \u201chealth care is on the ballot.\u201d<\/p>\n<p class=\"\">\u201cSpeaker Mike Johnson is making it clear \u2014 if Donald Trump wins, he and his Project 2025 allies in Congress will make sure there is \u2018no Obamacare.\u2019 That means higher health care costs for millions of families and ripping away protections from Americans with preexisting conditions like diabetes,\u00a0asthma, or cancer,\u201d she said.<\/p>\n<p class=\"\">A Johnson spokesman responded with a punchy statement accusing the Harris campaign of taking his comments out of context and \u201clying about Speaker Johnson\u201d in \u201cdesperation.\u201d The spokesman said Johnson&#8217;s overall remarks show that he \u201cmade no such comments\u201d promising that the 2010 law would end if Republicans win.<\/p>\n<p class=\"\">The Trump campaign\u2019s national press secretary, Karoline Leavitt, sought to distance the ex-president from the cause of ending ACA, despite <a href=\"https:\/\/www.nbcnews.com\/politics\/2024-election\/donald-trump-misrepresents-repeal-affordable-care-act-obamacare-rcna171293\" target=\"_blank\" rel=\"noopener\">his long history<\/a> of pursuing that goal.
