Agency spokesperson Mike Benner said the person is believed to be white male, between 30 and 40 years old, with short hair or balding, a thin-to-medium build, a thin face and wearing a dark shirt.<\/p>\n<figure class=\"article-body__image article-body__media f_primary color_black color_black article-body__image--full\"><picture><img decoding=\"async\" src=\"https:\/\/opb-opb-prod.cdn.arcpublishing.com\/resizer\/v2\/YZQSHCJDXRH73OQICH3DHKJ5KM.jpeg?auth=0baa3424d4dca6a7d2e6a34e749e23f0a0ec3ee3508b9a92c7cdff667d710a61&amp;width=150\" alt=\"A ballot drop box in at the Fishers Landing Transit Center in Vancouver was set ablaze early Monday morning, destroying hundreds of ballots.\" class=\"width_full\" style=\"aspect-ratio:5760 \/ 3840;width:100%\"\/><\/picture><figcaption class=\"background_lgray\">\n<p>A ballot drop box in at the Fishers Landing Transit Center in Vancouver was set ablaze early Monday morning, destroying hundreds of ballots.<\/p>\n<p class=\"article-body__image-by color_dgray f_s_xxs m-none\"><em>Erik Neumann \/ OPB<\/em><\/p>\n<\/figcaption><\/figure>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">\u201cWe believe this suspect has a wealth of experience in metal fabrication and welding,\u201d Benner said. \u201cIt\u2019s very possible the suspect continues targeted attacks across the area.\u201d<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Benner said law enforcement believes the same person is connected to both incidents Monday, as well as a third incident that took place on Oct. 8 in Vancouver where the incendiary device did not go off.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Police are searching for a black or dark-colored 2001-2004 Volvo S-60 seen at the site of the Portland fire. The car did not have a front license plate, making it difficult to identify.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">The incidents \u2014 just days before the 2024 election \u2014 have raised concerns about security. Law enforcement, <a href=\"https:\/\/www.opb.org\/article\/2024\/10\/29\/portland-elected-officials-business-urge-calm-election-day\/\"><u>along with businesses and local officials<\/u><\/a>, are preparing for the possibility of unrest, but also urging calm regardless of the outcome.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">In September, officials in the U.S. Department of Homeland Security sent an intelligence brief to states warning that during the past six months posts on social media were promoting the destruction of ballot boxes during the 2024 election cycle.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">\u201cElection infrastructure remains an attractive target for some domestic violent extremists and other threat actors with election-related grievances who seek to disrupt the democratic process and election operations,\u201d the brief states.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Methods included using road flares, white phosphorus and farm machinery to damage ballot boxes, which the bulletin described as \u201csoft targets\u201d because they\u2019re widely accessible.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">\u201cSome social media users recommended masquerading as an ideological opponent and wearing clothes and masks associated with \u2018antifa,\u2019\u201d the intelligence bulletin states. It also noted that similar threats occurred during elections in 2020 and 2022, and that \u201cstates with more ballot drop boxes may be more at risk.\u201d<\/p>\n<p class=\"article-body__interstital article-body--padding f_primary m-none\"><strong class=\"f_bold color_dgray\">Related:<\/strong> <a href=\"https:\/\/www.opb.org\/article\/2024\/10\/28\/ballot-box-fire-elections-vote-voters-boxes-arson-portland-vancouver-security\/\">Ballot boxes still safe for voting despite arson attacks in Portland and Vancouver, election officials say<\/a><\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Oregon and Washington are primarily vote-by-mail states where voters return their ballots through the mail or drop-off locations.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Elections officials in Vancouver have stepped up security of ballot boxes, stressing they\u2019re safe and that ballots dropped off will be picked up earlier in the day.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">The damaged <a href=\"https:\/\/www.opb.org\/article\/2024\/10\/28\/ballot-box-fire-elections-vote-voters-boxes-arson-portland-vancouver-security\/\" title=\"https:\/\/www.opb.org\/article\/2024\/10\/28\/ballot-box-fire-elections-vote-voters-boxes-arson-portland-vancouver-security\/\"><u>ballot boxes in both states were equipped with fire suppression<\/u><\/a> systems that respond to spikes in temperature.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">In Portland, those canisters worked. Only three ballots were damaged out of hundreds.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">In Vancouver, that system didn\u2019t appear to function, and 488 ballots were damaged. Clark County elections officials said in a release Wednesday that 345 voters have already contacted the elections office to request a replacement ballot. Six ballots were unidentifiable, officials said, and others \u201cmay have been completely burned to ash, and therefore, unidentifiable.\u201d<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">The FBI said in a statement this week it was working with local, state and other federal law enforcement agencies \u201cto actively investigate\u201d the incidents and \u201cdetermine who is responsible.\u201d<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">\u201cIt\u2019s an extremist act,\u201d said Renn Cannon, former special agent in charge of the FBI in Oregon. \u201cThere\u2019s a host of different extremist groups, extremist ideologies under which I can see this fitting where somebody who has bought into that ideology could see this as a logical action.\u201d<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">During Wednesday\u2019s news conference in Portland, police declined to provide any details about a possible motive for the attacks.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Cannon said investigators will be looking at everything from social media posts, to tips and security footage. The devices themselves are also a key piece of evidence.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">\u201cDevices that get built by people sometimes have signatures, and so there\u2019s a database of electronic devices that could be analyzed,\u201d Cannon said, \u201cto see if that matches particular techniques that are known to tie back to a specific person or group.\u201d<\/p>\n<h2 class=\"article-body--padding f_primary f_bold color_dgray\">\u2018I\u2019m not laying awake at night worried about next week&#8217;<\/h2>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">In spite of the manhunt, officials from around the region tried to strike a confident tone heading into Election Day as they gave an overview of their plans to allow peaceful protests while minimizing violence.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">In the aftermath of the 2020 protests, Portland Police Chief Bob Day said at the press conference that the city\u2019s response to the results will have the nation\u2019s attention.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">\u201cEverybody\u2019s looking at Portland \u2014 still to this day, four years later \u2014 everybody wants to know how we\u2019re going to show up,\u201d Day said.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">He and Portland Mayor Ted Wheeler were flanked by more than a dozen local agency heads, including Multnomah County District Attorney Mike Schmidt and Doug Olson, the Special Agent in Charge of the FBI\u2019s Portland office.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">City officials said they plan to set up an emergency command-style approach for next week. Police officers have canceled days-off for the week, Day said, putting more rank-and-file officers out into the public.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Portland Police Bureau spokesperson Benner later said that the police agencies of Gresham, Lake Oswego and the Port of Portland will be ready to pick up 911 calls elsewhere within the city if Portland police are preoccupied.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Still, questions linger about the preparedness. At a recent meeting of local law enforcement officials, Multnomah County Sheriff Nicole Morrisey O\u2019Donnell warned that <a href=\"https:\/\/www.oregonlive.com\/crime\/2024\/10\/this-is-an-emergency-oregons-us-attorney-responds-when-sheriff-warns-portland-jails-nearing-capacity.html\"><u>the county\u2019s jails are nearly at full capacity<\/u><\/a>.<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Morrisey O\u2019Donnell said Wednesday that the jail is looking at sending currently incarcerated people to other jurisdictions if necessary. She also said that she and others will \u201cevaluate holds on where people are within their stay.\u201d<\/p>\n<p class=\"article-body__text article-body--padding color_dgray m-none\">Agency heads \u2014 as well as Andrew Hoan, president and CEO of the Portland Business Alliance and Portland Metro Chamber \u2014 took turns at the podium to emphasize the concerted approach.
