Wade in 2022, ending the national right to an abortion, Missouri was the <a href=\"https:\/\/www.cnn.com\/2022\/08\/25\/politics\/where-abortion-banned-states-court-legal-challenges\/index.html\">first state<\/a> in the nation to implement an abortion ban. With no exceptions for survivors of rape or incest, it is one of the nation\u2019s most restrictive abortion laws.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2xfxofx00093b6m13xrdsni@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Missouri\u2019s law outlines an exception for medical emergencies, but not fetal anomalies or other pregnancy complications. It also places abortion providers at risk of legal liability.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2xfxofx000a3b6malmogqe2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cFor as long as I can remember, I wanted to be a mom. I\u2019m lucky to have my son, but I wasn\u2019t lucky with my second pregnancy,\u201d a woman referred to only as \u201cErika,\u201d from Kansas City, Missouri, says in <a href=\"https:\/\/www.instagram.com\/moconstitutionalfreedom\/reel\/DBtyXgcAaJX\/\" target=\"_blank\" rel=\"noopener\">a campaign ad<\/a> in favor of the measure.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2xfxofx000b3b6mzpxaff3z@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThere was a fetal anomaly and to protect myself I needed an abortion, but with Missouri\u2019s total abortion ban, I wasn\u2019t able to get the care I needed in Missouri. Instead, I faced cruel and inhumane barriers.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2xfxofx000c3b6m7467c8x1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Personal stories from women and doctors impacted by the ban have been central to the campaign to get the measure passed, says Erin Schrimpf, a spokesperson for Missourians for Constitutional Freedom, the group backing the measure.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2xfxofx000d3b6mhs4rlcqf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThose stories really resonate,\u201d said Schrimpf. \u201cWe\u2019re really focused on knocking on doors in these last few days. We\u2019ve had over 2,500 volunteers since the start of petition gathering.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2xfxofx000e3b6mwdgz9w1l@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Some of those volunteers have been doctors who are frustrated by the restrictions the state\u2019s abortion policy has placed on them, Schrimpf said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2xlr0rt001s3b6m43ratn5r@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Because the measure specifically cites the right for people to make their own decisions about contraceptives, access to birth control is also on the ballot.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2xlxi14001x3b6msarco4hf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWhen we were drafting the language, we did try to be thoughtful about areas in which the legislature has overreached in the past, or we anticipate may be in the future,\u201d said Emily Wales, president and CEO of Planned Parenthood Great Plains. \u201cIf you are a pregnant person or you want contraception in Missouri, we want you to be protected by the state\u2019s constitution.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2xfxofx000f3b6mwfcco3zn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The effort faced plenty of opposition, including from state leaders who have brought several legal challenges against the measure aimed at keeping it off the ballot.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2xfxofx000g3b6mq51gkh6j@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In a final ruling in September, state Supreme Court judges ordered Republican Secretary of State Jay Ashcroft to put the measure b\ufeffack on the ballot and to \u201ctake all steps necessary to ensure that it is on said ballot,\u201d the <a href=\"https:\/\/apnews.com\/article\/abortion-missouri-ballot-election-c284f4fe17a23b63a4528bc2b2051943\" target=\"_blank\" rel=\"noopener\">Associated Press<\/a> reported.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2xfy7fw000o3b6mea2j4o32@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Ashcroft, who <a href=\"https:\/\/x.com\/JayAshcroftMO\/status\/1818658380153549188\" target=\"_blank\" rel=\"noopener\">campaigned on an anti-abortion rights stance<\/a> in his unsuccessful gubernatorial run, said he will \u201calways fight to protect Life.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2xfxofx000h3b6m2mawkg9q@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The pushback from anti-abortion leaders may have been a blessing in disguise, says Emily Wales, president and CEO of Planned Parenthood Great Plains.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2xfxofx000i3b6mi6b4ah8s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe one thing about having politicians who try to subvert direct democracy is that people were fired up,\u201d she told CNN.\u00a0\u201cIt hasn\u2019t felt like a challenge to us to get people to mobilize and get excited.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2xdi30j00003b6mjq5brk7t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            If Missourians vote to approve the measure, it will take 30 days for the constitutional amendment to take effect, and then legal challenges need to be brought against the state\u2019s current ban and prior abortion restrictions, Wales said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2xi8pdm000y3b6mrwv6iewm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The abortion ban has driven many doctors out of state, and as one of the last remaining abortion providers, Planned Parenthood intends to participate in litigation to repeal the state\u2019s ban if the measure passes, Wales said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2xfy8pi000r3b6myko5cyr2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe 30-day window does give us the time to quickly begin the litigation process, and we will be explaining to the court immediately how the harm is impacting Missourians today,\u201d Wales said. \u201cI anticipate that it will be a few months before we\u2019re able to reestablish abortion care.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2xl8yyx00193b6mride0qnj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A legal challenge against the existing ban should be straightforward, according to Jamille Fields Allsbrook, an assistant professor at the Saint Louis University Center for Health Law Studies.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2xl97zt001f3b6m1xxv5h3d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIf this constitutional amendment passes, the language is very clear that the intent is to allow abortion in the state of Missouri, and so a judge would have to really be reaching to say that somehow that language is not clear,\u201d she said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2xfy8pi000s3b6maaq175uk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In the meantime, proponents of the measure say they\u2019re confident they have voter sentiment on their side.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2xfy8pi000t3b6mz9hi1ct9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt will be frustrating for Missourians who will feel like they voted, they had their voices heard, and it\u2019s not an immediate change, but change is coming, and it will be sooner than you think,\u201d Wales said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2xly79j00203b6mz2jl2x1m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            For residents in Missouri, along with Arizona, Florida, Nebraska and South Dakota, where voters also have the opportunity to overturn their abortion bans or restrictive abortion policies, the stakes are high.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2xm4npp00253b6m2pmh5sn6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            States with abortion bans have seen providers flee out of state and abortion clinics shutter. It will take work to restore access to those areas, even if abortion bans are overturned, Allsbrook said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2xlafc9001i3b6ma9dkkaco@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cYou have the practical issue of opening clinics back up, and then you have to get those providers and patients back,\u201d Allsbrook said. \u201cSo we\u2019re talking about a long time, unfortunately, before we even get things back to where they were in 2022.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2xlg4ba001p3b6mg9h0va29@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But organizers in these states are hoping voters won\u2019t feel intimidated, said Dawn Penich, communications director for Arizona for Abortion Access, the group backing the state\u2019s abortion rights measure.
