Even with the high-energy final push, the races for <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/election-2024\">control of Congress<\/a><\/span> are at a stalemate, essentially a toss-up for the House and fight to the finish for the Senate.<\/p>\n<p>The outcome of Tuesday\u2019s election will shape the country\u2019s future, determining whether the new White House has allies or skeptics on Capitol Hill \u2014 or faces a divided Congress like this past session, which has been among the <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/congress-campaign-house-republicans-majority-elections-ef7ef9a498e1c7a04971bf28b59c81f7\">most tumultuous and unproductive<\/a><\/span> in modern times.<\/p>\n<p>As voters assess their presidential options between Republican <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/donald-trump\">Donald Trump<\/a><\/span> and Democrat <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/kamala-harris\">Kamala Harris<\/a><\/span>, they also are sizing up who will represent them in Congress.<\/p>\n<p>\u201cThis is why I\u2019m an independent,\u201d said voter Gary Motta of Cuyahoga Falls, Ohio, who isn\u2019t happy with either choice for president, as he showed up at an early Sunday morning event for Republican Kevin Coughlin, who is trying to unseat Democratic Rep. Emilia Sykes.<\/p>\n<p>The struggle for control of Congress has gone on for months. Candidates have tussled over the big issues \u2014 the economy, the border, reproductive health care and the future of democracy \u2014 but also over Congress itself, which had a <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/congress-house-chaos-elections-democrats-republicans-divide-50e562326d5c1d8a43cc86381d5705f5\">chaotic session<\/a><\/span> as the GOP-led House ousted its speaker and barely fended off government shutdowns. <\/p>\n<p>This is the first presidential election since the <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/projects\/january-6-cases\/\">Jan. 6, 2021, attack on the Capitol,<\/a><\/span> and many Republican lawmakers who voted against certifying Democrat Joe Biden\u2019s White House win over Trump are up for reelection. <\/p>\n<p>Republican candidates, many backed by the former president, are finding themselves having to answer for him on several fronts. Among them is the decision by the Supreme Court, with three justices who were nominated by Trump, that ended the right to <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/abortion-amendment-campaign-spending-florida-arizona-539217e94f6f96200eff75e8917e525b\">abortion access<\/a><\/span><\/p>\n<p>Democrats face tough questions over the Biden-Harris record on the U.S.-Mexico border and on inflation during their time at the White House.<\/p>\n<p>Most of the closely contested House campaigns are being waged beyond the presidential swing states, including in <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/election-congress-house-new-york-syracuse-b5e8fa256bbf906558d4a0ec1612be29\">New York<\/a><\/span> and <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/california-house-democrats-republicans-majority-3dbc01320adc71a7eeb7d7f025032550\">California,<\/a><\/span> where Republican Kevin McCarthy, who was ousted as speaker and then left Congress, had made inroads in his home state. Democrats under New York\u2019s <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/hakeem-jeffries\">Hakeem Jeffries, the party\u2019s House leader,<\/a><\/span> are now trying to win them back.<\/p>\n<p>Starting Saturday, California Rep. Pete Aguilar, the Democratic caucus chairman, is making a nine-stop swing through the Golden State to win back seats. <\/p>\n<p>\u201cThere\u2019s a lot of energy out there,\u201d said Washington Rep. Suzan DelBene, who leads the Democratic Congressional Campaign Committee, in an interview from Omaha, Nebraska, a surprising battleground, after a swing through New York. \u201cWe\u2019re just working hard to get out the vote.\u201d<\/p>\n<p>She said there are \u201ctons of volunteers on the ground, lots of energy, people very, very focused. They understand there\u2019s a lot at stake.\u201d<\/p>\n<p>With the ever-escalating world of campaign fundraising, this election year stands apart: A whopping $2.5 billion is being spent to <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/senate-control-spending-election-cruz-tester-brown-32f653b47ab80ce67bd9204342b2253a\">win the Senate<\/a><\/span> and almost $1 billion on the House.<\/p>\n<p>The Senate is the Republicans\u2019 to lose, a coda to the long stewardship of their party leader, <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/mitch-mcconnell\">Mitch McConnell<\/a><\/span> of Kentucky. Jon Tester is in one of the most competitive races in the country that could flip control to Republicans. But a half-dozen more Senate races including in the \u201cblue wall\u201d of Michigan, Wisconsin and Pennsylvania, are as tight as the presidential race in those states.<\/p>\n<p>But late-breaking shifts are injecting new uncertainty in other Senate races, putting Sen. Ted Cruz <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/ted-cruz-texas-senate-colin-allred-abortion-immigration-91d4b5877fb9d6467fecfe6ff4f1ddcd\">on defense in Republican-heavy Texas<\/a><\/span> where Democratic Rep. Colin Allred has seen a surge of energy, including from Harris\u2019 star-studded rally in Houston with hometown hero Beyonc\u00e9. Nebraska independent <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/nebraska-senate-fischer-osborn-independent-ab39436a44e7d14b3c7bb320d15c7d29\">Dan Osborne<\/a><\/span> has caught Republicans off guard in Nebraska as he tries to unseat GOP Sen. Deb Fischer. <\/p>\n<p>Oher Republican Senate candidates have stumbled. <\/p>\n<p>In Ohio, Republican Bernie Moreno, who is facing Democratic Sen. Sherrod Brown, <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/election-2024-senate-ohio-moreno-brown-abortion-2771a833403d1a29db295d50cc307a7e\">made comments<\/a><\/span> critical of suburban women making abortion access a priority issue. Republican Tim Sheehy made <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/senate-montana-sheehy-comments-native-americans-8b00a2d3750251bec61a3dbfda8b1c69\">derogatory remarks<\/a><\/span> about Native Americans, a key voting bloc in his race against Tester in Montana.<\/p>\n<p>As Republicans have outsourced their get-out-the-vote efforts to new groups, including <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/elon-musk-donald-trump-election-2024-28d023d2ea2d06a8be99add994feb4aa\">Elon Musk\u2019s America PAC<\/a><\/span>, the campaign committees have had to stand up their own to ensure that people vote.<\/p>\n<p>Davide Cuigini, part of the Young Republicans working to turn out the vote for Moreno last weekend in Ohio, said, \u201cRepublicans are finally early voting, so that\u2019s gong to make a difference.\u201d<\/p>\n<p>Yet the energy on the Democratic side grew quickly once Harris replaced Biden on the Democratic ticket over the summer..<\/p>\n<p>Democrat Angela Alsobrooks in Maryland, who could make history alongside Delaware\u2019s Lisa Blunt Rochester as Black women in the Senate, hosted former President Barack Obama last week. Alsobrooks is running against Larry Hogan, a popular former governor.<\/p>\n<p>In the House, Democrats have seen several races shift their way, according to nonpartisan analysts. But others, in Alaska and an open seat in Michigan, tilt toward Republicans. Two of the House\u2019s <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/election-2024-marcy-kaptur-ken-calvert-house-majority-c0eea997a88b46ce77dd7b68bdfa7002\">longest serving lawmakers<\/a><\/span> are in the fights of their political lives in Ohio and California. <\/p>\n<p>Still, a internal DCCC memo showed 21 of 25 contested seats still close, one week from the election.<\/p>\n<p>There are also unusual battlegrounds, including what Nebraskans call the \u201cblue dot\u201d around Omaha, where Republican Rep. Don Bacon faces a challenge from Democrat Tony Vargas. <\/p>\n<p>The outcome of the races will be a test of House leadership under Speaker Mike Johnson, R-La. He said at a recent stop near Akron, Ohio, that with the GOP\u2019s \u201cwinsome warriors\u201d as candidates, he knows they will win.<\/p>\n<p>Jeffries, in line to become House speaker if Democrats take control, said he has decided to &#8221; <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/congress-elections-house-hakeem-jeffries-democrats-speaker-f503bef15e57604206e88c53edb3ad57\">remain calm,<\/a><\/span> &#8221; even if the possibility of unexpected events keeps him up at night.<\/p>\n<p>If the two chambers do in fact flip party control, as is possible, it would be rare.<\/p>\n<p>Records show that if Democrats take the House and Republicans take the Senate, it would be the first time that the chambers of Congress have both flipped to opposing political parties.<\/p>\n<p>\u201cThis election is a very big deal,\u201d said Rep.
