The storm is expected to unleash damaging winds, dangerous storm surge, and torrential rainfall first in Jamaica and the Grand Cayman Islands beginning Tuesday and then western Cuba on Wednesday. Parts of the Florida Keys could even see impacts beginning Wednesday evening.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm33zuvd700053b6mrh170ukv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Isle of Youth and several Cuban provinces as well as the Grand Cayman Islands have been placed under hurricane warnings, <a href=\"https:\/\/www.nhc.noaa.gov\/refresh\/graphics_at3+shtml\/030147.shtml?key_messages#contents\" target=\"_blank\" rel=\"noopener\">according to the National Hurricane Center\u2019s update on Monday night.<\/a> Hurricane-force winds may impact parts of the Cayman Islands by Tuesday afternoon and western Cuba by Wednesday.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm33zuvd7000b3b6mpwzb7coi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Tropical<strong> <\/strong>storm watch alerts were<s> <\/s>issued for the Florida Keys on Monday, joining the existing warnings for Cuba, Jamaica and the Cayman Islands. There gusty winds and rainfall of 1-3 inches are possible.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm33zuvd700073b6mbak39c80@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            While it remains uncertain what impacts Rafael may have on the northern Gulf Coast, residents are urged to stay updated. Heavy rain through mid-week is expected across the western Caribbean, including Jamaica and Cuba, raising the risk of flooding and landslides, with rainfall spreading into Florida and the Southeast later in the week. Shifts in the storm\u2019s trajectory could significantly impact flood risks across Florida and the Southeast.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm33zuvd7000a3b6mu1jezuh1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt is too soon to determine what, if any, impacts Rafael could bring to portions of the northern Gulf Coast,\u201d the National Hurricane Center stated.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm33zuvd7000c3b6majbhmthh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Cuban<strong> <\/strong>provinces of Cienfuegos, Villa Clara, Sancti Spiritus, and Ciego de Avila, are under Tropical Storm Warnings after being upgraded from Tropical Storm Watch. A tropical storm warning remains for Jamaica.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm33zuvd700093b6m0kqwshep@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The NHC is projecting that Rafael could see \u201csteady to rapid intensification\u201d as it nears the Cayman Islands and Cuba. The current forecast calls for Rafael to be at least a high end Category 1 hurricane at the time of landfall in Cuba Wednesday.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm33zuvd7000d3b6moh39ctv7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In the Caribbean, Rafael has begun unleashing heavy rainfall, particularly affecting Jamaica. Forecasts suggest that western Cuba, the Cayman Islands, and could receive between 3 to 6 inches of rain, with parts of Jamaica and Cuba potentially seeing up to 9 inches.
