Rafael was just 85 miles south of Havana, Cuba, as of 1 p.m. ET.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3614yoe000r3b6omk7xe6e3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The storm\u2019s winds have strengthened by 55 mph in the past 24 hours, an increase well over the 35 mph needed for rapid intensification. <a href=\"https:\/\/www.cnn.com\/2023\/08\/17\/weather\/rapid-intensification-hurricane-xpn-scn\/index.html\">Rapid intensification<\/a> is happening more frequently as the atmosphere and oceans warm due to fossil fuel pollution; Rafael is the ninth storm to rapidly intensify in the Atlantic basin this year.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm35tsr3e00003b6mem3op3zk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            After it tears through the Caribbean, the powerful hurricane is expected to face some serious resistance in the Gulf of Mexico and could make landfall as a much weaker storm this weekend anywhere from the US Gulf Coast to northeastern Mexico.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm35u5hmx00083b6mdkbu2rlg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            What, if any, threat Rafael poses to the Gulf Coast is still unclear but is coming into better focus, and a more confident forecast will be possible once the storm is in the Gulf Thursday.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm35viskm001w3b6m7isj9hvb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Rafael\u2019s threat to Cuba is clear: It\u2019s expected to deliver a devastating blow as the first Category 3 hurricane to hit the country since <a href=\"https:\/\/www.cnn.com\/2022\/09\/27\/americas\/hurricane-ian-cuba-blackout-intl-hnk\/index.html\">Ian<\/a> in 2022.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3618e7j000v3b6oim8hzbxe@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Heavy rain from the hurricane was spreading across Cuba Wednesday morning and will deluge the country into Thursday. Double-digit rainfall totals are possible. Tropical storm-force wind gusts were just off the country\u2019s southern coast early Wednesday. Those winds and stronger hurricane-force winds will overspread Cuba over the next several hours.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3614n2s000n3b6oa8ppnnij@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Rafael\u2019s powerful winds were also churning up dangerous seas and could produce up to 13 feet of storm surge for Cuba\u2019s southern shore ahead of landfall.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm35xnvxy00053b6ohfgt98fd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            This is the second blow from a hurricane in Cuba in recent weeks. Hurricane Oscar walloped Cuba in late October, killing at least 6 people. The storm's uncertain track has been trending west, and could still change over the next 24 hours.\" class=\"image__dam-img image__dam-img--loading\" onload=\"this.classList.remove('image__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1080\" width=\"1920\" loading=\"lazy\"\/><\/source><\/source><\/source><\/source><\/picture>\n    <\/div>\n<\/div>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm35wcgm5000b3b6naugohi5j@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The current forecast from the hurricane center indicates Rafael could potentially impact anywhere from Louisiana to northeastern Mexico, west of initial forecasts that had Alabama and the Florida Panhandle at risk.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm35uwih700193b6m15zzwi93@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIf future model runs continue to show this trend\u2026 additional leftward adjustment to the NHC track may be required,\u201d the center said Wednesday.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm366zlaj000c3b6os4nfljue@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            <a href=\"https:\/\/www.shell.us\/media\/us-storm-center\/shell-us-storm-updates.html\" target=\"_blank\" rel=\"noopener\">Shell<\/a> and <a href=\"https:\/\/www.bp.com\/en_us\/united-states\/home\/news\/storm-center.html\" target=\"_blank\" rel=\"noopener\">BP<\/a> moved some non-essential personnel off of several drilling platforms in the Gulf of Mexico ahead of Rafael\u2019s arrival, according to news releases from both companies.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm35uvlcy00163b6mynvord5r@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Storm-disrupting upper level winds are likely to severely deteriorate Rafael the closer the storm gets to the US coastline, regardless of where that is. Current forecasts call for Rafael will return to tropical storm status by the weekend.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm35uy3xo001h3b6maa8dlmzg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Rafael\u2019s US impacts could be limited, but the same robust tropical moisture fueling the storm Wednesday will fuel torrential rainfall for the Southeast.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm35v8coy001n3b6mv2ryw7fj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A widespread area of level 2 of 4 risk of flooding rainfall is in place Wednesday for parts of South Carolina, Georgia and Alabama, according to the Weather Prediction Center.
