The age limit would take effect 12 months after the law is passed, Albanese told reporters.<\/p>\n<p>The platforms including X, TikTok, Instagram and Facebook would need to use that year to work out how to exclude Australian children younger than 16.<\/p>\n<p>\u201cI\u2019ve spoken to thousands of parents, grandparents, aunties and uncles. They, like me, are worried sick about the safety of our kids online,\u201d Albanese said. <\/p>\n<p>The proposal comes as governments around the world are wrestling with how to supervise young people\u2019s use of technologies like <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/florida-schools-cell-phone-ban-social-media-89b0c8bdad325fb9a776f4384602a1a1\">smartphones<\/a><\/span> and <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/facebook-instagram-meta-european-union-digital-services-act-61653e20757e75671092fb746e41ed4b\">social media<\/a><\/span>.<\/p>\n<p>Social media platforms would be penalized for breaching the age limit, but under-age children and their parents would not.<\/p>\n<p>\u201cThe onus will be on social media platforms to demonstrate they are taking reasonable steps to prevent access. The onus won\u2019t be on parents or young people,\u201d Albanese said.<\/p>\n<p>Antigone Davis, head of safety at <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/meta-platforms-inc\">Meta<\/a><\/span>, which owns Facebook and Instagram, said the company would respect any age limitations the government wants to introduce.<\/p>\n<p>\u201cHowever, what\u2019s missing is a deeper discussion on how we implement protections, otherwise we risk making ourselves feel better, like we have taken action, but teens and parents will not find themselves in a better place,\u201d Davis said in a statement.<\/p>\n<p>She added that stronger tools in app stores and operating systems for parents to control what apps their children can use would be a \u201csimple and effective solution.\u201d<\/p>\n<p>X did not immediately respond to a request for comment on Thursday. <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/facebook-tiktok-youtube-election-ads-global-witness-8caa6e1217ce4294bcd14cb3dbc6f41d\">TikTok<\/a><\/span> declined to comment.<\/p>\n<p>The Digital Industry Group Inc., an advocate for the digital industry in Australia, described the age limit as a \u201c20th Century response to 21st Century challenges.\u201d<\/p>\n<p>\u201cRather than blocking access through bans, we need to take a balanced approach to create age-appropriate spaces, build digital literacy and protect young people from online harm,\u201d DIGI managing director Sunita Bose said in a statement.<\/p>\n<p>More than <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/www.westernsydney.edu.au\/young-and-resilient\/news\/in_media\/young_and_resilient_research_centre_joins_chorus_of_nearly_150_australian_and_international_experts_opposing_social_media_ban_for_u16s\" target=\"_blank\" rel=\"noopener\">140 Australian and international academics<\/a><\/span> with expertise in fields related to technology and child welfare signed an open letter to Albanese last month opposing a social media age limit as \u201ctoo blunt an instrument to address risks effectively.\u201d<\/p>\n<p>Jackie Hallan, a director at the youth mental health service ReachOut, opposed the ban. She said 73% of young people across Australia accessing mental health support did so through social media.<\/p>\n<p>\u201cWe\u2019re uncomfortable with the ban. We think young people are likely to circumvent a ban and our concern is that it really drives the behavior underground and then if things go wrong, young people are less likely to get support from parents and carers because they\u2019re worried about getting in trouble,\u201d Hallan said.<\/p>\n<p>Child psychologist Philip Tam said a minimum age of 12 or 13 would have been more enforceable.<\/p>\n<p>\u201cMy real fear honestly is that the problem of social media will simply be driven underground,\u201d Tam said.<\/p>\n<p>Australian National University lawyer Associate Prof. Faith Gordon feared separating children from there platforms could create pressures within families. <\/p>\n<p>Albanese said there would be exclusions and exemptions in circumstances such as a need to continue access to educational services.<\/p>\n<p>But parental consent would not entitle a child under 16 to access social media.<\/p>\n<p>Earlier this year, the government began a <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/www.esafety.gov.au\/newsroom\/media-releases\/statement-announcement-of-age-assurance-trial\" target=\"_blank\" rel=\"noopener\">trial of age-restriciton technologies<\/a><\/span>. Australia\u2019s <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/elon-musk-x-australia-esafety-bishop-stabbing-852afb9f3ffc2af2f39a5d5772dd2ab3\">eSafety Commissioner<\/a><\/span>, the online watchdog that will police compliance, will use the results of that trial to provide platforms with guidance on what reasonable steps they can take.<\/p>\n<p>Communications Minister <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/australia-online-dating-sexual-violence-apps-safety-a6cba10c81e60f1cb8866a2a1201c163\">Michelle Rowland<\/a><\/span> said the year-long lead-in would ensure the age limit could be implemented in a \u201cvery practical way.\u201d<\/p>\n<p>\u201cThere does need to be enhanced penalties to ensure compliance,\u201d Rowland said.<\/p>\n<p>\u201cEvery company that operates in Australia, whether domiciled here or otherwise, is expected and must comply with Australian law or face the consequences,\u201d she added.<\/p>\n<p>The main opposition party has given in-principle support for an age limit at 16.<\/p>\n<p>Opposition lawmaker Paul Fletcher said the platforms already had the technology to enforce such an age ban.<\/p>\n<p>\u201cIt\u2019s not really a technical viability question, it\u2019s a question of their readiness to do it and will they incur the cost to do it,\u201d Fletcher told Australian Broadcasting Corp.<\/p>\n<p>\u201cThe platforms say: \u2019It\u2019s all too hard, we can\u2019t do it, Australia will become a backwater, it won\u2019t possibly work.\u2019 But if you have well-drafted legislation and you stick to your guns, you can get the outcomes,\u201d Fletcher added.<\/p>\n<\/p><\/div>\n<p><script>\n  window.fbAsyncInit = function() {\n      FB.init({\n              appId : '870613919693099',\n          xfbml : true,\n          version : 'v2.9'\n      });\n  };\n  (function(d, s, id){\n     var js, fjs = d.getElementsByTagName(s)[0];\n     if (d.getElementById(id)) {return;}\n     js = d.createElement(s);
