only when you win.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37l9cbn00053b6m33aukxlo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            As Biden conceded his vice president\u2019s loss to Trump from the White House Rose Garden on Thursday, the line carried a different significance.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37l94li00033b6mlm0qetgj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            No longer finger-wagging at a defeated rival who refused to acknowledge his loss, Biden is now overseeing a transition back into office by the man he once \u2013 and still \u2013 believes is an existential threat to democracy.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37j59kq00003b5vzuozkq99@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Instead of using his final 10 weeks in power to cement his promise to act as a generational bridge and tout his signature accomplishments, Biden finds himself in one of the worst possible positions: A president acknowledging the loss of a race in which he was pushed out, preparing to be displaced by a man who for years he has cast as an existential threat to democracy in America.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37l8bb600003b6m98d8gco9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Yet if those crushing factors are weighing deeply on Biden, his demeanor in the Rose Garden belied the hurt.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37lafpx000d3b6mbemcrywo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Seeking to comfort Americans scared of the prospects of another Trump term, while his own legacy remains in question, Biden was upbeat rather than downtrodden.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37la4u900083b6mhjs35qj5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cSetbacks are unavoidable, but giving up is unforgivable,\u201d the president said in the Rose Garden during his first public remarks since Trump\u2019s victory over Vice President Kamala Harris. \u201cWe all get knocked down, but the measure of our character, as my dad would say, is how quickly we get back up.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37jrmbn00003b6m2lkcxbc0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            He was welcomed into the garden by a crowd of staffers and Cabinet members, who cheered for him as he walked from the Oval Office.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37laf7r000b3b6mq64k1fax@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cCampaigns are contests of competing visions. The country chooses one or the other. We accept the choice the country made,\u201d he said, making explicit that he accepted the results of the election.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37lbgx4000k3b6m3ragg8fy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cRemember,\u201d Biden said, \u201ca defeat does not mean we are defeated. We lost this battle. The America of your dreams is calling for you to get back up.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37jeh9i000o3b5vwy25oken@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Biden in his remarks was intentional in his efforts to endorse the sanctity of the election and acknowledge Trump\u2019s resulting victory.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37lbrsg000m3b6m7heqsyea@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Within one day, both Biden and Harris conceded defeat and congratulated Trump, with efforts underway for the former and now-future president to visit the White House \u2013 all things Trump never did in the four years after his loss to Biden.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37lbgh6000i3b6mdf01pl5k@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Biden drew implicit comparisons to the non-transition from four years ago, listing the steps he was taking that were never offered to him when he beat Trump. He also used the moment to again push back on questions of election integrity after years of false allegations from his predecessor \u2014 and now successor.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37jf5mk000v3b5viqpa7wcp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI also hope we can lay to rest the question about the integrity of the American electoral system,\u201d Biden said. \u201cIt is honest, it is fair, and it is transparent, and it can be trusted \u2013 win or lose.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37jehpm000q3b5vw1jzjhaq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            What comes next for Biden\u2019s policy legacy is uncertain. Trump threatens to withdraw from some of the relationships with foreign powers that Biden had spent years personally developing during his time on the Senate Foreign Relations Committee. Few of Biden\u2019s signature accomplishments <a href=\"https:\/\/www.cnn.com\/2024\/11\/01\/politics\/biden-legacy-trump-election\/index.html\">can\u2019t be undone<\/a> by his successor.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37jehpm000r3b5voawa3ery@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In his speech, Biden suggested the true scope of his legacy won\u2019t be known for years.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37lcrt8000r3b6moqigzi49@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cMuch of the work we\u2019ve done is already being felt by the American people but the vast majority of it will not be felt \u2013 it\u2019ll be felt over the next 10 years,\u201d he said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37lcrt8000s3b6mo0vac8pq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Yet as much as Biden could be remembered for his infrastructure law, his student-loan forgiveness program or his leadership through the country\u2019s recovery from the pandemic, his legacy may hinge as much on how history judges his decision to stay in the race for as long as he did, depriving Harris of the chance to introduce herself to the country much earlier.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37lcrt9000t3b6mibrmh3up@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Delaware Sen. Chris Coons, who served as co-chair of both Biden and Harris 2024 campaigns and is one of the most outspoken supporters of the president, told CNN the day after the election that he was prepared to defend his friend from any Democratic finger-pointing.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37lcrt9000u3b6mo1d7a9zv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe Biden administration got a huge amount done, as you\u2019ve heard me recite with great frequency. I do think the party has some soul-searching to do,\u201d Coons said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37lcrt9000v3b6mr1obdbi1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            After ticking off policies that he said were widely popular that the Biden administration should be credited for \u2013 including lowering the prices of prescription drugs and investing in infrastructure projects \u2013 the senator lamented: \u201cBut (voters) do not recognize that that\u2019s what he got done. So we need to think about how we communicate that.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37lcrt9000w3b6mlec7rwu8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But if aides and allies of the president are eager to publicly defend Biden and his work, frustration is boiling over across the Democratic Party on his decision to seek a second term \u2013 despite his initial promise to be a \u201ctransition\u201d and \u201cbridge\u201d candidate.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37lcrt9000x3b6me780ect2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Had he stepped aside in the middle of his first term, the party would have had a chance to hold a primary contest and nominate their strongest candidate, they say \u2013 whether that would have ultimately ended up being Harris, or not.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37lcrt9000y3b6mxyojh561@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cHe should have stepped aside sooner,\u201d said one former Biden administration official, before adding: \u201cI just don\u2019t know if that would have mattered.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37lcrt9000z3b6ms5hokg45@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A senior Harris campaign official, who said they do not believe a competitive Democratic primary process would have put Harris at the top of the ticket this cycle, told CNN they blamed Biden\u2019s own ego \u2013 and all of his top advisers who shot down any suggestion from Democrats that the party needed new leadership.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37lcrt900103b6mae30w90l@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe lack of a competitive process for a replacement; that he didn\u2019t allow for that to happen \u2013 people are still angry about the shunning that they took for speaking out earlier about him,\u201d the official said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm37lcrt900113b6mtj884w4x@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But Biden addressed none of those recriminations in the Rose Garden on Thursday.
