Those efforts \u2013 some of which sparked controversies and brought <a href=\"http:\/\/www.usatoday.com\/story\/news\/education\/2024\/10\/13\/biden-harris-student-loan-debt-cancellation\/75585064007\/\" data-t-l=\":b|e|k|${u}\" class=\"gnt_ar_b_a\">setbacks<\/a> \u2013 are among the key Democratic priorities that Trump&#8217;s win threatens.<\/p>\n<p class=\"gnt_ar_b_p\">The rhetoric of the former president on the campaign trail, and his actions while in office, offer ample evidence of his goals. He spent much of his first term dismantling higher education regulations set by former President Barack Obama, who was unusually hawkish on college oversight.\u00a0<\/p>\n<aside aria-label=\"advertisement\" class=\"gnt_m gnt_x gnt_x__lbl gnt_x__al\"\/>\n<p class=\"gnt_ar_b_p\">Tuesday&#8217;s election results shined a spotlight on the partisan divide between Americans with college degrees and those without them. Though it\u2019s unclear what the president-elect will accomplish with another four years in the White House, he will likely capitalize on that mandate from non-college-educated voters to chart a far different path from Biden for America\u2019s universities, and, by extension, for the millions of people who attend college in hopes of securing the best future for themselves and their families.\u00a0<\/p>\n<p class=\"gnt_ar_b_p\">\u201cTrepidation\u201d was the word that came to mind for Jon Fansmith, senior vice president for government relations at the American Council on Education, the top lobbying group for colleges in Washington, D.C.\u00a0<\/p>\n<aside aria-label=\"advertisement\" class=\"gnt_m gnt_x gnt_x__lbl gnt_x__al\"\/>\n<p class=\"gnt_ar_b_p\">\u201cThe Trump campaign has been very critical of colleges and universities,\u201d he said in an interview hours after the former president clinched a <a href=\"http:\/\/www.usatoday.com\/story\/news\/politics\/elections\/2024\/11\/06\/donald-trump-grover-cleveland-non-consecutive-president-terms\/76088079007\/\" data-t-l=\":b|e|k|${u}\" class=\"gnt_ar_b_a\">second term<\/a>. \u201cIf you\u2019re a college president this morning, and we\u2019ve heard from a bunch of them, there\u2019s a lot of uncertainty.\u201d\u00a0<\/p>\n<p><a class=\"gnt_em gnt_em_gl gnt_em__el\" href=\"http:\/\/www.usatoday.com\/picture-gallery\/news\/politics\/elections\/2024\/04\/19\/former-president-trump-on-campaign-trail-before-2024-november-election\/73389719007\/\" data-t-l=\":l|l|c|view gallery:inline promo\" aria-label=\"View Gallery - President-elect Trump on 2024 campaign trail\" data-g-r=\"nav_mo\" data-g-tn=\"pgcss\" data-g-mtn=\"pg73389719007\" data-g-moh=\"hpgm\" aria-haspopup=\"dialog\" aria-expanded=\"false\" onmousedown=\"event.stopPropagation()\" onmouseup=\"event.stopPropagation()\" data-c-id=\"73389719007\"><img loading=\"lazy\" class=\"gnt_em_gl_i\" data-g-r=\"lazy\" src=\"https:\/\/www.usatoday.com\/gcdn\/authoring\/authoring-images\/2024\/10\/31\/USAT\/75969042007-usatsi-24630788.jpg?crop=4337,2441,x2,y448&amp;width=660&amp;height=372&amp;format=pjpg&amp;auto=webp\" srcset=\"https:\/\/www.usatoday.com\/gcdn\/authoring\/authoring-images\/2024\/10\/31\/USAT\/75969042007-usatsi-24630788.jpg?crop=4337,https:\/\/www.usatoday.com\/2441,https:\/\/www.usatoday.com\/x2,https:\/\/www.usatoday.com\/y448&amp;width=1320&amp;height=744&amp;format=pjpg&amp;auto=webp 2x\" decoding=\"async\" alt=\"\" width=\"660\" height=\"372\"\/><\/a><\/p>\n<h2 class=\"gnt_ar_b_h2\">What could happen to the Education Department?\u00a0<\/h2>\n<p class=\"gnt_ar_b_p\">Under the past few presidents, Congress has increasingly struggled to pass legislation related to higher education (or <a href=\"http:\/\/www.usatoday.com\/story\/news\/politics\/2024\/05\/16\/house-chaos-dysfunction-2024-election\/73698903007\/\" data-t-l=\":b|e|k|${u}\" class=\"gnt_ar_b_a\">any bills at all<\/a>, for that matter). In that vacuum, the U.S. Department of Education has taken up the mantle, asserting more of its regulatory authority to enact policies that fit the president&#8217;s priorities.\u00a0<\/p>\n<aside class=\"gnt_em gnt_em_anc\" id=\"gnt_atomsnc\" data-g-r=\"lazy\" data-gl-method=\"loadAnc\" aria-label=\"Newsletter signup form\"\/>\n<p class=\"gnt_ar_b_p\">Republicans have campaigned to end the department since it was founded in 1979 during President Jimmy Carter&#8217;s administration as a Cabinet-level agency. It hasn&#8217;t worked; nearly half a century later, the department is still up and running.<\/p>\n<p class=\"gnt_ar_b_p\">Every day government bureaucrats at the agency carry out an array of services. One office works to curb discrimination in colleges and K-12 schools. I\u2019m gonna close it,\u201d Trump said in an interview on <a href=\"https:\/\/www.foxnews.com\/video\/6363426084112\" data-t-l=\":b|z|k|${u}\" class=\"gnt_ar_b_a\">Fox News<\/a> last month. He then turned to Fox host Steve Doocy and appeared to suggest the TV personality could be qualified to guide education policy in his administration.\u00a0<\/p>\n<aside aria-label=\"advertisement\" class=\"gnt_m gnt_x gnt_x__lbl gnt_x__al\"\/>\n<p class=\"gnt_ar_b_p\">\u201cWe\u2019re going to have one person,\u201d Trump said. \u201cCould be you, if you retire.\u201d\u00a0<\/p>\n<p class=\"gnt_ar_b_p\">Republican congressional candidates, including <a href=\"https:\/\/dailymontanan.com\/2024\/10\/14\/sheehys-plan-for-education-includes-throwing-department-of-ed-in-the-trash\/\" data-t-l=\":b|z|k|${u}\" class=\"gnt_ar_b_a\">Tim Sheehy<\/a>, who unseated longtime Democratic incumbent Sen. Jon Tester in Montana, mirrored Trump&#8217;s tone in recent weeks. Tester\u2019s defeat helped tip control of the Senate to the GOP, as did the victory of <a href=\"http:\/\/www.usatoday.com\/story\/news\/politics\/elections\/2024\/11\/06\/republican-bernie-moreno-wins-senate-seat-in-ohio-over-sherrod-brown\/76085182007\/\" data-t-l=\":b|e|k|${u}\" class=\"gnt_ar_b_a\">Bernie Moreno<\/a>, an Ohio Republican who prevailed against another Democratic incumbent, Sen. Sherrod Brown.\u00a0<\/p>\n<p class=\"gnt_ar_b_p\">\u201cWe&#8217;re going to get rid of some of these agencies that don&#8217;t make any sense, like the Department of Education, and just move that money to the states,\u201d Moreno said <a href=\"https:\/\/www.iheart.com\/podcast\/76-columbus-morning-news-73400390\/episode\/could-the-senate-race-in-ohio-227499927\/\" data-t-l=\":b|z|k|${u}\" class=\"gnt_ar_b_a\">during a radio interview<\/a> in October.\u00a0<\/p>\n<p class=\"gnt_ar_b_p\">There are caveats, however, that decrease the likelihood of the agency disappearing.\u00a0<\/p>\n<p class=\"gnt_ar_b_p\">Trump cannot unilaterally abolish it. That would take an act of Congress, where the balance of power is still unclear. Though the GOP has retained control of the Senate, the results that determine which party controls the House of Representatives were still trickling in on Wednesday evening. Even if Republicans grasp all the levers of power in the federal government, their margins will be slim on Capitol Hill. That tricky political environment would complicate any effort to pass legislation demolishing a longstanding federal agency, which would undoubtedly be controversial.\u00a0<\/p>\n<aside aria-label=\"advertisement\" class=\"gnt_m gnt_x gnt_x__lbl gnt_x__al\"\/>\n<p class=\"gnt_ar_b_p\">And though Trump has said he wanted to \u201cclose\u201d the Education Department, he also used it to his advantage during his first term. Some experts say it would be less politically beneficial for him to shutter it, especially given how he and his former education secretary, Betsy DeVos, have touted the reforms they implemented while in office.\u00a0<\/p>\n<p class=\"gnt_ar_b_p\">That notion seemed to be the consensus in Washington on Wednesday morning as a panel of education experts convened by the American Enterprise Institute, a conservative think tank, reacted to Trump&#8217;s win.<\/p>\n<p class=\"gnt_ar_b_p\">\u201cFrankly, you can&#8217;t do any of the things that he wants to do without the department in play,\u201d said Derrell Bradford, president of 50CAN, an education advocacy group.\u00a0<\/p>\n<h2 class=\"gnt_ar_b_h2\">Trump promises to fire \u2018radical Left accreditors\u2019<\/h2>\n<p class=\"gnt_ar_b_p\"><a href=\"http:\/\/www.usatoday.com\/story\/news\/education\/2024\/07\/23\/project-2025-who-is-impacted\/74371347007\/\" data-t-l=\":b|e|k|${u}\" class=\"gnt_ar_b_a\">Project 2025<\/a> offers a detailed plan for dissolving the Education Department, including outsourcing existing offices to other federal agencies. That controversial blueprint for higher education is linked to former members of the Trump administration and was published by The Heritage Foundation, another conservative think tank.<\/p>\n<aside aria-label=\"advertisement\" class=\"gnt_m gnt_x gnt_x__lbl gnt_x__al\"\/>\n<p class=\"gnt_ar_b_p\">But Trump has distanced himself from the group&#8217;s list of policy prescriptions in favor of his own platform. Named <a href=\"https:\/\/www.donaldjtrump.com\/agenda47\/agenda47-protecting-students-from-the-radical-left-and-marxist-maniacs-infecting-educational-institutions\" data-t-l=\":b|z|k|${u}\" class=\"gnt_ar_b_a\">Agenda47<\/a>, the plan rubber-stamped by the president-elect promises to \u201cprotect American students, impose real standards on higher education, and hold colleges and universities accountable.\u201d It also includes a commitment to \u201cfire the radical Left accreditors that have allowed our colleges to become dominated by Marxist Maniacs and lunatics.\u201d<\/p>\n<p class=\"gnt_ar_b_p\">Accreditors, the independent, nongovernmental agencies that maintain oversight of colleges\u00a0and universities and ensure they\u2019re doing right by their students and employees, have become a target of many conservative politicians, including Trump. A <a href=\"https:\/\/www.chronicle.com\/article\/floridas-governor-escalates-a-yearslong-fight-with-college-accreditors?sra=true\" data-t-l=\":b|z|k|${u}\" class=\"gnt_ar_b_a\">lawsuit filed last year by Florida Gov. Ron DeSantis<\/a>, a Republican, tried to strip them of their power. A federal judge <a href=\"https:\/\/www.newamerica.org\/education-policy\/edcentral\/republicans-want-to-fire-college-accreditors-a-federal-judge-just-said-no\/\" data-t-l=\":b|z|k|${u}\" class=\"gnt_ar_b_a\">rejected the complaint<\/a> about a month ago.\u00a0<\/p>\n<p class=\"gnt_ar_b_p\">Eddy Conroy, an accreditation expert at the left-leaning think tank New America, said that though the accreditation system could use reform, it\u2019s still the \u201cbest mechanism\u201d to hold colleges accountable for serving students.\u00a0<\/p>\n<p class=\"gnt_ar_b_p\">\u201cSuggesting that you will eliminate that \u2013 without a plan for what comes next, to ensure that students receive a high-quality education when they go to college \u2013 is not governing,\u201d he said.\u00a0<\/p>\n<aside aria-label=\"advertisement\" class=\"gnt_m gnt_x gnt_x__lbl gnt_x__al\"\/>\n<h2 class=\"gnt_ar_b_h2\">Student loan relief, Title IX, oversight rules in jeopardy<\/h2>\n<p class=\"gnt_ar_b_p\">The changes likely won\u2019t stop there.\u00a0<\/p>\n<p class=\"gnt_ar_b_p\">During his time in office, Biden enacted billions of dollars in student debt relief. Trump has called those efforts a \u201cdisaster.\u201d Biden also pushed to enshrine <a href=\"http:\/\/www.usatoday.com\/story\/news\/education\/2024\/04\/19\/title-ix-biden-trump\/73369449007\/\" data-t-l=\":b|e|k|${u}\" class=\"gnt_ar_b_a\">protections for LGBTQ+ students<\/a> and staff in schools, while Trump has vowed to \u201ckeep men out of women\u2019s sports.\u201d And Biden revived Obama-era college oversight regulations, which Trump scrapped during his first term.<\/p>\n<p class=\"gnt_ar_b_p\">The regulatory whiplash that will likely ensue over the next few years will be tough for colleges to process, said Lynn Pasquerella, president of the American Association of Colleges and Universities.<\/p>\n<p class=\"gnt_ar_b_p\">\u201cThere\u2019s an extraordinary amount of moral distress,\u201d she said.\u00a0<\/p>\n<figure class=\"gnt_em gnt_em_img\"><img class=\"gnt_em_img_i\" style=\"height:440px\" fetchpriority=\"high\" data-g-r=\"lazy\" src=\"https:\/\/www.usatoday.com\/gcdn\/authoring\/authoring-images\/2024\/10\/29\/USAT\/75916103007-usatsi-23722910.jpg?width=660&amp;height=440&amp;fit=crop&amp;format=pjpg&amp;auto=webp\" srcset=\"https:\/\/www.usatoday.com\/gcdn\/authoring\/authoring-images\/2024\/10\/29\/USAT\/75916103007-usatsi-23722910.jpg?width=1320&amp;height=880&amp;fit=crop&amp;format=pjpg&amp;auto=webp 2x\" decoding=\"async\" alt=\"The U.S. Supreme Court building is visible after the court issued their opinions on July 1 in Washington.\"\/><\/figure>\n<p class=\"gnt_ar_b_p\"><a href=\"http:\/\/www.usatoday.com\/story\/news\/education\/2024\/07\/10\/supreme-court-chevron-schools-ruling-lgbtq\/74269157007\/\" data-t-l=\":b|e|k|${u}\" class=\"gnt_ar_b_a\">Recent U.S. Supreme Court decisions<\/a> that have curtailed the power of federal agencies, including the Education Department, will heighten that uncertainty about what colleges can expect from Washington.
