Mark Milley who <a href=\"https:\/\/www.cnn.com\/2021\/09\/14\/politics\/woodward-book-trump-nuclear\/index.html\">took steps<\/a> to limit Trump\u2019s ability to use nuclear weapons while he was chairman of the Joint Chiefs of Staff. The president-elect, meanwhile, has repeatedly called US military generals \u201cwoke,\u201d \u201cweak\u201d and \u201cineffective leaders.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88n00073b6mfo0hqe5o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Officials are now gaming out various scenarios as they prepare for an overhaul of the Pentagon.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88n00083b6m5oue2lg7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe are all preparing and planning for the worst-case scenario, but the reality is that we don\u2019t know how this is going to play out yet,\u201d one defense official said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88n00093b6m9e29lck6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump\u2019s election has also raised questions inside the Pentagon about what would happen if the president issued an unlawful order, particularly if his political appointees inside the department don\u2019t push back.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88n000a3b6mg5hj96ur@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cTroops are compelled by law to disobey unlawful orders,\u201d said another defense official. \u201cBut the question is what happens then \u2013 do we see resignations from senior military leaders? Or would they view that as abandoning their people?\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88n000b3b6mmq9xu65u@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            It\u2019s unclear at this point who Trump will choose to lead the Pentagon, though officials believe Trump and his team will try to avoid the kind of \u201chostile\u201d relationship he had with the military during his last administration, said a former defense official with experience during the first Trump administration.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88n000c3b6mzgc6gvrw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe relationship between the White House and the DoD was really, really bad, and so \u2026 I know it\u2019s top of mind for how they\u2019re going to select the folks that they put in DoD this time around,\u201d the former official said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88n000d3b6mhyuyk3ep@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Defense officials are also scrambling to identify civilian employees who might be impacted if Trump reinstates <a href=\"https:\/\/www.cnn.com\/2020\/10\/23\/politics\/trump-executive-order-federal-employees\/index.html\">Schedule F<\/a>, an executive order he first issued in 2020 that, if enacted, would have reclassified huge swaths of nonpolitical, career federal employees across the US government to make them more easily fireable.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88n000e3b6mc14zjvzk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Secretary of Defense Lloyd Austin said on Tuesday that \u201cI totally believe that our leaders will continue to do the right thing no matter what. I also believe that our Congress will continue to do the right things to support our military.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88n000g3b6mzk8021h1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Top of mind for many defense officials is how Trump plans to wield American military power at home.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88n000h3b6mht2n6e57@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump last month said the military should be used to handle what he called <a href=\"https:\/\/www.cnn.com\/2024\/10\/13\/politics\/trump-military-enemy-from-within-election-day\/index.html\">\u201cthe enemy from within\u201d<\/a> and \u201cradical left lunatics.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88o000i3b6m2j1w8k46@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI think it should be very easily handled by, if necessary, by National Guard, or if really necessary, by the military, because they can\u2019t let that happen,\u201d he added, referring to potential protests on Election Day.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88o000j3b6m53j709gp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Several former senior military officials who served under Trump have sounded the alarm in recent years about his authoritarian impulses, including Milley and retired Gen. John Kelly, Trump\u2019s former White House chief of staff. Kelly said before the election that Trump fits \u201cinto the general definition of fascist\u201d and that he spoke of the loyalty of Hitler\u2019s Nazi generals.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88o000k3b6mcuyswcfu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            There is not much the Pentagon can do to pre-emptively shield the force from a potential abuse of power by a commander in chief. Defense Department lawyers can and do make recommendations to military leaders on the legality of orders, but there is no real legal safeguard that would prevent Trump from deploying American soldiers to police US streets.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88o000l3b6m652n13bh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A former senior Defense Department official, who served under Trump, said he believes it is likely that additional active-duty forces will be tasked with assisting Customs and Border Protection at the southern border.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88o000m3b6mtypa7gvy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            There are already thousands of forces at the border, including those with active duty, National Guard, and the Reserves. The Biden administration <a href=\"https:\/\/www.cnn.com\/2023\/05\/02\/politics\/us-troops-border-migrant-surge\/index.html\">sent 1,500 active duty forces<\/a> last year, and later sent several hundred more.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88o000n3b6mytdhz84o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But it is also possible, the former official said, that forces could be sent into American cities if asked to help with <a href=\"https:\/\/amp.cnn.com\/cnn\/2024\/11\/04\/politics\/donald-trump-closing-message\">the mass deportation plan<\/a> Trump mentioned repeatedly on the trail.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88o000o3b6mkamacemg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Domestic law enforcement agencies \u201cdon\u2019t have the manpower, they don\u2019t have the helicopters, the trucks, the expeditionary capabilities\u201d that the military brings, he said. But he emphasized that the decision to send active-duty forces into American streets cannot be taken lightly.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88o000p3b6me3lzuxz8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cYou can never water that down, you can never say with a straight face that it\u2019s not a big deal. It is a big deal,\u201d the former senior official said. \u201cBut it\u2019s the only way to address issues at scale.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88o000q3b6ml5hgp7re@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Separately, an Army official told CNN they could imagine a Trump administration ordering several thousand more troops to support the border mission but warned it could hurt the military\u2019s own readiness to deal with foreign threats.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88o000r3b6mru9jrnvo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The president\u2019s powers are especially broad if he chooses to invoke the Insurrection Act, which states that under certain limited circumstances involved in the defense of constitutional rights, a president can deploy troops domestically unilaterally.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88o000s3b6m79slvx7r@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A separate law \u2013 the Posse Comitatus Act \u2013 seeks to curb the use of the military to enforce laws unless authorized by Congress. But the law has exceptions for rebellion and terrorism, which ultimately gives the president broad leeway in deciding if and when to invoke Insurrection Act.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88o000t3b6mrzuerbpw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump <a href=\"https:\/\/www.cnn.com\/2021\/06\/25\/politics\/trump-white-house-insurrection-act-draft\/index.html\">reportedly<\/a> considered invoking the Act in 2020 to quell protests after the death of George Floyd.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88o000u3b6mm22dz15s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIf the city or state refuses to take the actions that are necessary to defend the life and property of their residence, then I will deploy the United States military and quickly solve the problem for them,\u201d he said at the time.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88o000w3b6mocse8iia@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In a <a href=\"https:\/\/www.donaldjtrump.com\/agenda47\/agenda47-president-trumps-plan-to-dismantle-the-deep-state-and-return-power-to-the-american-people\" target=\"_blank\" rel=\"noopener\">video posted<\/a> last year, Trump said if elected he would \u201cimmediately re-issue my 2020 Executive Order restoring the President\u2019s authority to remove rogue bureaucrats\u2026we will clean out all of the corrupt actors in our National Security and Intelligence apparatus, and there are plenty of them.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88o000x3b6mji1v15kj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Pentagon is already bracing for the policy change.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88o000y3b6mhyvxgeut@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cMy email has been inundated on this topic,\u201d one defense official said of Schedule F. \u201cDefinitely going to be a busy couple months.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88o000z3b6ma9d0osof@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            After Trump issued Schedule F the first time, late into his last term, the Pentagon and other federal agencies were tasked with making lists of which employees would be moved into that category. At the time, defense officials tried to include as few civilian employees as possible to limit the impact to the workforce, sources said. The department is making similar lists now.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88o00103b6m4708n3kr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Office of Personnel and Management issued a rule in April that aimed to strengthen guardrails protecting federal employees. But \u201cthere are still ways a new administration could work around these protections,\u201d a defense official said, even if it might take several months to do so.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88o00113b6mthps3qk3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Austin has warned repeatedly about the risk of political abuse of the military. In July, he said in a memo that it is \u201cnecessary to secure the integrity and continuity of the civilian workforce by ensuring that DoD career civilian employees, like their uniformed counterparts, are shielded from unlawful and other inappropriate political encroachments.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88o00123b6mem0qkdln@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            He added that career civil servants are tasked with \u201cmaintaining strict political neutrality focused on loyalty to the Constitution and laws of the United States.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88o00133b6m6qfokquc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            And on Wednesday, he wrote in a message to the force that the US military will obey only lawful orders.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm395c88o00143b6m4qd3rsyc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cAs it always has, the US military will stand ready to carry out the policy choices of its next Commander in Chief, and to obey all lawful orders from its civilian chain of command,\u201d he wrote. \u201cYou are the United States military-the finest fighting force on Earth-and you will continue to defend our country, our Constitution, and the rights of all of our citizens.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm39eee2100003b5vykokb0p3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In the State Department, Secretary Antony Blinken said in an email to members of the workforce Friday that he will make clear to the incoming Trump administration that \u201cyou are all patriots.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm39ejfh100023b5vq994idyg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The message, obtained by CNN, acknowledged that \u201ctransitions can be periods of uncertainty that raise questions about what comes next for our work around the world, for the State Department itself, and for its people.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm39eobtm00053b5v4wpv4u1q@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            It is a seemingly pointed message.
