Both Trump\u2019s and his family\u2019s foreign business ties have also come under intense scrutiny throughout his time in office and on the campaign trail.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3alidjo000j3b6nwsdhorer@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump and his transition team <a href=\"https:\/\/www.cnn.com\/2024\/11\/06\/politics\/what-we-know-about-the-transition-so-far\/index.html\">are already behind<\/a> in accessing key transition briefings from the Biden administration, as they have failed to sign a pair of agreements to unlock critical information before taking over the federal government in 72 days.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3alidjo000k3b6nkhflulde@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The holdup revolves in part around the mandatory agreement over ethics issues.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3alidjo000l3b6np1crm9lu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A source familiar with the process acknowledged that details are still being worked out with the Biden administration regarding the ethics agreement, which is required by law under the Presidential Transition Act and which applies to all members of the transition team. Updates to that bill requiring the ethics pledge were introduced by Trump ally Sen. Ron Johnson, a Wisconsin Republican, and signed <a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/senate-bill\/394\/text\" target=\"_blank\" rel=\"noopener\">into law<\/a> by Trump himself in March 2020.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3alidjo000m3b6nqu6kpfg2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The source would not expand further on the Trump team\u2019s concerns over the ethics pledge.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3alidjo000n3b6nxk0f8k4a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump\u2019s <a href=\"https:\/\/www.cnn.com\/2024\/08\/15\/politics\/financial-disclosure-trump-2024\/index.html\">most recent financial disclosures<\/a> as a candidate showed that he has continued to make millions off his properties, books and licensing deals. He and his family recently launched a <a href=\"https:\/\/www.cnn.com\/2024\/09\/16\/politics\/trump-cryptocurrency-business\/index.html\">new cryptocurrency business<\/a>.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3alidjo000o3b6neag159bg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A <a href=\"https:\/\/www.cnn.com\/2024\/08\/15\/politics\/financial-disclosure-trump-2024\/index.html\">sizable share of his net worth<\/a>, meanwhile, is tied to the publicly traded parent company of Truth Social, the conservative social media network. Trump is the dominant shareholder and said Friday that he has no intention of selling his 114.75 million shares, <a href=\"https:\/\/www.cnn.com\/2024\/11\/08\/investing\/truth-social-stock-trump\/index.html\">worth about $3.7 billion<\/a>.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3alidjo000p3b6nj2jxtjtj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Trump team ignored a pair of key preelection deadlines to unlock transition activities with the Biden administration\u2019s <a href=\"https:\/\/www.gsa.gov\/governmentwide-initiatives\/presidential-transition-2024\/memoranda-reports-and-key-documents\" target=\"_blank\" rel=\"noopener\">General Services Administration<\/a> and the White House. Experts are sounding the alarms about impacts to Day 1 national security preparedness.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3alidjo000q3b6nesbpvkh2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The GSA agreement, due September 1, gives Trump\u2019s team access to office space and secure communications, among other provisions. And the White House agreement, due October 1, serves as the gatekeeper for access to agencies and information and lays groundwork for Trump\u2019s team to receive security clearances necessary to begin receiving classified information. The ethics agreement was also due by October 1.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3alidjp000r3b6neg4j37gt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Trump adviser told CNN the president-elect intends to sign the ethics pledge, but said the transition team\u2019s main priority is selecting and <a href=\"https:\/\/www.cnn.com\/2024\/11\/06\/politics\/transition-donald-trump-jockeying\/index.html\">vetting candidates for top Cabinet roles<\/a>. It is unclear when Trump will sign the pledge.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3alidjp000s3b6nlpxsz3ns@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The adviser played down the skipped deadlines, saying it is \u201cnot at all a concern,\u201d but nonpartisan watchdogs and Democrats have warned that the failure to sign those agreements could pose a risk to national security.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3alidjp000t3b6nqdk1uw4q@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump\u2019s team could have begun receiving briefings from federal agencies as early as Thursday had it signed the agreements, according to Valerie Smith Boyd, director of the Center for Presidential Transition at the nonprofit, nonpartisan Partnership for Public Service. Boyd estimated that \u201chundreds\u201d of Trump officials involved in the transition will need background checks to receive classified briefings.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3alidjp000u3b6nkh4544c7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Max Stier, the Partnership for Public Service\u2019s president and CEO, warned of \u201csevere\u201d consequences if the Trump transition continues to fail to engage with President <a href=\"https:\/\/www.cnn.com\/politics\/joe-biden\">Joe Biden<\/a>\u2019s team.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3alidjp000v3b6n53u1pmtm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIs it possible just to walk past all this? And the answer is that it is possible \u2014 and we\u2019re watching it happen. But the consequences are severe. It would not be possible to be ready to govern on Day 1 without engaging\u201d in interactions with agencies about the state of play within the federal government and the world writ large, Stier said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3alidjp000w3b6nnvic72s7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Transition, he added, is a \u201cpoint of maximum vulnerability\u201d for US security.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3alidjp000x3b6n1rsw43oa@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cA new team coming in walks in with the responsibility of taking over the most complex operation on the planet and maybe the world. And in order to do that effectively, they absolutely need to have done a lot of prework,\u201d Stier said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3alidjp000y3b6npbhvzhna@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            If Trump is inaugurated in January without having participated in these activities, Stier warned, \u201cHe can\u2019t be ready to take over our government in a way that is safe for all of us. It is simply not possible. You will not have the larger team around him that is essential to running our government up to speed and available to enter into leadership positions across our government.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3alidjp000z3b6nj09jkmg8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            White House chief of staff Jeff Zients reached out to the heads of the Trump transition effort Wednesday to stress the Biden administration\u2019s commitment to \u201clead an orderly transition\u201d process and to highlight the necessary agreements needed to move forward, a White House official told CNN.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3alidjp00103b6nybblkago@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cToday, Chief of Staff Jeff Zients reached out to Trump-Vance Transition Co-Chairs Howard Lutnick and Linda McMahon to make clear our intention to lead an orderly transition and reiterate the role the agreements play in initiating transition activities,\u201d the official said Wednesday.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3alidjp00113b6nme07741n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Rep. Jamie Raskin, a Maryland Democrat and ranking member of the House Oversight Committee, warned in <a href=\"https:\/\/oversightdemocrats.house.gov\/sites\/evo-subsites\/democrats-oversight.house.gov\/files\/evo-media-document\/2024-10-23.JBR%20to%20Trump%20and%20Vance%20re%20transition%20MOUs.pdf\" target=\"_blank\" rel=\"noopener\">a letter to Trump<\/a> in the weeks before the election that ignoring transition deadlines departs \u201cfrom well-established norms of federal government and demonstrate a spectacular disregard for the successful continuation of the essential institutions of American democratic government.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3alidjp00123b6nsdj67hv0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Raskin said that without the memoranda in place, the transfer of power is endangered and could \u201cthreaten our national security.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3alidjp00133b6n50eqrj21@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            That has been a problem in the past: In 2000, as the Supreme Court awaited a recount in Florida, neither George W.
