Those things didn\u2019t happen all at once.<\/p>\n<p>Here\u2019s a look at what Trump has said he will do in his second term and whether he can do it the moment he steps into the White House:<\/p>\n<h2>Make most of his <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/projects\/trump-investigations-civil-criminal-tracker\/\">criminal cases<\/a><\/span> go away, at least the federal ones<\/h2>\n<p>Trump has said that \u201cwithin two seconds\u201d of taking office that he <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-fire-special-counsel-jack-smith-b0d3d24286fbe0c461a901a33ec78d62\">would fire Jack Smith<\/a><\/span>, the special counsel who has been prosecuting <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/projects\/trump-investigations-civil-criminal-tracker\/\">two federal cases against<\/a><\/span> him. Smith is already evaluating <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-jan-6-justice-department-classified-documents-01c2d54177d7c949f62a15604a27b3e0\">how to wind down<\/a><\/span> the cases because of long-standing Justice Department policy that says sitting presidents cannot be prosecuted.<\/p>\n<p>Smith charged Trump last year with <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-indicted-jan-6-investigation-special-counsel-debb59bb7a4d9f93f7e2dace01feccdc\">plotting to overturn the results of the 2020 presidential election<\/a><\/span> and <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-justice-department-indictment-classified-documents-miami-8315a5b23c18f27083ed64eef21efff3\">illegally hoarding classified documents at his Mar-a-Lago estate<\/a><\/span> in Florida.<\/p>\n<p>Trump cannot pardon himself when it comes to his state conviction in New York in a hush money case, but he could seek to leverage his status as president-elect in an effort to set aside or expunge <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-merchan-hush-money-sentencing-immunity-a4635cbd1a619b00588d1ebcc3c7b9cc\">his felony conviction<\/a><\/span> and stave off a potential prison sentence.<\/p>\n<p>A case in Georgia, where Trump was charged with election interference, will likely be the only criminal case left standing. It would probably be put on hold until at least 2029, at the end of his presidential term. <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/fulton-county-fani-willis-trump-courtney-kramer-105147df7e97766e311e5e2a12a17c90\">The Georgia prosecutor on the case just won reelection.<\/a><\/span><\/p>\n<h2>Pardon supporters who attacked the Capitol<\/h2>\n<p>More than 1,500 people have been charged since a mob of Trump supporters spun up by the outgoing president attacked the Capitol almost nearly four years ago.<\/p>\n<p>Trump launched his general election <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/donald-trump-jan-6-pardons-2024-campaign-2401ead35cb1402a7b289c2c99761373\">campaign in March by not merely<\/a><\/span> trying to rewrite the history of that riot, but positioning the violent siege and failed attempt to overturn the 2020 election as a cornerstone of his <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/election-2024\">bid to return to the White House<\/a><\/span>. As part of that, he called the rioters \u201cunbelievable patriots\u201d and promised to help them \u201cthe first day we get into office.\u201d<\/p>\n<p>As president, Trump can pardon anyone convicted in federal court, District of Columbia Superior Court or in a military court-martial. He can stop the continued prosecution of rioters by telling his attorney general to stand down.<\/p>\n<p>\u201cI am inclined to pardon many of them,\u201d Trump said on his social media platform in March when announcing the promise. \u201cI can\u2019t say for every single one, because a couple of them, probably they got out of control.\u201d <\/p>\n<h2>Dismantle the \u2018deep state\u2019 of government workers<\/h2>\n<p>Trump could begin the process of stripping tens of thousands of career employees of their civil service protections, so they could be more easily fired.<\/p>\n<p>He wants to do two things: drastically reduce the federal workforce, which he has long said is an unnecessary drain, and to \u201ctotally obliterate the deep state\u201d \u2014 perceived enemies who, he believes, are hiding in government jobs.<\/p>\n<p>Within the government, there are hundreds of politically appointed professionals who come and go with administrations. There also are tens of thousands of \u201ccareer\u201d officials, who work under Democratic and Republican presidents. They are considered apolitical workers whose expertise and experience help keep the government functioning, particularly through transitions.<\/p>\n<p>Trump wants the ability to convert some of those career people into political jobs, making them easier to dismiss and replace with loyalists. He would try to accomplish that by reviving a <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/trumpwhitehouse.archives.gov\/presidential-actions\/executive-order-creating-schedule-f-excepted-service\/\" target=\"_blank\" rel=\"noopener\">2020 executive order<\/a><\/span> known as \u201cSchedule F.\u201d The idea behind the order was to strip job protections from federal workers and create a new class of political employees. It could affect roughly 50,000 of 2.2 million civilian federal employees.<\/p>\n<p>Democratic President Joe Biden rescinded the order when he took office in January 2021. But Congress failed to pass a bill protecting federal employees. The Office of Personnel Management, the federal government\u2019s chief human resources agency, finalized <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/nam12.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.govinfo.gov%2Fcontent%2Fpkg%2FFR-2023-09-18%2Fpdf%2F2023-19806.pdf&amp;data=05%7C02%7CWWeissert%40ap.org%7C35282b67d3e846a3a1c408dc2f063e7f%7Ce442e1abfd6b4ba3abf3b020eb50df37%7C1%7C0%7C638436951252469722%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C0%7C%7C%7C&amp;sdata=ezRHe%2FczLGnaOhHWmZGzkCpoJc3HFfjnbhXlzASeLGw%3D&amp;reserved=0\" target=\"_blank\" rel=\"noopener\">a rule<\/a><\/span> last spring against reclassifying workers, so Trump might have to spend months \u2014 or even years \u2014 unwinding it.<\/p>\n<p>Trump has said he has a particular focus on \u201ccorrupt bureaucrats who have weaponized our justice system\u201d and \u201ccorrupt actors in our national security and intelligence apparatus.\u201d<\/p>\n<p>Beyond the firings, Trump wants to crack down on government officials who leak to reporters. He also wants to require that federal employees pass a new civil service test.<\/p>\n<h2>Impose tariffs on imported goods, especially those from China<\/h2>\n<p>Trump promised throughout the campaign to impose tariffs on imported goods, particularly those from China. He <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-economy-tariffs-project-2025-biden-b7fb80fd689ed773da83c80e52559b4f\">argued<\/a><\/span> that such import taxes would keep manufacturing jobs in the United States, shrink the federal deficit and help lower food prices. He also cast them as central to his national security agenda.<\/p>\n<p>\u201cTariffs are the greatest thing ever invented,\u201d Trump said during a September rally in Flint, Michigan.<\/p>\n<p>The size of his pledged tariffs varied. He proposed at least a <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/donald-trump-wins-second-term-policies-de3dcf0f173b42602b258042fd7aaafb\">10% across-the-board tariff on imported goods<\/a><\/span>, a <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-china-tariffs-taiwan-foreign-policy-7351ce1069654f1c1aefb560b36dcc17\">60% import tax on goods from China<\/a><\/span> and a <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/donald-trump-wins-second-term-policies-de3dcf0f173b42602b258042fd7aaafb\">25% tariff on all goods from Mexico<\/a><\/span> \u2014 if not more.<\/p>\n<p>Trump would likely not need Congress to impose these tariffs, as was clear in 2018, when he imposed them on steel and aluminum imports without going through lawmakers by citing Section 232 of the Trade Expansion Act of 1962. That law, <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/crsreports.congress.gov\/product\/pdf\/IF\/IF11030\" target=\"_blank\" rel=\"noopener\">according to the Congressional Research Service<\/a><\/span>, gives a president the power to adjust tariffs on imports that could affect U.S. national security, an argument Trump has made.<\/p>\n<p>\u201cWe\u2019re being invaded by Mexico,\u201d Trump said at a rally in North Carolina this month. Speaking about the new president of Mexico, Claudia Sheinbaum, Trump said: \u201cI\u2019m going to inform her on Day 1 or sooner that if they don\u2019t stop this onslaught of criminals and drugs coming into our country, I\u2019m going to immediately impose a 25% tariff on everything they send into the United States of America.\u201d<\/p>\n<h2>Roll back protections for transgender students<\/h2>\n<p>Trump said during the campaign that he would roll back Biden administration action seeking to protect transgender students from discrimination in schools on the first day of his new administration.<\/p>\n<p>Opposition to transgender rights was <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-harris-transgender-politics-61cff97a64fac581ffc5f762be4c57d3\">central to the Trump campaign\u2019s closing argument<\/a><\/span>. His campaign ran an ad in the final days of the race against Vice President Kamala Harris in which a narrator said: \u201cKamala is for they\/them. President Trump is for you.\u201d<\/p>\n<p>The Biden administration <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/title-ix-sexual-assault-transgender-sports-d0fc0ab7515de02b8e4403d0481dc1e7\">announced<\/a><\/span> new Title XI protections in April that made clear treating transgender students differently from their classmates is discrimination. Trump responded by saying he would roll back those changes, pledging to do some on the first day of his new administration and specifically noting he has the power to act without Congress.<\/p>\n<p>\u201cWe\u2019re going to end it on Day 1,\u201d Trump <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/www.pressherald.com\/2024\/05\/10\/trump-vows-to-reverse-biden-protections-for-trans-students-on-day-one\/\" target=\"_blank\" rel=\"noopener\">said<\/a><\/span> in May. \u201cDon\u2019t forget, that was done as an order from the president. That came down as an executive order. And we\u2019re going to change it \u2014 on Day 1 it\u2019s going to be changed.\u201d<\/p>\n<p>It is unlikely Trump will stop there.<\/p>\n<p>Speaking at <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-moms-for-liberty-election-2024-education-7b408b46f58c4ba6177f809c4d0b2fb2\">a Wisconsin rally in June<\/a><\/span>, Trump said \u201con Day 1&#8243; he would \u201csign a new executive order\u201d that would cut federal money for any school \u201cpushing critical race theory, transgender insanity and other inappropriate racial, sexual or political content onto the lives of our children.\u201d<\/p>\n<p>While it is likely that any of these actions would end up in court, <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/supreme-court-education-title-ix-transgender-rights-07cb05f13b4157ff6e017a559b7c8ffa\">as Biden\u2019s change to Title XI has<\/a><\/span>. Trump does have considerable power through executive orders to implement these promises.<\/p>\n<h2>Drill, drill, drill<\/h2>\n<p>Trump is looking to reverse climate policies aimed at reducing planet-warming greenhouse gas emissions.<\/p>\n<p>With an executive order on Day 1, he can roll back environmental protections, halt wind projects, scuttle the Biden administration\u2019s targets that encourage the switch to electric cars and abolish standards for companies to become more environmentally friendly.<\/p>\n<p>He has pledged to increase production of U.S. fossil fuels, promising to \u201cdrill, drill, drill,\u201d when he gets into office on Day 1 and seeking to open the Arctic wilderness to oil drilling, which he claims would lower energy costs.<\/p>\n<h2>Settle the war between Russia and Ukraine <\/h2>\n<p>Trump has repeatedly said he could settle the <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/ukraine\">war between Russia and Ukraine<\/a><\/span> in one day. <\/p>\n<p>When asked to respond to the claim, Russia\u2019s U.N. ambassador, Vassily Nebenzia, said \u201cthe Ukrainian crisis cannot be solved in one day.\u201d<\/p>\n<p>Trump\u2019s national press secretary, Karoline Leavitt, told Fox News after Trump was declared the winner of the election that Trump would now be able to \u201cnegotiate a peace deal between Russia and Ukraine.\u201d She later said, \u201cIt includes, on Day 1, bringing Ukraine and Russia to the negotiating table to end this war.\u201d<\/p>\n<p>Russia invaded Ukraine nearly three years ago. Trump, who makes no secret of his admiration for <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-zelenskyy-ukraine-russia-6e02fc7575a14d9abb64a326ffd0a4a3\">Russian President Vladimir Putin<\/a><\/span>, has criticized the Biden administration for giving money to Ukraine to fight the war.<\/p>\n<p>At a CNN town hall in May 2023, Trump said: \u201cThey\u2019re dying, Russians and Ukrainians. I want them to stop dying. And I\u2019ll have that done \u2014 I\u2019ll have that done in 24 hours.\u201d He said that would happen after he met with Ukrainian President Volodymyr Zelenskyy and Putin.<\/p>\n<h2>Begin mass deportations of migrants in the US<\/h2>\n<p>Speaking last month at his Madison Square Garden rally in New York, Trump said: \u201cOn Day 1, I will launch the largest deportation program in American history to get the criminals out. I will rescue every city and town that has been invaded and conquered, and we will put these vicious and bloodthirsty criminals in jail, then kick them the hell out of our country as fast as possible.\u201d<\/p>\n<p>Trump can direct his administration to begin the effort the minute he arrives in office, <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-mass-deportations-immigration-844f3050ba99552b900ed9f3a1dec22d\">but it\u2019s much more complicated<\/a><\/span> to actually deport the nearly 11 million people who are believed to be in the United States illegally. That would require a huge, trained law enforcement force, massive detention facilities, airplanes to move people and nations willing to accept them. <\/p>\n<p>Trump has said he would invoke the <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/www.archives.gov\/milestone-documents\/alien-and-sedition-acts\" target=\"_blank\" rel=\"noopener\">Alien Enemies Act<\/a><\/span>. That rarely used 1798 law allows the president to deport anyone who is not an American citizen and is from a country with which there is a \u201cdeclared war\u201d or a threatened or attempted \u201cinvasion or predatory incursion.\u201d<\/p>\n<p>He has spoken about deploying the National Guard, which can be activated on orders from a governor. Stephen Miller, a top Trump adviser, said sympathetic Republican governors could send troops to nearby states that refuse to participate.<\/p>\n<p>Asked about the cost of his plan, he told NBC News: \u201cIt\u2019s not a question of a price tag. It\u2019s not \u2014 really, we have no choice. When people have killed and murdered, when drug lords have destroyed countries, and now they\u2019re going to go back to those countries because they\u2019re not staying here.
