Students talk more. They actually do their work,\u201d Dominique Mayorga, a teacher who installed a sleeve in her classroom that can hold around 30 phones, said.<\/p>\n<p class=\"\">Over the summer, Florida\u2019s Broward County Public Schools made the decision to ban students from using cellphones and other communication devices for the entire school day. Students are to keep phones off or in airplane mode the entire day and relinquish them to designated areas, like Mayorga&#8217;s sleeve, during class, or face disciplinary action. The new policy, which went into effect in August, quickly sparked debate among parents, students, teachers and administrators.<\/p>\n<p class=\"\">Critics of the ban have <a href=\"https:\/\/www.sun-sentinel.com\/2024\/09\/26\/ban-on-students-use-of-phones-is-too-strict-letters-to-the-editor\/\" target=\"_blank\" rel=\"noopener\">raised safety concerns<\/a>, arguing it could hamper communication during an emergency. It&#8217;s a particularly sensitive topic in Broward County after the 2018 Parkland shooting at Marjory Stoneman Douglas High School, which is in the district.<\/p>\n<p class=\"\">Response to the ban was quick. Parents flooded the comments of posts the district made <a href=\"https:\/\/x.com\/browardschools\/status\/1820880808540041497\" target=\"_blank\" rel=\"noopener\">on X<\/a> and <a href=\"https:\/\/www.instagram.com\/p\/C-dUHHVOseS\/?utm_source=ig_web_copy_link&amp;igsh=MzRlODBiNWFlZA==\" target=\"_blank\" rel=\"noopener\">Instagram<\/a> announcing the changes, circulating a <a href=\"https:\/\/www.change.org\/p\/broward-county-public-schools-phone-removal-petition\" target=\"_blank\" rel=\"noopener\">change.org petition<\/a> asking for the school to reverse the ban. It has garnered over 25,000 signatures.<\/p>\n<p class=\"\">Carline Dumoulin, a mother of two students at Broward\u2019s Cypress Bay High School, is one of those signatories. Cellphones, she said, are \u201cthe way for us to communicate if there\u2019s any type of problems going on at school, and I don\u2019t need to go into the details \u2014 we know what\u2019s happened before.\u201d<\/p>\n<p class=\"\">Students \u201cneed to be able to communicate with the outside world, with their parents or their guardians, to let them know that there\u2019s a problem,\u201d Dumoulin added.<\/p>\n<p class=\"\">For many at Marjory Stoneman Douglas High, cellphones <a href=\"https:\/\/www.washingtonpost.com\/graphics\/2018\/lifestyle\/parkland-shooting-in-social-media\/\" target=\"_blank\" rel=\"noopener\">were an important resource<\/a> during the shooting. Some students used their devices <a href=\"https:\/\/www.abcactionnews.com\/news\/national\/sisters-exchange-texts-as-parkland-terror-unfolds\" target=\"_blank\" rel=\"noopener\">to text loved ones<\/a>, <a href=\"https:\/\/www.cnn.com\/2018\/02\/15\/us\/student-live-tweeting-florida-school-shooting-trnd\/index.html\" target=\"_blank\" rel=\"noopener\">post live updates<\/a> or even <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/social-media-videos-showed-terror-florida-shooting-left-17-dead-n848176\" target=\"_blank\" rel=\"noopener\">take pictures and videos<\/a>, some of which would <a href=\"https:\/\/www.npr.org\/sections\/ed\/2018\/02\/17\/586534079\/should-the-parkland-shooting-change-how-we-think-about-phones-schools-and-safety\" target=\"_blank\" rel=\"noopener\">later be shown<\/a> at the gunman\u2019s trial, where he was sentenced to life in prison for killing 17 students and faculty at the school.<\/p>\n<figure class=\"styles_inlineImage__yAWZ0 styles_medium__OMa6x\"><picture class=\"styles_image__1qciH\" data-testid=\"picture\"><source media=\"(min-width: 1000px)\" srcset=\"https:\/\/media-cldnry.s-nbcnews.com\/image\/upload\/t_fit-560w,f_avif,q_auto:eco,dpr_2\/rockcms\/2023-12\/231219-marjory-stoneman-douglas-mn-1020-e955a2.jpg 2x, https:\/\/media-cldnry.s-nbcnews.com\/image\/upload\/t_fit-560w,f_auto,q_auto:best\/rockcms\/2023-12\/231219-marjory-stoneman-douglas-mn-1020-e955a2.jpg 1x\"\/><source media=\"(min-width: 320px)\" srcset=\"https:\/\/media-cldnry.s-nbcnews.com\/image\/upload\/t_fit-760w,f_avif,q_auto:eco,dpr_2\/rockcms\/2023-12\/231219-marjory-stoneman-douglas-mn-1020-e955a2.jpg 2x, https:\/\/media-cldnry.s-nbcnews.com\/image\/upload\/t_fit-760w,f_auto,q_auto:best\/rockcms\/2023-12\/231219-marjory-stoneman-douglas-mn-1020-e955a2.jpg 1x\"\/><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/media-cldnry.s-nbcnews.com\/image\/upload\/t_fit-760w,f_auto,q_auto:best\/rockcms\/2023-12\/231219-marjory-stoneman-douglas-mn-1020-e955a2.jpg\" alt=\"Marjory Stoneman Douglas High School in Parkland, Fla.\" height=\"1667\" width=\"2500\"\/><\/picture><figcaption class=\"caption styles_caption__Pe5JC\" data-testid=\"caption\"><span class=\"caption__container\" data-testid=\"caption__container\">Marjory Stoneman Douglas High School in Parkland, Fla.<\/span><span class=\"caption__source\" data-testid=\"caption__source\">Rhona Wise \/ AFP via Getty Images file<\/span><\/figcaption><\/figure>\n<p class=\"\">Broward County school board member Lori Alhadeff said she understands parents\u2019 safety concerns all too well: She lost her 14-year-old daughter Alyssa in the Parkland shooting.<\/p>\n<p class=\"\">But Alhadeff supports the ban, explaining that emergency protocols are in place to help alleviate those concerns. In schoolwide emergencies, for example, <a href=\"https:\/\/www.browardschools.com\/wirelessdevices\" target=\"_blank\" rel=\"noopener\">district policy<\/a> says students will be able to access their devices from the place that their teacher has designated.<\/p>\n<p class=\"\">\u201cOn Feb. 14 [of 2018], all I wanted to do was hear from Alyssa. I texted Alyssa during that day, told Alyssa to run and hide, that help was on the way,\u201d Alhadeff said. \u201cI know it\u2019s scary, but we have and will communicate with parents as soon as possible to let them know that their kids are safe.\u201d<\/p>\n<p class=\"\">But Alhadeff said she\u2019s open to adjusting the rules as time goes on. \u201cI talked to students. I heard them loud and clear that they would like to use their phone during lunch and transition times and study halls,\u201d she said. \u201cAnd I\u2019m absolutely open to the conversation.\u201d<\/p>\n<h2 class=\"\"><strong>A full ban<\/strong><\/h2>\n<p class=\"\">The cellphone ban was put in place to adhere to <a href=\"https:\/\/laws.flrules.org\/2023\/36\" target=\"_blank\" rel=\"noopener\">a new law <\/a>signed by Florida Gov. Ron DeSantis in May 2023. The law restricts the use of all wireless communication devices in public school classrooms, saying that they must be powered off during instructional time and placed in an area designated by the teacher. <\/p>\n<p class=\"\">Florida\u2019s law is one of the first of its kind to go into effect in the U.S., but similar legislation has spread across the country, with at <a href=\"https:\/\/www.edweek.org\/technology\/which-states-ban-or-restrict-cellphones-in-schools\/2024\/06\" target=\"_blank\" rel=\"noopener\">least 15 states<\/a> including Indiana and Ohio adopting similar policies against cellphone use in public school classrooms. The most recent state to adopt restrictions was California, passing its <a href=\"https:\/\/www.gov.ca.gov\/2024\/09\/23\/governor-newsom-signs-legislation-to-limit-the-use-of-smartphones-during-school-hours\/\" target=\"_blank\" rel=\"noopener\">Phone-Free Schools Act<\/a> on Sept. 23.<\/p>\n<p class=\"\">Broward County took the Florida bill a step further and banned the use of devices for the entire school day.<\/p>\n<p class=\"\">Broward County school board member Debra Hixon was present at the meeting where the rule was approved, but had left before the vote. She said she would have voted against it because it should have allowed students to use their phones during lunch, as it is \u201ctheir time.\u201d<\/p>\n<p class=\"\">But during her time at the meeting, Hixon said, the board agreed to allow students to leave their phones on airplane mode so they could have quick access in case of emergency. Hixon, who lost her husband, Chris, in the Parkland shooting, said complaints and concerns have \u201creally leveled off\u201d and that parents understand cellphones will be easily accessible to students when needed.<\/p>\n<p class=\"\">On its website, Broward County nods to some concerns that inspired the legislation, including cyberbullying. Last year, <a href=\"https:\/\/www.local10.com\/news\/local\/2023\/01\/31\/disturbing-video-shows-violent-brawl-at-west-broward-high-school-2-teen-girls-arrested\/\" target=\"_blank\" rel=\"noopener\">a video<\/a> of several students fighting at West Broward High School circulated online, gaining thousands of views on X. Following the fight, the school\u2019s principal sent a message to parents warning that \u201cstudents who videotape\u201d fights were also at risk of disciplinary action.<\/p>\n<p class=\"\">Board member Allen Zeman is a strong proponent of maintaining the cellphone ban for the entire day. He emphasized the negative impact cellphones can have on students, including how they\u2019ve <a href=\"https:\/\/www.yalemedicine.org\/news\/social-media-teen-mental-health-a-parents-guide\" target=\"_blank\" rel=\"noopener\">worsened mental health<\/a> and caused distractions.<\/p>\n<p class=\"\">\u201cIf nobody has social media, if nobody has an ability to \u2018like you\u2019 or to do any kind of action, or to share something with you that everyone else has seen, so you have to see it too, your day is better,\u201d Zeman said. \u201cYou can breathe. You can take a little longer to enjoy a lecture or to sit on the grass and enjoy your lunch, rather than be buried in your cellphone. That\u2019s why Broward County did it from bell to bell, and it\u2019s why it\u2019s important that it\u2019s enforced for everybody.\u201d<\/p>\n<p class=\"\">Zeman also emphasized the alarming decrease in literacy rates in public schools. A report by the National Assessment of Educational Progress <a href=\"https:\/\/www.nationsreportcard.gov\/reading\/nation\/achievement\/?grade=12\" target=\"_blank\" rel=\"noopener\">found that reading test scores<\/a> have been declining since 1992.<\/p>\n<p class=\"\">Max Schachter, who lost his son Alex in the Parkland shooting and has since become an advocate for safe schools, also said he is in full support of the cellphone restrictions and believes that the safety protocols will protect students even when they are without their devices. He added that in emergency situations, students should focus on following safety procedures, not be on their phones.<\/p>\n<p class=\"\">\u201cDuring an emergency, kids should not be contacting their parents. Parents are not going to be able to do anything to help their children anyway,\u201d Schachter said.<\/p>\n<p class=\"\">The state has also taken steps to address school safety. Following the 2018 shooting, Florida passed school safety legislation creating <a href=\"https:\/\/www.fldoe.org\/safe-schools\/alyssas-alert.stml\" target=\"_blank\" rel=\"noopener\">Alyssa\u2019s Alert<\/a>, which requires schools to install a mobile alert system that will call the authorities in an emergency, as well as the <a href=\"https:\/\/www.fldoe.org\/safe-schools\/msdhs-psa.stml\" target=\"_blank\" rel=\"noopener\">Marjory Stone Douglas High School Public Safety Act<\/a>, which increased school security personnel and surveillance in public schools. The district has also invested over $2 million in installing metal detectors in its schools.<\/p>\n<h2 class=\"\"><strong>Classrooms and hallways<\/strong><\/h2>\n<p class=\"\">Keeping students off their phones when outside of classrooms has proven hard to enforce.\u00a0<\/p>\n<p class=\"\">Two teachers and a student who spoke to NBC News said that inside the classroom, the rules have been in full force, but passing periods and lunch are where things get murky. A spokesperson said the district has been collecting survey data that will be reviewed in November to assess how the ban has been going.<\/p>\n<p class=\"\">Leo Jimenez, a science teacher at Cooper City High School, said enforcement during class has been going well and that he has seen improvement in his students\u2019 focus during class time. He already had rules regarding cellphone use in his classroom before the ban, he added, and the district rule has helped back him up.<\/p>\n<p class=\"\">However, during lunch and passing periods, Jimenez said, it\u2019s been rare to see enforcement, and he doesn\u2019t believe many other schools have been enforcing it during those times either.<\/p>\n<p class=\"\">\u201cIt\u2019s a battle that I don\u2019t think anybody wants to fight.\u201d Jimenez said.<\/p>\n<p class=\"\">Board member Hixon said that she has been hearing similar things about enforcement of the rules.<\/p>\n<p class=\"\">\u201cIn the hallways, they\u2019re using it, and they\u2019re just not really doing it to the fidelity of the law,\u201d Hixon said. \u201cAgain, my concern [is] with the lunchtime restriction, because who\u2019s supposed to be monitoring and enforcing that?\u201d<\/p>\n<p class=\"\">However, board member Zeman has been hearing different feedback.<\/p>\n<p class=\"\">\u201cThe enforcement has been no issue in Broward County Schools,\u201d Zeman said. \u201cWhere we want to enforce the rules, we do a very good job of it, as do most school districts across the country.\u201d<\/p>\n<p class=\"\">The solution that many teachers have found to get students off their phones during class are cellphone pocket sleeves. Jimenez said he has installed a sleeve in his classroom, like Mayorga.<\/p>\n<p class=\"\">Marlena, a sophomore at South Broward High School, said she\u2019s seen virtually no enforcement of the rules during lunch and passing periods.<\/p>\n<p class=\"\">\u201cIf they did enforce it during their lunch and passing period, I wouldn\u2019t want that,\u201d Marlena said.<\/p>\n<h2 class=\"\">Room for improvement<\/h2>\n<p class=\"\">Mayorga, the art teacher, said she believes there\u2019s still room for improvement in enforcing the new rules, pointing to <a href=\"https:\/\/www.nytimes.com\/2023\/10\/31\/technology\/florida-school-cellphone-tiktok-ban.html\" target=\"_blank\" rel=\"noopener\">Orange County Public Schools<\/a>, another school district in Florida that has implemented a similar policy to Broward\u2019s. Mayorga said having resources such as additional school personnel to enforce the ban during lunch and passing periods, as she said Orange County has done, could help its efficacy. A Broward County Public Schools spokesperson said a variety of staff members \u2014 including administrators, security personnel and teachers \u2014 are tasked with supervising the use of cellphones in the hallways and in lunchrooms, but the number of staff assigned to the role is determined by each school.<\/p>\n<p class=\"\">In Broward County, the conversation around the ban is set to continue.
