In the months leading up to the election, Elon Musk put his full weight behind the Maga movement, advocated for Trump on major podcasts and used his <a href=\"https:\/\/www.theguardian.com\/technology\/2024\/nov\/04\/elon-musk-x-network-donald-trump\" data-link-name=\"in body link\">influence over X to shape political discourse<\/a>. Musk\u2019s America Pac <a href=\"https:\/\/www.washingtonpost.com\/politics\/2024\/10\/25\/elon-musk-donald-trump-donation\/\" data-link-name=\"in body link\">injected nearly $120m<\/a> into the former president\u2019s campaign.<\/p>\n<p class=\"dcr-1eu361v\">Now, Trump is looking to return the favor. Speaking with reporters last month, he said he would appoint Musk as \u201c<a href=\"https:\/\/nypost.com\/2024\/10\/14\/us-news\/trump-ill-appoint-elon-musk-the-secretary-of-cost-cutting\/\" data-link-name=\"in body link\">secretary of cost-cutting<\/a>\u201d. Musk, for his part, has joked he would be interested in serving as head of the \u201cDepartment of Government Efficiency\u201d (Doge) with a stated goal of reducing government spending by $2tn. Practically speaking, experts say those cost cuts could result in deregulation and policy changes that would directly impact Musk\u2019s universe of companies, particularly Tesla, SpaceX, X and Neuralink.<\/p>\n<p class=\"dcr-1eu361v\">Trump administration officials, eager to maintain Musk\u2019s support, may similarly loosen rules and reassign federal government officials to benefit Musk\u2019s interests. It\u2019s an explicit, openly transactional relationship unlike any seen in recent US political memory, experts said.<\/p>\n<p class=\"dcr-1eu361v\">\u201cWe\u2019ve seen lobbying efforts, we\u2019ve seen Super Pacs, but this is a different level we\u2019ve never seen before,\u201d said Gita Johar, a professor at Columbia Business School. \u201cThere will be some quid pro quo where he [Musk] will benefit.\u201d<\/p>\n<p class=\"dcr-1eu361v\">Pausing for a moment, Johar added: \u201c\u2018Conflict of interest\u2019 seems rather quaint.\u201d<\/p>\n<h2 id=\"trump-bad-for-electric-vehicles-good-for-elon\" class=\"dcr-12ibh7f\">Trump: bad for electric vehicles, good for Elon<\/h2>\n<p class=\"dcr-1eu361v\">Tesla is already reaping the benefits of a second Trump administration. On Wednesday, just hours after the Associated Press official called the race in favor of Trump, the car company\u2019s <a href=\"https:\/\/autos.yahoo.com\/tesla-surges-13-market-sees-002917585.html?guce_referrer=aHR0cHM6Ly93d3cuZ29vZ2xlLmNvbS8&amp;guce_referrer_sig=AQAAABdXnOTnXgvqV4ZpIoOMayDxyYm-iZ6r62fAJu7VB4E2pOHNZXuDJ0zmTL3085LE3d53HVjwro_AIPayLnwkPxq3sApf9dFuqV64Zz8GUKniSCs-D04jmFYcj2fe18kmNvfFTMnhDNaynn6Bm4ZKwXhy89_AhMhTxDrnFyAjvxEI\" data-link-name=\"in body link\">stock shot up 13%<\/a> to a 52-week high. By the end of the week, Tesla reached $1tn in market capitalization, its highest valuation in two years. Musk\u2019s own fortune shot up $26bn with the stock.<\/p>\n<p class=\"dcr-1eu361v\">That might seem odd considering the former president\u2019s vocal disdain for electric vehicles. In recent years, the president-elect has referred to efforts to promote environmentally friendly cars as a \u201c<a href=\"https:\/\/www.bloomberg.com\/news\/videos\/2024-07-19\/trump-pledges-to-end-the-green-new-scam-video\" data-link-name=\"in body link\">Green New Scam<\/a>\u201d and claimed EVs simply \u201cdon\u2019t work.\u201d He has also pledged he would end Joe Biden\u2019s \u201celectric vehicle mandate\u201d on his first day in office. Biden has implemented tax credits and emissions standards that favor electric vehicles.<\/p>\n<p class=\"dcr-1eu361v\">But Trump\u2019s hardline rhetoric against EVs started to soften almost immediately after Musk pledged his support for the candidate. Trump himself has been explicit about the reason for his shifting outlook.<\/p>\n<p class=\"dcr-1eu361v\">\u201cI\u2019m for electric cars,\u201d Trump <a href=\"https:\/\/www.businessinsider.com\/trump-electric-vehicles-elon-musk-endorsement-2024-8\" data-link-name=\"in body link\">said during a campaign event in August<\/a>. \u201cI have to be, because Elon endorsed me very strongly.\u201d<\/p>\n<p class=\"dcr-1eu361v\">Still, experts agreed a Trump administration will likely roll back tax credits for consumers looking to buy new electric vehicles. That would hurt newer EV startups and legacy carmakers that are still trying to bring down the costs of manufacturing their vehicles. Though auto tariffs could help insulate Tesla from cheap, competitive Chinese electric vehicles entering US markets from the likes of BYD, stiff import taxes would simultaneously make it much more expensive to manufacture new cars. Tesla\u2019s supply chain is <a href=\"https:\/\/asia.nikkei.com\/Business\/Automobiles\/Tesla-relies-on-China-for-40-of-battery-supply-chain-analysis\" data-link-name=\"in body link\">highly dependent on goods and materials from China<\/a>. Steel tariffs would likely drive up the cost to produce the company\u2019s Cybertruck, while tariffs impacting rare earth metals and minerals sourced from China would also drive up costs of semiconductors crucial to powering the fleet\u2019s cameras and sensors.<\/p>\n<p class=\"dcr-1eu361v\">\u201cIf there is a general tariff, the price of those will skyrocket,\u201d George Mason University Mercatus Center research fellow Matt Mittelsteadt said in an interview. \u201cYou can\u2019t re-shore what you can\u2019t make.\u201d <a href=\"https:\/\/www.theguardian.com\/technology\/tesla\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Tesla<\/a> did not respond to requests for comment.<\/p>\n<h2 id=\"clearing-a-road-for-musks-autonomous-vehicles\" class=\"dcr-12ibh7f\">Clearing a road for Musk\u2019s autonomous vehicles<\/h2>\n<p class=\"dcr-1eu361v\">Experts say Musk\u2019s role in the Trump administration could help chart the path for Tesla\u2019s autonomous vehicle rollout. The company is currently being <a href=\"https:\/\/www.cnbc.com\/2024\/10\/18\/tesla-faces-nhtsa-investigation-of-full-self-driving-after-fatal-collision.html\" data-link-name=\"in body link\">investigated by the National Highway Traffic Safety Administration<\/a> (NHTSA) over the role its Autopilot and \u201cfull-self driving\u201d features may have played in a spate of accidents, including more than two dozen fatal ones. A Trump administration favorable toward Musk\u2019s business interest could wind down those investigations.<\/p>\n<p class=\"dcr-1eu361v\">\u201cThe specific worry with Musk and NHTSA is that the Trump administration might influence the decisions that civil servants are making to benefit the business interests of Tesla,\u201d Cardozo School of Law professor and tech regulation expert Matthew Wansley said.<\/p>\n<p class=\"dcr-1eu361v\">Musk has also explicitly said he would try to leverage his influence in a Trump administration to streamline regulations around fully autonomous \u201cdriverless\u201d vehicles like those operated by Waymo and Cruise. Though Tesla vehicles aren\u2019t currently capable of the same level of autonomy, Musk recently revealed the concept for a more advanced \u201c<a href=\"https:\/\/www.theguardian.com\/technology\/2024\/oct\/11\/elon-musk-unveils-tesla-cybercab-self-driving-robotaxi\" data-link-name=\"in body link\">Cybercab<\/a>\u201d robotaxi he says will operate without a steering wheel.<\/p>\n<p class=\"dcr-1eu361v\">Current safety regulation for this level of autonomous vehicles varies by state and generally require years of testing with humans behind the wheel. Musk advocated for a \u201cfederal approval process\u201d that would preempt those strict state rules <a href=\"https:\/\/finance.yahoo.com\/news\/elon-musk-touts-influence-under-135354396.html\" data-link-name=\"in body link\">during a third-quarter Tesla earnings call<\/a>. If that weaker federal process were to be approved, Tesla may have a shorter climb to catch up with more advanced competitors.<\/p>\n<h2 id=\"spacex-could-win-lucrative-government-contracts-for-a-starlink-rollout-and-a-mars-mission\" class=\"dcr-12ibh7f\">SpaceX could win lucrative government contracts for a Starlink rollout and a Mars mission<\/h2>\n<p class=\"dcr-1eu361v\">Few of Musk\u2019s endeavors have benefited as directly from government partnerships in recent years as SpaceX. The private space company secured a $3bn federal contract <a href=\"https:\/\/www.the-independent.com\/space\/space-nasa-moon-lander-starship-b1833111.html\" data-link-name=\"in body link\">in 2021<\/a>. It is currently competing with Jeff Bezos\u2019 Blue Origin for a<a href=\"https:\/\/spacenews.com\/blue-origin-spacex-ula-win-5-6-billion-in-pentagon-launch-contracts\/\" data-link-name=\"in body link\"> series of contracts with the US Space Force<\/a> worth some $5.6bn. Musk has already asked Trump to appoint SpaceX employees to top government positions, according to the <a href=\"https:\/\/www.nytimes.com\/2024\/11\/06\/us\/politics\/elon-musk-trump-benefits.html\" data-link-name=\"in body link\">New York Times<\/a>.<\/p>\n<p class=\"dcr-1eu361v\">Experts agreed Musk\u2019s relationship with Trump would strengthen its position as a top contender for space contracts. Mittelsteadt says recent Republican opposition to the Biden administration\u2019s beleaguered rural <a href=\"https:\/\/www.politico.com\/news\/2024\/09\/18\/senate-republicans-ding-harris-role-as-broadband-czar-00179855\" data-link-name=\"in body link\">$42.45bn broadband initiative<\/a> could also open up a new path for SpaceX\u2019s Starlink satellite internet service. A GOP-led Federal Communications Commission, Mittelsteadt argued, could decide to pay SpaceX to expand Starlink access nationwide. Equally as often, he has criticized the Federal Aviation Administration (FAA) for bureaucratic \u201csuperfluous delays.\u201d A favorable Trump administration could feel motivated to soften those rules and guidelines, experts said. <a href=\"https:\/\/www.theguardian.com\/science\/spacex\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">SpaceX<\/a> did not respond to a request for comment.<\/p>\n<h2 id=\"trump-could-reduce-scrutiny-on-neuralink-and-x\" class=\"dcr-12ibh7f\">Trump could reduce scrutiny on Neuralink and X<\/h2>\n<p class=\"dcr-1eu361v\">Telsa and SpaceX aren\u2019t the only Musk-owned properties that stand to thrive during a second Trump term. Neuralink, Musk\u2019s brain-computer interface company, has<a href=\"https:\/\/www.cnbc.com\/2024\/02\/29\/musks-neuralink-brain-implant-company-cited-by-fda-over-animal-lab-issues.html#:~:text=U.S.%20Food%20and%20Drug%20Administration,agency%20report%20reviewed%20by%20Reuters.\" data-link-name=\"in body link\"> drawn scrutiny from the US Food and Drug Administration<\/a> over alleged issues related to record-keeping and quality controls for its animal testing. A more favorable FDA under the Trump administration could help wind down those inquiries and provide a clearer runway for the company\u2019s future experiments. Neuralink did not respond to a request for comment.<\/p>\n<p class=\"dcr-1eu361v\">X, which Musk acquired in 2020 for $44bn, could likewise benefit during a Trump term. The platform served as an important, invaluable resource for spreading pro-Trump rhetoric during the 2024 presidential campaign. Johar, whose recent research dives into X\u2019s rise, said its utility to Trump makes it unlikely to draw regulators\u2019 ire under him.<\/p>\n<p class=\"dcr-1eu361v\">\u201cI don\u2019t see any guardrails going up in terms of verifying the truth of information that\u2019s already gone by the wayside since X was taken over,\u201d said Johar.<\/p>\n<h2 id=\"conflict-of-interest-seem-rather-quaint\" class=\"dcr-12ibh7f\">\u2018Conflict of interest seem rather quaint\u2019<\/h2>\n<p class=\"dcr-1eu361v\">The scope of Musk\u2019s influence in the Trump administration and US politics more broadly is just beginning. The billionaire said last week in a conversation livestreamed on X that he will <a href=\"https:\/\/newrepublic.com\/post\/188045\/elon-musk-2024-election-meddling-pac-plans\" data-link-name=\"in body link\">continue pouring money into America PAC<\/a>, his organization founded this summer to support Trump\u2019s bid for president, and has plans to \u201cweigh in heavily\u201d on future elections like the 2026 midterms.<\/p>\n<p class=\"dcr-1eu361v\">\u201cIt\u2019s impossible to imagine how much influence <a href=\"https:\/\/www.theguardian.com\/technology\/elon-musk\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Elon Musk<\/a> could have in this administration because there\u2019s no precedent,\u201d University of California Berkeley professor Dan Schnur said. \u201cHe could have spent over a billion dollars, and it would\u2019ve still been an incredibly savvy investment for him.\u201d<\/p>\n<p class=\"dcr-1eu361v\">Experts speaking to the Guardian unanimously agreed Musk\u2019s potential efforts to influence policies that could directly impact his business would constitute a clear conflict of interest. Whether or not the billionaire faces substantive penalties, however, remains to be seen. Musk and the allied Trump administration could face a barrage of lawsuits alleging misconduct, but litigation alone may not prevent Musk from achieving his preferred policy agenda, experts predicted.<\/p>\n<p class=\"dcr-1eu361v\">\u201cThere are all sorts of potential conflicts of interest. The question is whether that bothers Trump or not,\u201d Schnur said. \u201cIt\u2019s a reasonable bet to assume that it does not.\u201d<\/p>\n<p class=\"dcr-1eu361v\">Musk has said he would attempt to trim $2tn in government spending if appointed to the cost-cutting position in the Trump White House. Though he hasn\u2019t fully outlined how he would achieve such a goal, the billionaire has suggested much of that belt-tightening could come from eliminating what he sees as redundant government workers and reducing overly burdensome regulations. But Mittelstead says Musk will likely face an uphill battle if tries to apply a \u201cmove fast and break things\u201d attitude toward US government positions.<\/p>\n<p class=\"dcr-1eu361v\">\u201cThe type of cost-cutting, slash-and-burn approach that he brought to Twitter is not possible in the public sector,\u201d Mittelstead said.<\/p>\n<p class=\"dcr-1eu361v\">It\u2019s also an open question as to whether or not Musk and Trump\u2019s newfound relationship can withstand the weight of two notoriously volatile personalities. Musk made headlines in 2017 when he <a href=\"https:\/\/www.theverge.com\/2017\/6\/1\/15726292\/elon-musk-trump-advisory-council-paris-climate-decision\" data-link-name=\"in body link\">stepped down from a pair of Trump advisory councils <\/a>after disagreeing with the then-president decision to exit the Paris Climate Accords.
