Instead, he is poised to revive his \u201cdrill baby, drill\u201d agenda to cash in on more American oil and gas.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w000j3b6m6y8jhvgs@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A U-turn on US climate policy could be disastrous for the planet, as it raises the risk of emulation. When America does something on the world stage, at least some countries tend to follow.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w000k3b6mccz1rln0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cParis is one of those agreements where you need a critical mass of economic powers and emitters, past and present, to actually be able to address this challenge,\u201d said Oli Brown, an associate fellow at the London-based think tank Chatham House.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w000l3b6mqi4yr44j@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Ahead of Trump\u2019s inauguration, negotiators will ramp down their expectations in terms of what\u2019s possible at the talks, he said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w000m3b6mc4m3rmf3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cAnd it will allow big emitters to not take the kind of ambitious action that\u2019s needed, because they don\u2019t want to be at a competitive disadvantage to the US, if the US is unburdened by any sense of collective responsibility,\u201d he told CNN.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w000n3b6mx09nt6br@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The sheer amount of extra carbon pollution from an America unbound by any climate agreement is worrying enough. America is the second-biggest polluter of planet-heating carbon and it produces more oil than any other nation.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w000o3b6me1eh7gqf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But the real sting is, that as the world\u2019s biggest economy, the US has more power than any other country to fund climate change action in the developing world. Even if it stays in the Paris Agreement, an \u201cAmerica First\u201d Trump administration is unlikely to be more generous with grants and loans for other countries\u2019 green transition.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w000p3b6m7d5k5uli@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            That alone sets the talks up for failure \u2013 their main aim was to agree a new, larger sum of money to help developing nations build clean energy systems and to adapt to worsening extreme weather, like heat waves, floods, drought, storms and wildfires.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w000r3b6me6uvtokl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The COP29 talks were already shaping up to be lackluster. It\u2019s the third year in a row that they\u2019ve been held in a petrostate. Mukhtar Babayev, a state-oil company veteran, will preside over the event.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w000t3b6mt8lmcmh9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            More striking than the list of leaders making opening remarks is the list of those who won\u2019t bother going at all: US President Joe Biden, France\u2019s Emmanuel Macron, European Union chief Ursula Von Der Leyen and even Claudia Sheinbaum, the climate scientist-turned-president of Mexico.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3c43iky00003b6m53i4luef@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A number of leaders who were scheduled to go have since pulled out. German Chancellor Olaf Scholz canceled his appearance after his fragile three-way coalition government collapsed last week. Dutch Prime Minister Dick Schoof withdrew to deal with his own domestic crisis, <a href=\"https:\/\/www.cnn.com\/2024\/11\/07\/europe\/israel-soccer-fans-attacked-amsterdam-intl-hnk\/index.html\">as violent clashes erupted in Amsterdam<\/a> around a football match contested by Israeli team Maccabi Tel Aviv. President Luiz In\u00e1cio Lula da Silva, who will host the climate talks next year in Brazil, bowed out after a head injury. Back-to-back hurricanes supercharged by unprecedented ocean heat <a href=\"https:\/\/eu.usatoday.com\/story\/news\/weather\/2024\/10\/15\/hurricane-deaths-2024-helene-milton-atlantic-season\/75678995007\/#:~:text=Data%20from%20the%20National%20Hurricane,and%20islands%20in%20the%20Caribbean.\" target=\"_blank\" rel=\"noopener\">has killed more than 300<\/a> people in America this season alone.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w000w3b6mgb2o2gr4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The worry now is that with so little steam and an absent US, other countries may consider<strong> <\/strong>exiting Paris too.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w000x3b6m2xex4v3t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Jonathan Pershing, who served as deputy climate envoy at the start of the Biden administration, however, says the worst outcome is more likely a hit to America\u2019s reputation on the global stage for flip-flopping on its promises.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w000y3b6m5nq2wy5n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            He pointed out that it took a whole year for the Biden administration to regain the trust of its allies on climate after Trump\u2019s previous withdrawal from the agreement.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w000z3b6mrf904hs9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt\u2019s a depressing story,\u201d he said. \u201cIt\u2019s a consequence of the United States, which has exercised a leadership role, abdicating that role.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w00103b6msyh68b7c@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Another concern among climate advocates has been that an absent US climate leader would open the door for China to step in and gain more global influence.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w00113b6mq92opyhq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            China is rapidly shifting its credentials as a major problem to the climate to one of its biggest solutions. It\u2019s building wind and solar farms at a blistering pace \u2013 faster than any other country on the planet \u2013 and selling them to all corners of the globe. The country is constructing nearly two-thirds of the world\u2019s utility-scale solar and wind power.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w00123b6myoso0lju@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The European Union will have to step up, too to fill the void left by the US.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w00133b6mpl3sb9ut@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI like to think about global climate politics as a tricycle: the EU, China and the US,\u201d said Li Shuo, director of the China climate hub at the Asia Society Policy Institute.\u202f\u201cYou need at least two wheels to function at any given time. We just missed one wheel, and we need the other two to roll and carry us on.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w00143b6mi8vhnkv4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            That\u2019s what happened in Trump\u2019s first term. America\u2019s traditional allies simply waited it out and reengaged with the US after he lost the 2020 vote. But in 2024, there\u2019s a greater sense of urgency, and climate inaction for another four years is a more dangerous prospect in a world with even more instability.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w00153b6mzfcznblt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            At the end of this year, the world will be at the mid-point of what science shows is a crucial decade for turning the tide on climate change. Fossil fuel pollution must be halved over that 10-year period to have any hope of avoiding crashing through the 1.5-degree warming threshold, beyond which humans will struggle to adapt.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w00163b6maw7mos0y@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The world is already 1.3 degrees warmer than it was before humans started burning fossil fuels at an industrial scale. Even if all the countries in the Paris Agreement cut carbon pollution by as much as they have pledged, at best they could limit warming to 1.9 degrees, <a href=\"https:\/\/www.unep.org\/resources\/emissions-gap-report-2024\" target=\"_blank\" rel=\"noopener\">according to a recent UN report<\/a>. Their actual actions put the world on course for 2.3 degrees of temperature rise.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w00173b6mgw3alsfg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            As climate scientists so often say, every fraction of a degree matters.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w00183b6mohopsup9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Extreme heat waves that occurred once in every 50 years at the start of the 20th century with 1 degree of global warming, for example, now occur once every 10, said Joeri Rogelj, a climate professor at Imperial College London.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w00193b6m7si7hajm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            At 1.5 degrees, a similar heat wave would happen once every six years, and at 2 degrees, it would be every four.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w001a3b6myxi63ifa@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cSo, something that for our great-grandparents was a unique extreme weather event, a once-in-a-lifetime challenge to deal with, will now become pretty much a regular occurrence at 2 degrees of warming,\u201d Rogelj told CNN.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6w001b3b6mjgj32ygv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            That might not be a huge problem for people who work in air-conditioned offices and homes, and who travel around in air-conditioned cars, but for poorer communities and those in developing countries, it\u2019s an especially stressful future to imagine.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3bpmc6x001c3b6m6ndat7vn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIf you\u2019re working outside, engaged in heavy physical activity, and you live in homes that are poorly insulated, and you don\u2019t have necessarily the financial means to pay for the additional energy for cooling, you will experience this heat very differently,\u201d Rogelj said. \u201cIt\u2019s clear that it will hit the poorest and most vulnerable segments of our population the hardest.\u201d\n    <\/p>\n<\/p><\/div>\n<p><script async src=\"https:\/\/pagead2.googlesyndication.com\/pagead\/js\/adsbygoogle.js?client=ca-pub-3711241968723425\"\r\n     crossorigin=\"anonymous\"><\/script>\r\n<ins class=\"adsbygoogle\"\r\n     style=\"display:block\"\r\n     data-ad-format=\"fluid\"\r\n     data-ad-layout-key=\"-fb+5w+4e-db+86\"\r\n     data-ad-client=\"ca-pub-3711241968723425\"\r\n     data-ad-slot=\"7910942971\"><\/ins>\r\n<script>\r\n     (adsbygoogle = window.adsbygoogle || []).push({});\r\n<\/script><br \/>\n<br \/><div data-type=\"_mgwidget\" data-widget-id=\"1660802\">\r\n<\/div>\r\n<script>(function(w,q){w[q]=w[q]||[];w[q].push([\"_mgc.load\"])})(window,\"_mgq\");\r\n<\/script>\r\n<br \/>\n<br \/><a href=\"https:\/\/www.cnn.com\/2024\/11\/11\/climate\/cop29-climate-talks-trump\/index.html\">Source link <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>CNN \u00a0\u2014\u00a0 America\u2019s allies and foes alike have spent the past five days speculating about what Donald Trump\u2019s re-election will mean for their economies, security and the world\u2019s grinding wars. &hellip;
