It was heartbreaking. It was wrong. And it should never have happened,\u201d Luxon said, as he spoke to lawmakers and a public gallery packed with survivors of the abuse.<\/p>\n<p>An estimated 200,000 people in state, foster and faith-based care suffered \u201cunimaginable\u201d abuse over a period of seven decades, <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/new-zealand-abuse-catholic-church-foster-care-8205b789d5271ea4633edada19f860ae\">a blistering report released in July said<\/a><\/span> at the end of the largest inquiry ever undertaken in New Zealand. They were disproportionately M\u0101ori, New Zealand\u2019s Indigenous people.<\/p>\n<p>\u201cFor many of you it changed the course of your life, and for that, the government must take responsibility,\u201d Luxon said. He said he was apologizing for previous governments too.<\/p>\n<p>In foster and church care \u2014 as well as in state-run institutions, including hospitals and residential schools \u2014 vulnerable people \u201cshould have been safe and treated with respect, dignity and compassion,\u201d he added. \u201cBut instead, you were subjected to horrific abuse and neglect and in some cases torture.\u201d<\/p>\n<p>The findings of the six-year investigation believed to be <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/abuse-new-zealand-church-state-care-foster-faith-1927b24cff8036b673e767c2a2660a08\">the widest-ranging of comparable probes worldwide<\/a><\/span> were a \u201cnational disgrace,\u201d the inquiry\u2019s report said. New Zealand\u2019s investigation followed two decades of such inquiries around the globe as nations struggle to reckon with <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/foster-care-abuse-children-treatment-vivant-investigation-c254abe242ea9d7da62c80853b86d62a\">authorities\u2019 transgressions against children<\/a><\/span> removed from their families and placed in care.<\/p>\n<p>Of 650,000 children and vulnerable adults in New Zealand\u2019s state, foster, and church care between 1950 and 2019 \u2014 in a country that today has a population of 5 million \u2014 nearly a third endured physical, sexual, verbal or psychological abuse. Many more were exploited or neglected. <\/p>\n<p>\u201cWe will never know that true number,\u201d Chris Hipkins, the leader of the opposition, told Parliament. \u201cMany people entering into state and faith-based institutions were undocumented. Records were incomplete, they\u2019ve gone missing, and in some cases, yes, they were deliberately destroyed.\u201d<\/p>\n<p>In response to the findings, New Zealand\u2019s government agreed for the first time that historical treatment of some children in a notorious state-run hospital amounted to torture \u2014 a claim successive administrations had rejected.<\/p>\n<p>\u201cI am deeply sorry that New Zealand did not do better by you. I am sorry you were not believed when you came forward to report your abuse,\u201d Luxon said. \u201cI am sorry that many abusers were not made to face justice which meant that other people experienced abuse that could have been prevented.\u201d<\/p>\n<p>His government was working on 28 of the inquiry\u2019s 138 recommendations, Luxon said, although he did not yet have concrete details on financial redress, which the inquiry had exhorted since 2021 and said could run to billions of dollars. <\/p>\n<p>Luxon was decried by some survivors and advocates earlier Tuesday for not divulging compensation plans alongside the apology. He told Parliament a single redress system would be established in 2025.<\/p>\n<p>He did not, however, suggest a figure for the amount the government expected to pay. <\/p>\n<p>\u201cThere will be a big bill, but it\u2019s nothing compared to the debt we owe those survivors and it must not be the reason for any further delay,\u201d said Hipkins, the opposition leader.<\/p>\n<p>Survivors began to arrive at Parliament hours before the apology, having won spots in the public gallery \u2014 which only seats about 200 people \u2014 by ballot. Some were reluctant to accept the state\u2019s words, because they said the scale of the horror was not yet fully understood by lawmakers and public servants.<\/p>\n<p>Jeering was so loud during an apology from the country\u2019s solicitor-general that her speech was inaudible. Others called out or left the room in tears while senior public servants from relevant health and welfare agencies spoke before Luxon\u2019s remarks. <\/p>\n<p>Survivors invited to give speeches were required to do so before Luxon\u2019s apology \u2014 rather than in response to it, said Tu Chapman, one of those asked to speak.<\/p>\n<p>\u201cRight now I feel alone and in utter despair at the way in which this government has undertaken the task of acknowledging all survivors,\u201d she told a crowd at Parliament. <\/p>\n<p>The abuse \u201cripped families and communities apart, trapping many into a life of prison, incarceration, leaving many uneducated,\u201d said Keith Wiffin \u2014 a survivor of abuse in a notorious state-run boys\u2019 home. \u201cIt has tarred our international reputation as an upholder of human rights, something this nation likes to dine out on.\u201d<\/p>\n<p>The inquiry\u2019s recommendations included seeking apologies from state and church leaders, among them Pope Francis. It also endorsed creating offices to prosecute abusers and enact redress, renaming streets and monuments dedicated to abusers, reforming civil and criminal law, rewriting the child welfare system and searching for unmarked graves at psychiatric facilities.<\/p>\n<p>Its writers were scathing about how widely the abuse \u2014 and the identities of many abusers \u2014 were known about for years, with nothing done to stop it. <\/p>\n<p>\u201cThis has meant you have had to re-live your trauma over and over again,\u201d said Luxon. \u201cAgencies should have done better and must commit to doing so in the future.\u201d<\/p>\n<p>He did not concede that public servants or ministers in his government who had denied state abuse was widespread when they served in previous administrations should lose their jobs. Luxon has also rejected suggestions by survivors that policies he has enacted which disproportionately target M\u0101ori \u2014 such as crackdowns on gangs and the establishment of military-style boot camps for young offenders \u2014 undermine his government\u2019s regret about the abuse.<\/p>\n<p>M\u0101ori are over-represented in prisons and gangs.
