The state-owned curriculum is optional. It stems from <a href=\"https:\/\/tea.texas.gov\/academics\/instructional-materials\/house-bill-1605\/house-bill-1605-and-imra\" target=\"_blank\" rel=\"noopener\">House Bill 1605<\/a>, which offers a $40 per student annual incentive to schools that adopt the materials.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3napvyf000s3b6m7timw3df@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The revised materials have been criticized as disproportionate, focusing on Christianity much more than other religions. In <a href=\"https:\/\/d1yqpar94jqbqm.cloudfront.net\/documents\/BLRLA_GK_U7_TG_ENG_4.pdf\" target=\"_blank\" rel=\"noopener\">a kindergarten lesson<\/a> about the \u201cGolden Rule,\u201d for instance, instructors are told to teach students about Jesus and his Sermon on the Mount from the Bible\u2019s New Testament. The teacher guide for that lesson briefly mentions Islam, Judaism, Hinduism and other faiths but is strongly focused on the Christian Bible. A <a href=\"https:\/\/d1yqpar94jqbqm.cloudfront.net\/documents\/BLRLA_GK_U11_TG_ENG_0.pdf\" target=\"_blank\" rel=\"noopener\">kindergarten unit about art appreciation<\/a> also includes a section dedicated to the book of Genesis and artworks inspired by it. The unit briefly mentions Islam and Judaism but primarily focuses on the story from the Christian Bible.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3nbb6kq000y3b6mzsp4mdch@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A <a href=\"https:\/\/d1yqpar94jqbqm.cloudfront.net\/documents\/BLRLA_G1_U1_TG_ENG.pdf\" target=\"_blank\" rel=\"noopener\">first grade unit<\/a> on \u201csharing stories\u201d teaches \u201cThe Parable of the Prodigal Son,\u201d from the New Testament in the Christian Bible. The <a href=\"https:\/\/d1yqpar94jqbqm.cloudfront.net\/documents\/BLRLA_G3_U4_TG_ENG_4.pdf\" target=\"_blank\" rel=\"noopener\">third grade unit on ancient Rome<\/a> features a section dedicated to the life of Jesus and Christianity in the Roman Empire. And a <a href=\"https:\/\/d1yqpar94jqbqm.cloudfront.net\/documents\/BLRLA_G5_U5_TG_ENG_0.pdf\" target=\"_blank\" rel=\"noopener\">poetry unit for fifth graders<\/a> includes psalms from the Old Testament taught alongside poems from Robert Frost and William Carlos Williams. No other texts from religious books are included in the unit.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3naargs000b3b6mhtbmz8pf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The proposed materials \u201cviolate the separation of church and state and the academic freedom of our classroom, but also the sanctity of the teaching profession,\u201d said Texas AFT, a union that represents over 60,000 public school educators and support staff across the state, <a href=\"https:\/\/www.texasaft.org\/government\/tea\/sboe-bluebonnet-learning-oer-vote-happening-next-week\/\" target=\"_blank\" rel=\"noopener\">in a news release<\/a>.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3naflm1000j3b6mgtcuaydm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The materials contain \u201can unwelcome and unnecessary quantity of Bible references,\u201d said the union.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3nik8or00133b6mytjwm27f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Texas Education Agency, alternately, said <a href=\"https:\/\/tea.texas.gov\/node\/2041111\" target=\"_blank\" rel=\"noopener\">in a May news release<\/a> that the materials \u201cwere developed using the best evidence from cognitive science to ensure teachers have access to quality, on-grade-level materials that enable teachers to focus on delivering the highest-quality instruction and providing differentiated supports to students.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3nei8tp00043b6mse5cebln@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Over 100 people testified for more than seven hours on Monday ahead of the vote, both for and against the materials. Mark Chancey, a professor of religious studies at Southern Methodist University and a Sunday school teacher, described the materials as \u201cfundamentally flawed.\u201d The lessons \u201cstill clearly privilege Christianity over other traditions\u201d and \u201cmake numerous claims that are erroneous, made up, or just plain strange,\u201d he said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3nh4pgz000k3b6ma9soawnb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Barbara Baruch, who is Jewish, testified against the materials, saying, \u201cI believe my grandkids should share our family\u2019s religion. I need help stopping the government from teaching them to be Christians.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3nh3uh6000h3b6mx9p61oel@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            She urged officials, \u201cDon\u2019t let the government interfere with anyone\u2019s religious choice.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3nfr7mo000b3b6mihm9h1id@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But Jonathan Covey, policy director at conservative group <a href=\"https:\/\/txvalues.org\/about\/\" target=\"_blank\" rel=\"noopener\">Texas Values<\/a>, testified that the Bluebonnet lessons are \u201cgrade level-appropriate instructional materials that include contextually relevant religious topics from a wide range of faiths.\u201d He added that \u201cit has always been understood that religion has a place in American civic society.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3nifjon00103b6mjmj1gpzc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Another supporter of the materials, Glenn Melvin, argued that the proposals do not violate the <a href=\"https:\/\/www.uscourts.gov\/educational-resources\/educational-activities\/first-amendment-and-religion\" target=\"_blank\" rel=\"noopener\">\u201cestablishment clause\u201d <\/a>of the First Amendment, which stipulates that \u201cCongress shall make no law respecting an establishment of religion.\u201d The clause has been interpreted many times by the US Supreme Court, including in <a href=\"https:\/\/www.uscourts.gov\/educational-resources\/educational-activities\/facts-and-case-summary-engel-v-vitale\" target=\"_blank\" rel=\"noopener\">Engel v. Vitale<\/a>, the 1960s case in which the Supreme Court ruled it unconstitutional for public schools to lead schoolchildren in prayer.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3nimf6d00153b6mp7659v95@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cJust reading some of the passages from the Bible will not cause someone to convert, as many Biblical scholars are not themselves Christian,\u201d Melvin said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3namaw5000m3b6m8vc0fe7t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In <a href=\"https:\/\/tfn.org\/cms\/assets\/uploads\/2024\/11\/11.24-OER-Analysis-Update.pdf\" target=\"_blank\" rel=\"noopener\">a report analyzing the proposed materials<\/a>, the Texas Freedom Network, a grassroots organization advocating for \u201creligious freedom, individual liberties and public education,\u201d argued that the curriculum \u201cverges on Christian proselytism insofar as its extensive, lopsided coverage of Christianity and the Bible suggests that this is the only religious tradition of any importance.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3nacd5z000g3b6m40ziy3o1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The state board revised the materials, <a href=\"https:\/\/tea.texas.gov\/about-tea\/news-and-multimedia\/news-releases\/news-2024\/texas-education-agency-releases-updated-bluebonnet-learning-instructional-materials\" target=\"_blank\" rel=\"noopener\">according to the Texas Education Agency<\/a>, after versions proposed in May 2024 came under heavy criticism. The Texas Freedom Network report notes that many of the criticisms of the May 2024 version are addressed in the revised version.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3natj8i000v3b6mcs4it8t4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Still, the revised plan \u201coveremphasizes Christianity, offering very limited coverage of other major religions and faith traditions,\u201d reads the report. \u201cThe clear implication is that Christianity is more important and deserves more attention than other religions\u2014a message public schools have no business conveying.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3nck0ov001g3b6mfcp9c95s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            <a href=\"https:\/\/www.bakerinstitute.org\/expert\/david-r-brockman\" target=\"_blank\" rel=\"noopener\">David Brockman<\/a>, a Christian theologian and professor of religion who wrote the Texas Freedom Network\u2019s report, told CNN, \u201cWithout a major overhaul of its religion coverage, the Bluebonnet curriculum is inappropriate for Texas public schools.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3nck2mx001j3b6m3msk5ymg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The materials\u2019 focus on Christianity \u201cthreatens to make non-Christian and non-religious students, parents, and teachers \u2013 as well as those who are not evangelical Christians \u2013outsiders in their own public schools.\u201d It also undermines the country\u2019s \u201cvenerable tradition of church-state separation,\u201d Brockman said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3nbcgx500113b6mutfqjztb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Shariq Ghani, executive director of <a href=\"https:\/\/minaretfoundation.com\/\" target=\"_blank\" rel=\"noopener\">the Minaret Foundation<\/a>, an organization focused on multi-faith civic engagement in Texas, told CNN, \u201cTexas is a mosaic of faith.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3nbxem100143b6mjatfcrkg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cAdults and children from every faith background contribute to the greatness of our state,\u201d he said. \u201cFocusing on just one without consideration of other faiths \u2013 it\u2019s an example of a practice we just don\u2019t do anymore here. We don\u2019t leave Texans behind.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3nd8u2y001u3b6mes1hylfu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Ghani also argued that Texas public school teachers are already \u201coverburdened\u201d with the amount of material they\u2019re expected to teach. Expecting them to teach the nuances of different world religions \u201cin their schedule would really be unreasonable,\u201d he said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3nid9i9000w3b6mmgf0t7uy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Charles Haynes, a senior fellow for religious liberty at <a href=\"https:\/\/www.freedomforum.org\/\" target=\"_blank\" rel=\"noopener\">the Freedom Forum<\/a>, told CNN that public schools must walk a fine line in teaching about religion as a part of history and culture.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3nhaiee000s3b6mxptecnrc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cOf course, the Bible is an important part of history and American society. And of course, students should learn about the Bible as literature and history in the context of a secular curriculum,\u201d he told CNN in an email. \u201cBut inserting faith-based lessons into public school classrooms, which sounds like what is intended here, is not the study of history or literature. It is religious indoctrination.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3ndpxkf00023b6mobxftvu5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The majority of Texas\u2019 population are Christian: 23.5% are evangelical Protestant, 20.3% Catholic, and 4.5% mainline Protestant, <a href=\"https:\/\/thearda.com\/us-religion\/census\/congregational-membership?y=2020&amp;y2=0&amp;t=1&amp;c=48\" target=\"_blank\" rel=\"noopener\">according to 2020 data<\/a> from the Association of Religion Data Archives, which sources data from congregations across the country. Around 1.1% of Texans belong to Muslim congregations and 0.2% to Jewish congregations, says the association.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3ncrwme001r3b6mq3180ogk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Supporters of the curriculum have argued that it\u2019s important for students to learn about the Bible in public schools because of the impact the text \u2013 as well as Christianity broadly \u2013 have had on the world. \u201cOur language is redolent with concepts, phrases and allusions drawn directly from the Bible and other touchstones of Western thought and culture that speakers and writers assume their audiences know and understand,\u201d <a href=\"https:\/\/www.the74million.org\/article\/the-case-for-texass-new-curriculum-why-bible-stories-matter-for-literacy\/\" target=\"_blank\" rel=\"noopener\">wrote Robert Pondiscio<\/a>, a senior fellow at the American Enterprise Institute, in The74, a nonprofit education-focused news outlet.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3ndbrr6001x3b6ml5ji5z9h@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Governor Greg Abbott voiced his support for the original May 2024 materials <a href=\"https:\/\/gov.texas.gov\/news\/post\/governor-abbott-statement-on-teas-new-open-education-resource-instructional-materials\" target=\"_blank\" rel=\"noopener\">in a news release<\/a>, describing them as \u201chigh-quality instructional materials\u201d that will \u201callow our students to better understand the connection of history, art, community, literature, and religion.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3ncgijt001c3b6mucx8mw57@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The vote comes as Texas has implemented other measures that incorporate Christianity into public school classrooms, like allowing schools<a href=\"https:\/\/www.cnn.com\/2023\/05\/25\/us\/texas-bill-chaplains-in-schools\/index.html\"> to hire religious chaplains<\/a> as counselors. The legislature has also <a href=\"https:\/\/www.cnn.com\/2023\/05\/24\/us\/texas-ten-commandments-bill\/index.html\">pushed to require that public school classrooms<\/a> display the Ten Commandments.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm3ncnww4001o3b6mufpb5pcy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Other Republican-controlled states have also pushed to make Christianity a part of public school classrooms.
