Ukraine\u2019s military claimed the strike hit a Russian ammunition depot.<\/p>\n<p>While the doctrine envisions a possible nuclear response by Russia to such a conventional strike, it is formulated broadly to avoid a firm commitment to use nuclear weapons and keep Putin\u2019s options open.<\/p>\n<p>Russian Foreign Minister Sergey Lavrov emphasized that the Ukrainian strike in Bryansk would have been impossible without the involvement of U.S. military experts. The attack marked a \u201cqualitatively new phase of Western war against Russia,\u201d he said on the sidelines of the G20 meeting in Brazil, warning that Moscow will \u201crespond accordingly\u201d without elaborating.<\/p>\n<p>The approval of the document demonstrates Putin\u2019s readiness to tap his nuclear arsenal to force the West to back down as Moscow presses a slow-moving offensive in Ukraine as the war <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/ukraine-russia-war-1000-days-ade5a60cf2345d694871f85df162d08a\">reached its 1,000th day<\/a><\/span>.<\/p>\n<p>Asked Tuesday if a Ukrainian attack with longer-range U.S. missiles could potentially trigger a nuclear response, Kremlin spokesman Dmitry Peskov answered affirmatively, pointing to the doctrine\u2019s provision that holds the door open for it after a conventional strike that raises critical threats for the \u201csovereignty and territorial integrity: of Russia and its ally, Belarus.<\/p>\n<p>Commenting on whether the updated doctrine was deliberately issued to follow Biden\u2019s decision, Peskov said the document was published \u201cin a timely manner\u201d and that Putin instructed the government to update it earlier this year so that it is \u201cin line with the current situation.\u201d<\/p>\n<p>Putin first announced changes in the <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-nuclear-doctrine-putin-ukraine-war-51a3a173b81168a811336e0d1fd3538c\">nuclear doctrine<\/a><\/span> in September, when he chaired a meeting discussing the proposed revisions. He has previously warned the U.S. and other NATO allies that allowing Ukraine to use Western-supplied longer-range weapons to hit Russian territory would mean that Russia and NATO are at war.<\/p>\n<p>Washington has permitted Ukraine to use the longer-range weapons on targets inside Russia after declaring that thousands of North Korean troops were deployed in the Russian region of Kursk to fight an incursion by Kyiv\u2019s forces.<\/p>\n<p>White House officials were not surprised by Putin\u2019s decision, and the U.S. has seen no change to Russia\u2019s nuclear posture, according to a U.S. National Security Council official who was not authorized to comment publicly and requested anonymity.<\/p>\n<p>As a result, the Biden administration has \u201cnot seen any reason to adjust our own nuclear posture or doctrine in response to Russia\u2019s statements today,\u201d the official added. Still, the official says the White House views it as \u201cirresponsible rhetoric.\u201d<\/p>\n<p>But the official underscored that the arrival of thousands of North Korea soldiers to take part in combat operations against Ukraine was a major escalation by Moscow that demanded a response.<\/p>\n<p>British Prime Minister Keir Starmer denounced the revised nuclear doctrine as the \u201clatest example of irresponsibility\u201d from \u201cthe depraved Russian government,\u201d according to spokesperson Camilla Marshall.<\/p>\n<p>\u201cRussia\u2019s the one that continues to escalate this war, and the use of North Korean troops is just one example of that,\u201d Marshall said. \u201cHe could remove his troops, roll back his tanks and end the onslaught and needless bloodshed in both Ukraine and Russia. \u2026 We would urge him to do so.\u201d<\/p>\n<p>German Foreign Minister Annalena Baerbock said in Warsaw that her country would not be intimidated by Russia\u2019s new policy, saying her country made the mistake of cowering in the face of Moscow\u2019s aggression in the past but would not do so again.<\/p>\n<p>The updated doctrine says an attack against Russia by a nonnuclear power with the \u201cparticipation or support of a nuclear power\u201d will be seen as their \u201cjoint attack on the Russian Federation.\u201d<\/p>\n<p>It says any massive aerial attack on Russia could trigger a nuclear response but avoids any firm commitment and mentions the \u201cuncertainty of scale, time and place of possible use of nuclear deterrent\u201d among the key principles of the nuclear deterrence.<\/p>\n<p>The document also notes that aggression against Russia by a member of a military bloc or coalition is viewed as \u201can aggression by the entire bloc,\u201d a clear reference to NATO. <\/p>\n<p>At the same time, it spells out conditions for using nuclear weapons in greater detail compared with previous versions of the doctrine, noting they could be used in case of a massive air attack involving ballistic and cruise missiles, aircraft, drones and other flying vehicles.<\/p>\n<p>The formulation appears to significantly broaden the triggers for possible nuclear weapons use compared with the document\u2019s previous version, which stated Russia could tap its atomic arsenal if case of an attack with ballistic missiles.<\/p>\n<p>President Alexander Lukashenko, who has ruled Belarus with an iron hand for more than 30 years and has relied on Russian subsidies and support, has allowed Russia to use his country\u2019s territory to send troops into Ukraine and to deploy some of its tactical nuclear weapons.<\/p>\n<p>Since Putin sent troops into Ukraine, he and other Russian voices have frequently threatened the West with Russia\u2019s nuclear arsenal to discourage it from ramping up support for Kyiv.<\/p>\n<p>Russian hawks called for toughening the doctrine for months, arguing the previous version failed to deter the West from increasing its aid to Ukraine and created the impression that Moscow would not resort to nuclear weapons.<\/p>\n<p>\u2014-<\/p>\n<p>Aamer Madhani in Washington and Vanessa Gera in Warsaw, Poland, contributed.<\/p>\n<\/p><\/div>\n<p><script>\n  window.fbAsyncInit = function() {\n      FB.init({\n              appId : '870613919693099',\n          xfbml : true,\n          version : 'v2.9'\n      });\n  };\n  (function(d, s, id){\n     var js, fjs = d.getElementsByTagName(s)[0];\n     if (d.getElementById(id)) {return;}\n     js = d.createElement(s);
