The policies might <a class=\"css-yywogo\" href=\"https:\/\/hern.house.gov\/uploadedfiles\/final_budget_including_letter_word_doc-final_as_of_march_25.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">slash funding<\/a> for Obamacare\u2019s Medicaid expansion \u2014 which added roughly <a class=\"css-yywogo\" href=\"https:\/\/www.kff.org\/affordable-care-act\/state-indicator\/medicaid-expansion-enrollment\/?currentTimeframe=0&amp;sortModel=%7B%22colId%22:%22Location%22,%22sort%22:%22asc%22%7D\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">23 million<\/a> people to the program \u2014 or require that many enrollees work in order to receive benefits.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Representative Jodey Arrington of Texas, a Republican who leads the House Budget Committee, <a class=\"css-yywogo\" href=\"https:\/\/www.washingtonpost.com\/business\/2024\/11\/18\/gop-targets-medicaid-food-stamps\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">told reporters<\/a> last week that he favored a \u201cresponsible and reasonable work requirement\u201d for Medicaid.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">And Senator John Cornyn, another Republican from Texas, <a class=\"css-yywogo\" href=\"https:\/\/subscriber.politicopro.com\/article\/2024\/11\/cornyn-gop-eye-medicaid-reform-00189689\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">said<\/a> of Medicaid, \u201cWe ought to look at whether we\u2019re doing it the right way.\u201d He said he supported \u201cblock grants,\u201d in which states get lump sums, regardless of how many people sign up for the program.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div data-testid=\"companionColumn-1\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">These ideas resurrect conservative proposals going back years, and have appeared in recent House Republican <a class=\"css-yywogo\" href=\"https:\/\/ccf.georgetown.edu\/2024\/08\/07\/this-years-house-republican-budget-resolution-also-includes-severe-medicaid-cuts\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">budget proposals<\/a> and in the high-profile policy agenda known as <a class=\"css-yywogo\" href=\"https:\/\/static.project2025.org\/2025_MandateForLeadership_FULL.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Project 2025<\/a>. Work requirements, which struggled to get off the ground in the first Trump administration, would cut federal spending by at least $100 billion over the next decade and cause 600,000 people to lose coverage, according to estimates from the <a class=\"css-yywogo\" href=\"https:\/\/www.cbo.gov\/system\/files\/2023-04\/59109-Pallone.pdf\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Congressional Budget Office<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cIf you want to avoid a debt spiral there have got to be reforms made to federal health programs,\u201d said Brian Blase, a former Trump health policy adviser who now runs Paragon Health Institute, a conservative think tank.
