The amount pleases the countries who will be paying, but not those on the receiving end.<\/p>\n<p>It\u2019s more than double the previous goal of $100 billion a year set 15 years ago, but less than a quarter of the number requested by developing nations struck hardest by extreme weather. They have angered and offended the developing world.\u201d<\/p>\n<h2>Nations are still far apart on reaching a deal<\/h2>\n<p>The proposal came from the top: the presidency of the climate talks \u2014 called COP29 \u2014 in Baku, Azerbaijan. <\/p>\n<p>Lead negotiator Yalchin Rafiyev, Azerbaijan\u2019s deputy foreign minister, said the presidency hopes to push countries to go higher than $250 billion, saying \u201cit doesn\u2019t correspond to our fair and ambitious goal. But we will continue to engage with the parties.\u201d<\/p>\n<p>Brazil responded with a higher number taken from a report by an expert financial panel appointed by the United Nations secretary-general. Brazil Environment Minister Marina Silva proposed $300 billion a year until 2035 when the number would jump to $390 billion a year.<\/p>\n<p>Brazil is set to host next year\u2019s COP30. When asked whether lack of an ambitious agreement at COP29 would put Brazil in a bad position next year, Silva said the consequences were bigger that that.<\/p>\n<p>\u201cMore than just hurting COP30, it will hurt the life of all of us and hurt the conditions that give us life on Earth,\u201d she said.<\/p>\n<p>Climate Analytics CEO Bill Hare, a veteran negotiator, said the presidency\u2019s figure is likely just the first of two or three proposals.<\/p>\n<p>\u201cWe\u2019re in for a long night and maybe two nights before we actually reach agreement on this,\u201d Hare said.<\/p>\n<p>Just like last year\u2019s initial proposal, which was soundly rejected, this plan is \u201cempty\u201d on what climate analysts call \u201cmitigation\u201d or efforts to reduce emissions from or completely quit coal, oil and natural gas, Hare said.<\/p>\n<h2>Anger at \u2018meagre\u2019 figure for climate cash<\/h2>\n<p>Tina Stege, Marshall Islands\u2019 climate envoy, called the drafts \u201cshameful.\u201d<\/p>\n<p>\u201cIt is incomprehensible that &#8230; (we) receive only sympathy and no real action from wealthy nations,\u201d she said.<\/p>\n<p>The Least Developed Countries negotiating group said they were \u201cdeeply concerned\u201d about the draft deal. \u201cIt dilutes the existing commitments of the developed countries and does not reflect the ambition needed for global climate action,\u201d their statement said.<\/p>\n<p>\u201cIt is a disgrace that despite full awareness of the devastating climate crises afflicting developing nations and the staggering costs of climate action \u2014 amounting to trillions \u2014 developed nations have only proposed a meagre $250 billion per year,\u201d said Harjeet Singh of the Fossil Fuel Non-Proliferation Treaty. <\/p>\n<p>Experts put the need at $1.3 trillion for developing countries to cover damages resulting from <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/spain-valencia-flooding-rain-climate-change-a183db96064cb5a9e82fc58c92338f38\">extreme weather<\/a><\/span>, <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/clean-power-colombia-cop29-azerbaijan-baku-muhamad-environment-oil-coal-6ce481e124b7a3725fdcb5967b66b6ae\">help those nations adapt<\/a><\/span> to a warming planet and wean themselves from fossil fuels, with more generated by each country internally.<\/p>\n<p>The amount in any deal reached at COP negotiations \u2014 often considered a \u201ccore\u201d \u2014 will <span class=\"LinkEnhancement\"><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/climate-cop29-talks-baku-money-leverage-5704a4c4c724b757446f484d03f14425\">then be mobilized or leveraged for greater climate spending<\/a><\/span>. But much of that means loans for countries drowning in debt.<\/p>\n<p>Iskander Erzini Vernoit, director of Moroccan climate think-tank Imal Initiative for Climate and Development, said \u201cthe EU and the U.S. and other developed countries cannot claim to be committed to the Paris Agreement while putting forward such amounts.\u201d <\/p>\n<p>Countries reached the Paris Agreement in 2015, pledging to keep warming below 1.5 degrees Celsius (2.7 Fahrenheit) since pre-industrial times. The world is now at 1.3 degrees Celsius (2.3 degrees Fahrenheit), according to the U.N.<\/p>\n<p>Activists were angered, too. Several dozen marched in silence outside the halls where delegates meet, raising and crossing their arms in front of themselves to indicate rejection of the draft text.<\/p>\n<p>Nikki Reisch, director of the climate and energy program at the Center for International Environmental Law, said the offering was unacceptable not just because the money is low, but because \u201cit\u2019s really designed to escape and evade the legal obligation that developed countries have\u201d to pay for the climate change they have largely caused.<\/p>\n<h2>Rich countries call for realism<\/h2>\n<p>Switzerland environment minister Albert R\u00f6sti said it was important that the climate finance number is realistic.<\/p>\n<p>\u201cI think a deal with a high number that will never be realistic, that will never be paid \u2026 will be much worse than no deal,\u201d he said. <\/p>\n<p>A lack of a bigger number from European nations and the U.S. means that the \u201cdeal is clearly moving toward the direction of China playing a more prominent role in helping other Global South countries,\u201d said Li Shou of the Asia Society Policy Institute.<\/p>\n<p>\u201cWe think this is at least a text we can work with. Now we have a map on the way forward instead of nowhere where we don\u2019t know where we are going,\u201d said German climate envoy Jennifer Morgan. <\/p>\n<p>Analysts said the proposed deal is the start of what could likely be more money.<\/p>\n<p>\u201cThis can be a good down payment that will allow for further climate action in developing countries,\u201d said Melanie Robinson, global climate program director at the World Resources Institute. \u201cBut there is scope for this to go above $250 billion.\u201d<\/p>\n<p>Rob Moore, associate director at E3G, said that whatever figure is agreed \u201cwill need to be the start and not the end\u201d of climate cash promises.<\/p>\n<p>\u201cIf developed countries can go further they need to say so fast to make sure we get a deal at COP29,\u201d he said.<\/p>\n<h2>___<\/h2>\n<p>Associated Press journalists Ahmed Hatem, Olivia Zhang and Aleksandar Furtula contributed to this report. <\/p>\n<h2>___<\/h2>\n<p>The Associated Press\u2019 climate and environmental coverage receives financial support from multiple private foundations.
