Trump announced on Friday that he would nominate Dr. Martin A. Makary, a Johns Hopkins University surgeon with a contrarian streak, to be commissioner of the Food and Drug Administration.<\/p>\n<p>In a <a class=\"css-yywogo\" href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/113529561942926805\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">post on social media<\/a>, Mr. Trump said: \u201cF.D.A. has lost the trust of Americans and lost sight of its primary goal as a regulator.\u201d He said that Dr. Makary would work under Robert F. Kennedy Jr., the president-elect\u2019s choice for the cabinet-level role as health secretary, to \u201cproperly evaluate harmful chemicals poisoning our nation\u2019s food supply and drugs.\u201d<\/p>\n<div>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cI am confident that Dr. Makary, having dedicated his career to high-quality, lower-cost care will restore the F.D.A. to the gold standard of scientific research and cut the bureaucratic red tape at the agency to make sure Americans get the medical cures and treatments they deserve,\u201d Mr. Trump said in a statement.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Mr. Trump announced two other top health picks on Friday evening as well. He chose Dr. Dave Weldon, a physician and former congressman from Florida, to lead the Centers for Disease Control and Prevention.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">For years, Dr. Weldon <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2005\/07\/20\/us\/health\/no-vaccineautism-link-parents-are-told.html\" title=\"\">championed the notion<\/a> that thimerosal, a preservative once used widely in vaccines, caused an explosion of autism cases around the world. In 2007, he backed a bill proposing to take vaccine safety research out of the hands of the C.D.C. Health officials <a class=\"css-yywogo\" href=\"https:\/\/www.cdc.gov\/vaccine-safety\/about\/thimerosal.html#:~:text=Does%20thimerosal%20cause%20autism%3F,link%20between%20thimerosal%20and%20autism.\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">reject the idea<\/a> that research shows any link between thimerosal and autism.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Mr. Trump also put forward Dr. Janette Nesheiwat, a physician and Fox News contributor, to be surgeon general. She worked caring for patients after Hurricane Katrina, an announcement from Mr. Trump said, and on the front lines of the Covid pandemic in New York City. She <a class=\"css-yywogo\" href=\"https:\/\/bcboost.com\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">also markets<\/a> vitamin B and vitamin C dietary supplements.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Dr. Makary, 54, rose to prominence more than a decade ago as a critic of the medical establishment, <a class=\"css-yywogo\" href=\"https:\/\/www.propublica.org\/article\/qa-marty-makary-m.d.-author-of-unaccountable\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">speaking out about<\/a> patient safety and working with hospitals to improve practices. He also gained attention during the pandemic, weighing in <a class=\"css-yywogo\" href=\"https:\/\/www.wsj.com\/articles\/well-have-herd-immunity-by-april-11613669731\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">on herd immunity<\/a>, <a class=\"css-yywogo\" href=\"https:\/\/www.wsj.com\/articles\/should-vaccinate-children-covid-19-infection-natural-immunity-vaccine-mandate-coronavirus-11636384215\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">vaccines<\/a> and <a class=\"css-yywogo\" href=\"https:\/\/whyn.iheart.com\/featured\/the-clay-travis-and-buck-sexton-show\/content\/2021-08-09-clay-travis-and-buck-sexton-dr-marty-makary-theres-no-point-in-masking-kids\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">masks<\/a> in 2021, <a class=\"css-yywogo\" href=\"https:\/\/science.feedback.org\/reviewed-content-author\/marty-makary\/\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">roiling some doctors<\/a> who were still contending with packed I.C.U.s and hundreds of deaths a week.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">As F.D.A. commissioner, Dr. Makary would lead an agency that has come under considerable fire from Mr. Kennedy, who would be his boss if confirmed by the Senate to become secretary of the Department of Health and Human Services.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Mr. Kennedy has been outspoken in his desire to overhaul the F.D.A., saying he would fire agency staff members who he argued had \u201csuppressed\u201d disputed and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/11\/12\/health\/robert-kennedy-jr-fda.html\" title=\"\">sometimes harmful treatments<\/a>; would gut an entire department; and would clamp down on the food and pharmaceutical industries. Mr. Kennedy has also criticized the so-called user fees from drug and medical device companies that pay for thousands of employees to review industry products and account for nearly half of the agency\u2019s overall budget of $7.2 billion.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Dr. Makary would oversee an agency that regulates a vast swath of the economy, including prescription and over-the-counter drugs, revolutionary cell and gene therapies as well as food, medical devices, tobacco and cosmetics.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">The F.D.A. is supposed to ensure that the pharmaceutical supply chain is secure. It sends staff employees to inspect food and drug facilities in the United States and overseas to verify that drugs are potent and injectable therapies are sterile. The agency also oversees recalls of harmful products, including fresh produce and other foods that can become contaminated with deadly pathogens, like E. coli or listeria.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Dr. Makary is well known in certain circles. He has cultivated a high-profile public perch for criticizing government and the medical community, writing a series of books and opinion articles and appearing as a Fox News commentator on medical issues.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">He ignited controversy by <a class=\"css-yywogo\" href=\"https:\/\/www.wsj.com\/articles\/well-have-herd-immunity-by-april-11613669731\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">declaring in early 2021<\/a> that herd immunity from previous infections, or the idea that people would be broadly protected after the Omicron surge, was just weeks away, eliciting a considerable outcry from <a class=\"css-yywogo\" href=\"https:\/\/www.wusa9.com\/article\/news\/verify\/wsj-herd-immunity-by-april-fact-check-covid-herd-immunity-wall-street-journal-herd-immunity-article-johns-hopkins-fact-check-from-experts-verify\/65-1d9f7209-c8be-4c6d-a11e-f5a1a5be7941\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">other doctors<\/a>. On vaccines, he was largely opposed to mandates and also criticized the administration for minimizing the benefits of protection gained after a Covid infection over that from vaccines.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cI have argued for months that we could save more American lives if those with prior Covid-19 infection forgo vaccines until all vulnerable seniors get their first dose,\u201d Dr. Makary wrote in <a class=\"css-yywogo\" href=\"https:\/\/www.wsj.com\/articles\/well-have-herd-immunity-by-april-11613669731\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">an opinion article<\/a> in The Wall Street Journal in 2021.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">If he is confirmed by the Senate, Dr. Makary would preside over the very agency that has the primary responsibility for deciding whether to approve vaccines such as annual flu and Covid shots that are updated as the viruses mutate. The F.D.A. also evaluates continuing safety concerns for possible regulatory action. Such actions could include enhancing warnings, placing conditions on how therapies are used or even removing products from the market.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Whether Mr. Kennedy sets new parameters for vaccines \u2014 he has argued that they were not vetted properly for safety or effectiveness \u2014 could conflict with Dr. Makary\u2019s long-held views in support of immunizations as protection against a variety of diseases. In his most recent book, Dr. Makary advocated for a universal flu vaccine that could make the shots more effective.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">In recent months, Dr. Makary has publicly sought to align his views with the current pronouncements of Mr. Kennedy, who had run his own campaign for president before being embraced by Mr. Trump as a top health adviser. Dr. Makary contended that Mr. Kennedy\u2019s skepticism about vaccines had evolved. \u201cI would say people should not dissect what he said 30 years ago, and listen to what he\u2019s saying now,\u201d Dr. Makary said on <a class=\"css-yywogo\" href=\"https:\/\/www.foxnews.com\/video\/6364826272112\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Fox News on Sunday<\/a>. \u201cHe\u2019s saying very clearly he\u2019s not anti-vax, he\u2019s not going to remove or take away anyone\u2019s vaccines.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Yet Mr. Kennedy has only recently backed off his attacks on vaccines, said Dr. Paul Offit, who is the director of the Vaccine Education Center at the Children\u2019s Hospital of Philadelphia and is an adviser to the F.D.A. Dr. Offit doubted whether Mr. Kennedy\u2019s long-held views had changed significantly since last year, when he said on the computer scientist Lex Fridman\u2019s <a class=\"css-yywogo\" href=\"https:\/\/podcasts.apple.com\/us\/podcast\/388-robert-f-kennedy-jr-cia-power-corruption-war-freedom\/id1434243584?i=1000619617790\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">podcast that<\/a> there was \u201cno vaccine that is safe and effective.\u201d (<a class=\"css-yywogo\" href=\"https:\/\/rumble.com\/v5bzk99-kennedy-my-most-controversial-issue.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">Mr. Kennedy later said<\/a> he was interrupted and meant to say no vaccine is safe and effective for everyone.)<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cThat somebody like Marty Makary sort of whitewashes his opinions, in order to get a position in the administration, is even more upsetting,\u201d Dr. Offit said.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">He added that Mr. Kennedy, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/11\/19\/health\/rfk-jr-vaccines-hhs.html\" title=\"\">given the power<\/a> of the role he could assume as head of H.H.S., \u201ccould do an enormous amount of harm.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Dr. Makary has worked with a Trump administration before. During Mr. Trump\u2019s first term in office, he helped on a drug price transparency executive order and <a class=\"css-yywogo\" href=\"https:\/\/www.cms.gov\/newsroom\/press-releases\/trump-administration-announces-historic-price-transparency-requirements-increase-competition-and\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">was at the White House<\/a> for the signing.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Dr. Makary has also echoed Mr. Kennedy\u2019s enthusiasm for taking a critical look at the root causes of rising rates of diseases that affect children and adults, <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/11\/14\/well\/obesity-epidemic-america.html\" title=\"\">including obesity<\/a>, and increases in the incidence of cancer among young people.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Food safety and the ingredients in food have been popular targets of Mr. Kennedy, who has often said that eliminating harmful chemicals will be a major goal of his. That\u2019s an area where the F.D.A. exercises some oversight: It regulates about 80 percent of the U.S. food supply. Food policy groups, typically aligned with Democrats, that have grown impatient with the F.D.A. have had some success in turning to the states, including California, to take <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2023\/10\/14\/health\/california-ban-red-dye-food.html\" title=\"\">up that cause<\/a> in the absence of federal action.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cFor the first time ever, we\u2019re now seeing a focus on addressing the health of our nation\u2019s children and the chronic disease epidemic,\u201d Dr. Makary said during a post-election interview on Fox News. \u201cAnd that\u2019s exciting a lot of people.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Mr. Kennedy\u2019s vows to drastically alter food policy <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/11\/15\/health\/rfk-big-food-artificial-dyes-trump.html\" title=\"\">could collide with<\/a> the overall missions of deregulation and cost-cutting outlined already by the incoming Trump administration, and could rile the powerful food and agricultural industries, which have stalwart Republican allies in Congress.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Another point of contention may involve the drug industry. Dr. Makary has aired concerns that Americans are too reliant on drugs, saying the nation has the most overmedicated and sickest population in the world.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">\u201cThe best way to lower drug costs in the U.S. are to stop taking drugs we don\u2019t need,\u201d he said during <a class=\"css-yywogo\" href=\"https:\/\/rumble.com\/v5fy7bv-american-health-and-nutrition-a-second-opinion.html\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">a Senate round table<\/a> in September.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">In a note to investors, Brian Abrahams, head of global health care research with RBC Capital, said that compared with Mr. Kennedy, Dr. Makary is \u201cless apt to dismantle\u201d the F.D.A. and would be expected to leave core agency work to existing staff. But he added that Dr. Makary seems likely to \u201cevolve the agency toward a more industry-unfriendly stance.\u201d<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">In recent years, Dr. Makary has appeared before congressional committees as an expert reflecting Republican views. But he also has some history with Democrats: He donated $1,000 to Barack Obama\u2019s first presidential campaign. He also <a class=\"css-yywogo\" href=\"https:\/\/investors.harrow.com\/board-member\/marty-makary-md-mph\" title=\"\" rel=\"noopener noreferrer\" target=\"_blank\">serves on the board<\/a> of Harrow Eye, an ophthalmology drug company, which reported paying him $40,000 in 2023.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Dr. Makary was born in England, but moved to the United States as a child and was reared in rural Pennsylvania. An accomplished surgeon and member of the elite National Academy of Medicine, Dr. Makary holds establishment credentials, including a master\u2019s degree in public health from Harvard University. He is the Mark Ravitch chair in gastrointestinal surgery at <a class=\"css-yywogo\" href=\"https:\/\/en.wikipedia.org\/wiki\/Johns_Hopkins_School_of_Medicine\" title=\"Johns Hopkins School of Medicine\" rel=\"noopener noreferrer\" target=\"_blank\">Johns Hopkins School of Medicine<\/a>, and teaches <a class=\"css-yywogo\" href=\"https:\/\/en.wikipedia.org\/wiki\/Health_policy\" title=\"Health policy\" rel=\"noopener noreferrer\" target=\"_blank\">public health policy<\/a> as a professor at the university\u2019s school of public health.<\/p>\n<p class=\"live-blog-post-content css-h61jh5 evys1bk0\">Dr. Makary would succeed Dr. Robert M.
