And one part of that blueprint included mandating a full <a href=\"https:\/\/fortune.com\/2024\/11\/21\/elon-musk-government-rto-mandate-purge-bureaucrats-taxpayer-savings-doge\/\" target=\"_self\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/fortune.com\/2024\/11\/21\/elon-musk-government-rto-mandate-purge-bureaucrats-taxpayer-savings-doge\/\" rel=\"noopener\">return-to-office<\/a> for all Federal workers.<\/p>\n<p>\u201cRequiring federal employees to come to the office five days a week would result in a wave of voluntary terminations that we welcome: If federal employees don\u2019t want to show up, American taxpayers shouldn\u2019t pay them for the COVID-era privilege of staying home,\u201d they wrote.<\/p>\n<p>In doing so, Musk and Ramaswamy seem to be openly announcing what some critics have long argued is a  disguised impetus behind strict RTO mandates: Job cuts. One survey this year of more than 1,500 U.S. managers found that a quarter of C-suite executives were hoping that return-to-office policies would <a href=\"https:\/\/fortune.com\/2024\/07\/24\/return-to-office-mandates-layoffs-bamboohr-survey\/\" target=\"_self\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/fortune.com\/2024\/07\/24\/return-to-office-mandates-layoffs-bamboohr-survey\/\" rel=\"noopener\">encourage employees to voluntarily quit<\/a>. After all, it\u2019s certainly cheaper than having to do layoffs and pay severance.<\/p>\n<p>Other CEOs have discussed potential attrition due to five-day RTO mandates. Last month, Amazon Web Services CEO Matt Garman told staffers during an all-hands meeting that it\u2019s \u201cOK\u201d if people don\u2019t want to work in an office environment because there are \u201cother companies around.\u201d That led many employees to <a href=\"https:\/\/fortune.com\/2024\/10\/31\/amazon-aws-remote-work-matt-garman-andy-jassy-work-from-home-return-office\/\" target=\"_self\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/fortune.com\/2024\/10\/31\/amazon-aws-remote-work-matt-garman-andy-jassy-work-from-home-return-office\/\" rel=\"noopener\">sign an open letter<\/a> to corporate leadership noting his remarks were \u201cinconsistent with the experiences of many employees\u201d and \u201cmisrepresenting the realities of working at Amazon.\u201d Amazon CEO Andy Jassy pushed back against allegations that the company\u2019s RTO requirement was an <a href=\"https:\/\/fortune.com\/2024\/11\/06\/amazon-andy-jassy-5-day-rto-not-backdoor-layoff\/\" target=\"_self\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/fortune.com\/2024\/11\/06\/amazon-andy-jassy-5-day-rto-not-backdoor-layoff\/\" rel=\"noopener\">excuse to lay off workers<\/a> and said the decision was \u201cnot a cost play.\u201d\u00a0<\/p>\n<p>The Federal government is the <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2024\/08\/OMB-Report-to-Congress-on-Telework-and-Real-Property.pdf\" target=\"_blank\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2024\/08\/OMB-Report-to-Congress-on-Telework-and-Real-Property.pdf\" rel=\"noopener\">nation\u2019s largest employer<\/a>, with over 2.2 million civilian staffers. Until now, each agency has been able to decide what workplace policy works best for them. Of the total number of Federal workers, roughly half work on-site, according to an August <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2024\/08\/OMB-Report-to-Congress-on-Telework-and-Real-Property.pdf\" target=\"_blank\" class=\"sc-93594058-0 fowfrQ  \" aria-label=\"Go to https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2024\/08\/OMB-Report-to-Congress-on-Telework-and-Real-Property.pdf\" rel=\"noopener\">report<\/a> from the U.S. Office of Management and Budget. While remaining employees are eligible for remote work, the report found that only 228,000, or roughly 10%, were in remote positions where there was no expectation that they work in-person. And those who have the option to work remotely spent about 60% of working hours in-person at various job sites.<\/p>\n<p>It\u2019s unclear if Musk and Ramaswamy will actually be able to implement a five-day RTO for Federal workers. And of course, the question remains: Will these CEOs return to the office themselves?
