Gavin Newsom is rolling out a plan to offer rebates to those who buy electric vehicles except for Tesla \u2014 a move that was blasted as \u201cinsane\u201d by company CEO Elon Musk, who has emerged as a fierce critic of the Democrat and a backer of President-elect Donald Trump.<\/p>\n<p>Newsom on Monday released details of a plan that would extend the now-expired Clean Vehicle Rebate Program if Trump follows <a href=\"https:\/\/nypost.com\/2024\/11\/14\/business\/exclusive-trumps-transition-team-aims-to-kill-biden-ev-tax-credit\/\">through on a pledge to eliminate a federal tax credit<\/a> for people who buy electric cars.<\/p>\n<p>Trump previously vowed to end federal electric vehicle tax credits, which are worth up to $7,500 for new zero-emission vehicles. <\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>Tesla buyers will not be eligible for a rebate in California under a proposed plan from Gov. Gavin Newsom. <span class=\"credit\">via REUTERS<\/span><\/figcaption><\/figure>\n<p>There\u2019s also a $4,000 credit for used ones. <\/p>\n<p>But Trump later softened his stance<a href=\"https:\/\/nypost.com\/2024\/11\/25\/business\/wall-street-divided-over-elon-musks-can-make-doge\/\"> as Musk became a supporter and adviser.<\/a><\/p>\n<aside class=\"single__inline-module aligncenter wp-block-nypost-editor-primary-tag\">\n<\/aside>\n<p>California\u2019s defunct Clean Vehicle Rebate Program offered rebates on electric cars as high as $2,500.<\/p>\n<p>Newsom\u2019s proposed rebates could exclude Tesla and other automakers in an effort to promote more market competition and innovation, according to the governor\u2019s office. But that is subject to negotiation with the state Legislature.<\/p>\n<p>Musk called Tesla\u2019s possible exclusion \u201cinsane\u201d in a post on X. He noted that Tesla is the only company that manufactures its EVs in California.<\/p>\n<p>About 42% of rebates went to people buying or leasing Tesla vehicles under the state\u2019s previous clean vehicle rebate program, according to data from the California Air Resources Board.<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>Newsom has proposed reviving the defunct Clean Vehicle Rebate Program if President-elect Donald Trump kills a $7,500 federal EV tax credit. <span class=\"credit\">Getty Images<\/span><\/figcaption><\/figure>\n<p>Newsom on Monday called the state Legislature to convene in a special session to help \u201cTrump-proof\u201d state laws by giving the attorney general\u2019s office more funding to fight federal challenges.<\/p>\n<p>Trump criticized Newsom on social media after the governor called for a special session, calling out the high cost of living in California and the state\u2019s homelessness crisis.<\/p>\n<p>Trump said Newsom was \u201cstopping all of the GREAT things that can be done to \u2018Make California Great Again.\u2019\u201d<\/p>\n<div class=\"single__inline-module inline-module inline-module--newsletter aligncenter aligncenter wp-block-nypost-editor-newsletter\">\n<div class=\"inline-module__inner\">\n<div class=\"inline-module__title-wrapper\">\n<div class=\"inline-module__unsubmitted-title-wrapper\">\n<h3 class=\"inline-module__title headline headline--combo-sm-md\">\n\t\t\t\t\tStart your day with the latest business news right at your fingertips\t\t\t\t<\/h3>\n<p class=\"inline-module__cta\">\n\t\t\t\t\tSubscribe to our daily Business Report newsletter!\t\t\t\t<\/p>\n<\/p><\/div>\n<p><h3 class=\"inline-module__title headline headline--combo-sm-md\">\n\t\t\t\t\tThanks for signing up!\t\t\t\t<\/h3>\n<\/p><\/div>\n<\/p><\/div>\n<\/div>\n<p>Newsom\u2019s office said the move to exclude Tesla is made in order to allow other competitors to \u201ctake root.\u201d<\/p>\n<p>\u201cConsumers continue to prove the skeptics wrong \u2013 zero-emission vehicles are here to stay,\u201d Newsom said in a statement. <\/p>\n<p>\u201cWe\u2019re not turning back on a clean transportation future \u2014 we\u2019re going to make it more affordable for people to drive vehicles that don\u2019t pollute.\u201d<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>Tesla CEO Elon Musk (right), a key adviser to Trump (left), blasted the proposed plan as \u201cinsane.\u201d <span class=\"credit\">via REUTERS<\/span><\/figcaption><\/figure>\n<p>Dan Ives, senior analyst at Wedbush, said Newsom\u2019s proposal was a \u201cpolitical move\u201d that could set off a \u201cGame of Thrones battle\u201d between the Democrat governor and Musk, the world\u2019s richest person.<\/p>\n<p>\u201cThis is clearly a political move of Newsom and California towards Musk which now has a front seat to the Trump White House and will be a key player in ultimately getting these federal tax credits wiped away among a myriad of other things on the federal front,\u201d Ives said.<\/p>\n<p>The Wedbush analyst said that Newsom\u2019s proposal runs the risk of Musk deciding to move more jobs from Tesla\u2019s Fremont, Calif. plant to its Austin, Texas Gigafactory.<\/p>\n<p>In 2021, Musk<a href=\"https:\/\/nypost.com\/2021\/12\/02\/tesla-officially-moves-its-headquarters-to-texas\/\"> relocated Tesla headquarters from Palo Alto, Calif. to Austin<\/a> after publicly clashing with state regulators <a href=\"https:\/\/nypost.com\/2020\/04\/29\/elon-musk-slams-fascist-coronavirus-lockdowns-in-tesla-earnings-call\/\">over Covid-era restrictions and lockdowns.<\/a><\/p>\n<p>In July, Musk <a href=\"https:\/\/nypost.com\/2024\/07\/16\/business\/elon-musk-moving-x-and-spacex-to-texas-after-californias-newsom-signs-student-gender-identity-law-final-straw\/\">said that he would move X and SpaceX<\/a> out of California<a href=\"https:\/\/nypost.com\/2020\/12\/08\/elon-musk-moves-from-california-to-texas\/\"> and into Texas<\/a>.
