HELENS, Ore. \u2014 St. Helens High School Principal Dr. Katy Wagner has been charged with two counts of criminal mistreatment and four counts of official misconduct stemming from an ongoing sex abuse scandal involving multiple teachers at the high school, according to an indictment filed Tuesday in Columbia County Circuit Court. A waarant has been issued.\u00a0<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>Wagner was previously <a href=\"https:\/\/www.kgw.com\/article\/news\/crime\/st-helens-school-board-superintendent-paid-administrative-leave\/283-b41f97c3-5d55-43f7-b43f-cd0d05aa24b2\" target=\"_blank\" rel=\"noopener noreferrer\">placed on administrative leave<\/a> by the St. Helens School District board and was confirmed to be the <a href=\"https:\/\/www.kgw.com\/article\/news\/education\/oregon-dhs-investigating-st-helens-principal-teacher-sex-abuse\/283-c9b1af49-2208-4c0f-a613-9383309caf35\" target=\"_blank\" rel=\"noopener noreferrer\">subject of an investigation<\/a> by the Oregon Department of Human Services, but an indictment marks the first time she has faced criminal charges in the scandal.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>The scandal broke out two weeks ago when current St. Helens High School teacher Eric Stearns and retired teacher Mark Collins <a href=\"https:\/\/www.kgw.com\/article\/news\/crime\/st-helens-high-school-teacher-sex-abuse-arrest-charged\/283-35deb4cf-86c0-4e61-bcaa-530141e47912\" target=\"_blank\" rel=\"noopener noreferrer\">were both arrested<\/a> following a months-long police investigation and charged with multiple counts of sexual abuse, <a href=\"https:\/\/www.kgw.com\/article\/news\/education\/st-helens-school-closes-protests-teacher-sex-abuse-scandal\/283-3cfcf313-eee6-42d1-a0bd-ea261af36566\" target=\"_blank\" rel=\"noopener noreferrer\">sparking outrage<\/a> among students and parents, many of whom accused Wagner and other district leaders of ignoring or suppressing reports of sexual abuse for years.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>The two criminal mistreatment charges in the Wagner indictment specifically name Stearns and Collins, asserting that Wagner &#8220;did unlawfully and knowingly withhold necessary and adequate physical care from the students of St. Helens High School&#8221; in regard to the two teachers from November 2018 to November 2024.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>The four misconduct charges are less specific, accusing Wagner of failing to comply with mandatory child abuse reporting requirements under state law and having &#8220;consciously disregarded the fact that the violation created a risk of the commission of a sex crime against a vulnerable person.&#8221;<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>Two of the misconduct charges are first-degree, which is a Class A misdemeanor, and two of them are second-degree, a class C misdemeanor.
