Kellogg\u2019s role could make him a critical figure in Trump\u2019s plans.<\/p>\n<p>But who is Kellogg \u2013 and what is known about the general\u2019s own views on the war, and on how to end it?<\/p>\n<h2 id=\"who-is-keith-kellogg\">Who is Keith Kellogg?<\/h2>\n<p>Kellogg, 80, is a retired lieutenant general. He was the <a href=\"https:\/\/www.aljazeera.com\/news\/2017\/2\/20\/trump-names-hr-mcmaster-as-national-security-adviser\">chief of staff<\/a> for the White House National Security Council during Trump\u2019s first term from 2017 to 2021. He was also the national security adviser to Mike Pence, who was Trump\u2019s vice president at the time.<\/p>\n<p>Kellogg is a Vietnam War veteran and he was also sent to Iraq to work in the transitional government after the US-led invasion of the country in 2003.<\/p>\n<p>\u201cHe was with me right from the beginning!\u201d Trump wrote, announcing Kellogg\u2019s nomination on his Truth Social platform.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p lang=\"en\" dir=\"ltr\">I am honored by <a href=\"https:\/\/twitter.com\/realDonaldTrump?ref_src=twsrc%5Etfw\">@realDonaldTrump<\/a>&#8216;s appointment to serve as Assistant to the President and Special Envoy for Ukraine and Russia. It was the privilege of my life working for President Trump, and I look forward to working tirelessly to secure peace through strength while upholding\u2026 <a href=\"https:\/\/t.co\/Nj6TFFEyui\">pic.twitter.com\/Nj6TFFEyui<\/a><\/p>\n<p>\u2014 Keith Kellogg (@generalkellogg) <a href=\"https:\/\/twitter.com\/generalkellogg\/status\/1861867967111463363?ref_src=twsrc%5Etfw\">November 27, 2024<\/a><\/p>\n<\/blockquote>\n<p>The special envoy position is new and points to Trump\u2019s emphasis on diplomacy to end the Russia-Ukraine conflict.<\/p>\n<h2 id=\"what-is-kellogg-s-plan-to-end-the-war-in-ukraine\">What is Kellogg\u2019s plan to end the war in Ukraine?<\/h2>\n<p>In April this year, Kellogg co-authored a strategy paper, with former US government official Fred Fleitz, saying that the US should negotiate a ceasefire in Ukraine.<\/p>\n<p>The paper blames President Joe Biden\u2019s administration for the continuing Ukraine war. Specifically, it faults the US decision to arm Ukraine and the failure of diplomacy with Russia. It additionally accuses Biden of promoting a proxy war with Russia, through Ukraine.<\/p>\n<p>The plan was published by the nonprofit think tank America First Policy Institute (AFPI), established by former Trump officials in 2021. Kellogg\u2019s plan calls for an \u201cAmerica First\u201d approach to the war.<\/p>\n<p>Kellogg\u2019s article argues \u2013 echoing Trump in many ways \u2013 that \u201ca strong and decisive president who stood up to Russian President Vladimir Putin, \u201cwould have prevented Moscow\u2019s full-scale invasion of Ukraine in February 2022. There is no evidence to suggest that Putin\u2019s decision to invade Ukraine was based on his assessment of Biden as weak, as Kellogg and Fleitz suggest.<\/p>\n<p>Kellogg\u2019s plan argues for a formal US policy to end the war, seeking a \u201cceasefire and negotiated settlement\u201d.<\/p>\n<p>Under this plan:<\/p>\n<ul class=\"spaced-bullet-spacing\">\n<li>The US would continue to arm Ukraine to allow it to defend itself against Russia. However, future US military aid would be contingent on Ukraine participating in peace talks with Russia.<\/li>\n<li>In order to convince Putin to join peace talks, <a href=\"https:\/\/www.aljazeera.com\/program\/inside-story\/2024\/7\/10\/whats-next-for-nato\">NATO<\/a> leaders should offer to hold off on Ukraine\u2019s NATO membership application.<\/li>\n<li>Additionally, Russia could be offered some sanctions relief, contingent on it signing a peace agreement with Ukraine.<\/li>\n<li>It also calls for charging levies on Russian energy sales to use for the reconstruction of Ukraine.<\/li>\n<\/ul>\n<h2 id=\"could-kellogg-s-ukraine-plan-work\">Could Kellogg\u2019s Ukraine plan work?<\/h2>\n<p>Kellogg has to deal with the fact that there are two parties involved who hold different positions on how the war should end, Keir Giles, a senior consulting fellow at the London-based Chatham House think tank, told Al Jazeera.<\/p>\n<p>\u201cRussia will negotiate until it feels like it is in a comfortable position,\u201d Giles said. \u201cFor Ukraine, a pause in fighting can be disastrous,\u201d he added.<\/p>\n<p>Giles, who is also the author of an upcoming book, Who Will Defend Europe? explained that Western backers of Ukraine will inevitably see a ceasefire as the crisis ending. \u201cMeanwhile, Russia will be preparing for its next move\u201d.<\/p>\n<p>He added that Kellogg will also have to ensure he has the cooperation of other officials in the upcoming Trump administration. Plans that people lay out when they are not in government do not necessarily translate into plans they enact when they are in government, he said.<\/p>\n<p>Kellogg\u2019s suggestions generally contradict Ukrainian President Volodymyr Zelenskyy\u2019s <a href=\"https:\/\/www.aljazeera.com\/news\/2024\/9\/27\/what-is-zelenskyys-victory-plan-against-russia\">\u201cvictory plan\u201d<\/a> for the war. Ukraine\u2019s admission into NATO is at the heart of his plan.<\/p>\n<p>The idea of holding off NATO membership for Ukraine is \u201cone of the ways the US can exert leverage on Ukraine, but it is a misguided attempt,\u201d Giles said, adding that Ukraine\u2019s admission into NATO is the only long-term solution to the region\u2019s conundrum.<\/p>\n<p>While NATO members have assured Ukraine that it is on an <a href=\"https:\/\/www.aljazeera.com\/news\/2024\/7\/11\/nato-promises-ukraine-43bn-in-aid-irreversible-path-to-membership\">\u201cirreversible\u201d path to membership<\/a>, members of the alliance are sceptical of admitting Ukraine while it is at war with Russia. This is because Ukraine being part of NATO would immediately mean that the alliance as a whole would be at war with Moscow.<\/p>\n<p>Zelenskyy\u2019s plan also calls for a sustained supply of economic and military aid to Ukraine from its allies. Meanwhile, in Kellogg\u2019s plan, the supply of arms to Ukraine is conditional.<\/p>\n<h2 id=\"where-does-trump-stand-on-the-ukraine-war\">Where does Trump stand on the Ukraine war?<\/h2>\n<p>While Trump has pledged to promptly end the war in Ukraine, he has not spelled out details for the exact course of action he would take to accomplish this.<\/p>\n<p>\u201cI have a very exacting plan on how to stop Ukraine and Russia,\u201d he said in a podcast interview in September. \u201cI can\u2019t give you those plans because if I give you those plans, I\u2019m not going to be able to use them. They\u2019ll be unsuccessful. Part of it\u2019s surprise.\u201d<\/p>\n<p>The Washington Post reported that Trump spoke to Putin in a phone call on November 7, asking him not to escalate the war and expressing interest in having further conversations to resolve the conflict. Russia denied that the call took place. On November 11, Kremlin spokesman Dmitry Peskov described reports of the call as <a href=\"https:\/\/www.aljazeera.com\/news\/2024\/11\/11\/kremlin-says-reports-that-trump-spoke-to-putin-are-pure-fiction\">\u201cpure fiction\u201d<\/a> and told reporters that Putin had no concrete plans of speaking to Trump.<\/p>\n<p>The Republican president-elect has argued that the Biden administration is funding and arming an <a href=\"https:\/\/aljazeera.com\/news\/2024\/9\/17\/whats-donald-trumps-plan-to-end-russias-war-on-ukraine\">open-ended war<\/a> in Ukraine that does not benefit the US.<\/p>\n<p>Meanwhile, Trump\u2019s Vice President <a href=\"https:\/\/www.aljazeera.com\/news\/2024\/7\/15\/who-is-jd-vance-trumps-pick-for-us-vice-president\">JD Vance<\/a> fleshed out some of the details of what <a href=\"https:\/\/www.aljazeera.com\/news\/2024\/9\/17\/whats-donald-trumps-plan-to-end-russias-war-on-ukraine\">Trump\u2019s plan<\/a> would potentially be, in an interview for the Shawn Ryan Show. The episode was released in September.<\/p>\n<p>Vance said that Trump would begin negotiations with leaders from Moscow, Kyiv and Europe for a \u201cpeaceful settlement\u201d.<\/p>\n<p>\u201cAnd what it probably looks like is the current line of demarcation between Russia and Ukraine, that becomes like a demilitarised zone.\u201d<\/p>\n<p>Without specifying the exact location of the demilitarised zone, Vance said that it would be heavily fortified to ensure Russia does not invade again. However, Vance\u2019s plan suggests that Ukraine would have to cede some of its occupied territory to Russia. This includes parts of Luhansk, Donetsk, Kherson and Zaporizhia \u2013 areas Russia has taken control of since early in the war \u2013 in addition to Crimea.<\/p>\n<p>Russia has taken about 20 percent of Ukrainian territory since 2014.<\/p>\n<p>Ukraine has stressed that any peace deal must involve nullifying Russia\u2019s annexation of Ukrainian territories, including <a href=\"https:\/\/www.aljazeera.com\/news\/2024\/2\/20\/crimea-anniversary-war-ukraine\">Crimea<\/a>.<\/p>\n<p>\u201cUkraine retains its independent sovereignty, Russia gets the guarantee of neutrality from Ukraine \u2013 it doesn\u2019t join NATO, it doesn\u2019t join some of these allied institutions.
