Kellogg, who previously served as chief of staff for the National Security Council and as national security adviser to then-Vice President Mike Pence, has long been considered a contender for the role; his name gained traction in June when Reuters revealed a <a href=\"https:\/\/meduza.io\/en\/feature\/2024\/11\/08\/kyiv-braces-for-a-trump-presidency-as-his-advisors-float-plans-to-freeze-russia-s-war-against-ukraine\" rel=\"noopener\" target=\"_blank\">ceasefire plan<\/a> he co-authored. Here\u2019s a closer look at Kellogg\u2019s potential strategy for ending the war \u2014 and how Ukrainians are responding to his appointment.<\/p>\n<h3 class=\"SimpleBlock-module_h3__uPh0-  SimpleBlock-module_center__D1CsV\" id=\"3-423381098f006e55efe1e49425281d93fd331ba8848fbda2c5cb4e9d7d129e29\"><strong>The Kellogg plan<\/strong><\/h3>\n<p class=\"SimpleBlock-module_p__7aRnT  SimpleBlock-module_center__D1CsV\">Kellogg\u2019s proposed plan, as <a href=\"https:\/\/www.reuters.com\/world\/us\/trump-reviews-plan-halt-us-military-aid-ukraine-unless-it-negotiates-peace-with-2024-06-25\/\" rel=\"noopener\" target=\"_blank\">reported<\/a> by Reuters, involves pressuring both Ukraine and Russia to negotiate. With regard to Ukraine, the plan includes leveraging military support as a bargaining chip: Washington would threaten to withhold further aid if Kyiv refuses talks. For Russia, the U.S. would issue the opposite threat: escalating weapons supplies to Ukraine if Moscow rejects negotiations.<\/p>\n<p class=\"SimpleBlock-module_p__7aRnT  SimpleBlock-module_center__D1CsV\">Fred Fleitz, another former Trump advisor who reportedly helped draft the plan, emphasized to Reuters that the proposal wouldn\u2019t necessarily require Ukraine to formally cede territory. It would, however, entail freezing the conflict along the current front lines, with the understanding that territorial claims would be addressed diplomatically in the future \u2014 and likely not anytime soon. Fleitz explained:<\/p>\n<div data-testid=\"quote-block\" class=\"QuoteBlock-module_root__4qa1J QuoteBlock-module_center__1f83y\">\n<p>Ukraine would not be asked to relinquish the goal of regaining all its territory, but it would agree to use diplomacy, not force, with the understanding that this would require a future diplomatic breakthrough, which probably will not occur before Putin leaves office.<\/p>\n<\/div>\n<p class=\"SimpleBlock-module_p__7aRnT  SimpleBlock-module_center__D1CsV\">The plan also proposes delaying Ukraine\u2019s NATO membership \u201cfor an extended period\u201d in return for a \u201ccomprehensive and verifiable peace deal with security guarantees.\u201d<\/p>\n<p class=\"SimpleBlock-module_p__7aRnT  SimpleBlock-module_center__D1CsV\">In an <a href=\"https:\/\/www.voanews.com\/a\/former-trump-nsc-official-explains-his-vision-for-ending-war-in-ukraine-\/7712184.html\" rel=\"noopener\" target=\"_blank\">interview<\/a> with VOA after Reuters reported on the plan, Kellogg framed the proposal as an effort to prioritize diplomacy over combat while helping Ukraine negotiate from a place of strength, saying: \u201cI don\u2019t care about Russia. Following the announcement of Kellogg\u2019s nomination, reactions in Ukrainian media ranged from mild relief to mild disappointment, with many commentators doubting the feasibility of his plan.<\/p>\n<p class=\"SimpleBlock-module_p__7aRnT  SimpleBlock-module_center__D1CsV\">The popular Ukrainian newspaper Strana.ua <a href=\"https:\/\/t.me\/stranaua\/177945\" rel=\"noopener\" target=\"_blank\">called<\/a> Kellogg\u2019s nomination \u201cperhaps the clearest signal from Trump since the election about how he envisions his policy on the war.\u201d The outlet noted that Kellogg has suggested ending the war by freezing the front line \u201cthrough negotiations forced on Kyiv and Moscow, while also shelving the issue of Ukraine\u2019s NATO membership for the near future.\u201d Strana.ua also reported that many in Kyiv had been holding out hope for the appointment of a more hawkish figure like former Secretary of State Mike Pompeo, who has advocated for bolstering Ukrainian defenses, rather than someone pushing for a swift resolution to the war.<\/p>\n<p class=\"SimpleBlock-module_p__7aRnT  SimpleBlock-module_center__D1CsV\">Shortly before Kellogg\u2019s nomination was announced, former Ukrainian Foreign Minister Dmytro Kuleba said it was <a href=\"https:\/\/www.politico.eu\/article\/former-ukraine-foreign-minister-dmytro-kuleba-donald-trump-war-in-ukraine-peace-deal-russia-vladimir-putin\/\" rel=\"noopener\" target=\"_blank\">\u201cinconceivable\u201d<\/a> that Zelensky would sign a deal that surrenders territory \u2014 as Kellogg\u2019s effectively would. Kuleba argued that the U.S. cutting off weapons supplies for Ukraine could therefore lead to a collapse of the front. However, Strana.ua noted that this implies Ukrainian leaders would prefer a collapse of the front to a ceasefire along the front lines, which is unlikely to be the case \u2014 and that it\u2019s thus \u201cfar from certain\u201d that Zelensky would refuse to enter negotiations even if it requires territorial concessions.<\/p>\n<p class=\"SimpleBlock-module_p__7aRnT  SimpleBlock-module_center__D1CsV\">Ukrainian political scientist Serhiy Taran, meanwhile, <a href=\"https:\/\/glavcom.ua\/columns\/s_taran\/priznachennja-kita-kelloha-najkrashche-rishennja-trampa-za-ostannij-chas-1033702.html\" rel=\"noopener\" target=\"_blank\">referred to<\/a> the selection of Kellogg for the envoy position as \u201cone of the best personnel decisions Trump has made in recent times.\u201d At the same time, Taran called the proposal to delay Ukraine\u2019s NATO membership the \u201cworst part\u201d of Kellogg\u2019s plan, predicting that Ukraine will face \u201cextremely difficult diplomatic negotiations with all parties and intensifying pressure from Russia\u201d in the near future. He concluded, however, that the likelihood of \u201cTrump betraying Ukraine\u201d has now decreased significantly.<\/p>\n<p class=\"SimpleBlock-module_p__7aRnT  SimpleBlock-module_center__D1CsV\">Ukrainian journalist and AFU soldier Oleksii Yarmolenko <a href=\"https:\/\/x.com\/newsopini\/status\/1861848848081064145\" rel=\"noopener\" target=\"_blank\">wrote<\/a> on X that he\u2019s doubtful about the plan: \u201c[Kellogg\u2019s] tool is blackmail with military aid, on both sides.
