He then walked back the comments about using local police, but still said he would protest deportations \u2013 even being willing to go to jail for it.<\/p>\n<p class=\"dcr-1eu361v\">\u201cI\u2019m not afraid of that and I\u2019m also not seeking that,\u201d he told <a href=\"https:\/\/www.9news.com\/article\/news\/politics\/denver-mayor-mike-johnston-police-officers-block-trump-deportation\/73-99dcea89-e9ad-4e11-ad1e-d3facd6e5519\" data-link-name=\"in body link\">9News<\/a>.<\/p>\n<p class=\"dcr-1eu361v\"><a href=\"https:\/\/www.theguardian.com\/us-news\/donaldtrump\" data-link-name=\"in body link\">Donald Trump<\/a>\u2019s \u201cborder czar\u201d, <a href=\"https:\/\/www.theguardian.com\/us-news\/2024\/nov\/12\/who-is-tom-homan-trump-border-czar\" data-link-name=\"in body link\">Tom Homan<\/a>, <a href=\"https:\/\/www.theguardian.com\/us-news\/2024\/nov\/26\/trump-tom-homan-border-denver\" data-link-name=\"in body link\">said<\/a> that\u2019s one area where he and Johnston agree. \u201cHe\u2019s willing to go to jail, I\u2019m willing to put him in jail,\u201d Homan told <a href=\"https:\/\/www.foxnews.com\/media\/tom-homan-responds-denver-mayor-hes-willing-go-jail-im-willing-put-him-jail\" data-link-name=\"in body link\">Fox<\/a> on Tuesday.<\/p>\n<p class=\"dcr-1eu361v\">The back and forth is indicative of what\u2019s to come, as liberal cities and states plan to push back against Trump\u2019s mass deportation plans. The resistance will likely come with a backlash from Trump, who could withhold federal funds or, as Homan threatened, arrest local leaders who stand in his way. Some have had so-called \u201c<a href=\"https:\/\/www.theguardian.com\/us-news\/article\/2024\/may\/26\/trump-project-2025-sanctuary-cities\" data-link-name=\"in body link\">sanctuary city<\/a>\u201d policies in place since before Trump\u2019s first term, promising not to aid federal <a href=\"https:\/\/www.theguardian.com\/us-news\/usimmigration\" data-link-name=\"in body link\">immigration<\/a> and customs enforcement agents as they seek to detain and deport immigrants. Some additionally have programs to provide support to migrants and to manage what data they collect on undocumented populations.<\/p>\n<p class=\"dcr-1eu361v\">Other cities and states choose to cooperate with agents by providing them information and resources to identify and detain migrants \u2013 and some state laws bar cities from adopting sanctuary policies. <a href=\"https:\/\/www.theguardian.com\/us-news\/texas\" data-link-name=\"in body link\">Texas<\/a>, for instance, has <a href=\"https:\/\/www.theguardian.com\/us-news\/2024\/nov\/20\/trump-texas-mass-deportation-facilities\" data-link-name=\"in body link\">offered up<\/a> state land to use for deportation facilities.<\/p>\n<p class=\"dcr-1eu361v\">Sanctuary policies can slow deportations and, local officials hope, deter immigration agents from targeting their communities because operations there would encounter organized resistance and cost more money to carry out.<\/p>\n<p class=\"dcr-1eu361v\">\u201cThey work \u2013 that\u2019s why the <a href=\"https:\/\/www.theguardian.com\/us-news\/trump-administration\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Trump administration<\/a> hates them,\u201d said Naureen Shah, the deputy director of government affairs for the American Civil Liberties Union. \u201cThe Biden administration doesn\u2019t like those policies either.\u201d<\/p>\n<p class=\"dcr-1eu361v\">For his second term, Trump and his appointees have threatened a more forceful and <a href=\"https:\/\/www.theguardian.com\/us-news\/ng-interactive\/2024\/oct\/31\/election-trump-immigration-policies\" data-link-name=\"in body link\">broad deportation plan<\/a>, though they have not offered details on what it will look like. Trump has said <a href=\"https:\/\/www.theguardian.com\/us-news\/2024\/nov\/18\/trump-military-mass-deportation\" data-link-name=\"in body link\">he will activate<\/a> the military to carry out deportations, and there are likely to be flashy raids in Democratic cities that defy him.<\/p>\n<p class=\"dcr-1eu361v\">ICE has limited resources and has historically preferred to conduct raids in localities where it has local cooperation, though in his first term, Trump still sought to deport people from cities that opposed deportations. Immigration advocates expect a blend of these two strategies \u2013 with some showdowns in \u201csanctuary\u201d places as a show of force.<\/p>\n<p class=\"dcr-1eu361v\">\u201cSome of the raids will be in the red states where they have a lot of support from state and local law enforcement, because that\u2019s just going to help them reach the numbers that they want to reach,\u201d Shah said. \u201cThey\u2019re also going to want to make people feel very afraid and very unsafe in the blue states. They\u2019re going to want to create that sense that there is no safe sanctuary. That\u2019s part of their game. So I don\u2019t think that we should be comfortable in any part of the country.\u201d<\/p>\n<h2 id=\"what-cities-are-doing\" class=\"dcr-12ibh7f\"><strong>What cities are doing<\/strong><\/h2>\n<p class=\"dcr-1eu361v\">Around the country, mayors and city councils are discussing how they can protect local immigrants from a mass deportation campaign. Cities cannot stop federal authorities from deporting people, but depending on state laws, they can refuse to use local resources or voluntarily provide information to assist in these operations.<strong> <\/strong><\/p>\n<p class=\"dcr-1eu361v\">In <a href=\"https:\/\/www.theguardian.com\/us-news\/los-angeles\" data-link-name=\"in body link\">Los Angeles<\/a>, the city council <a href=\"https:\/\/www.latimes.com\/california\/story\/2024-11-19\/l-a-city-council-tentatively-backs-sanctuary-city-law-it-wont-stop-mass-deportations\" data-link-name=\"in body link\">approved<\/a> a sanctuary policy earlier this month, with one council member saying the city would be \u201chardening our defenses\u201d against Trump.<\/p>\n<p class=\"dcr-1eu361v\">Homan <a href=\"https:\/\/x.com\/atrupar\/status\/1860056538204819601\" data-link-name=\"in body link\">spoke out<\/a> against the city on Newsmax. \u201cIf you don\u2019t wanna help, get the hell outta the way,\u201d he told the rightwing outlet. \u201cIf I gotta send twice as many officers to LA because we\u2019re not getting any assistance, then that\u2019s what we\u2019re going to do. We got a mandate. President Trump is serious about this. I\u2019m serious about this. This is gonna happen with or without you.\u201d<\/p>\n<aside data-spacefinder-role=\"supporting\" class=\"dcr-1eyan6r\"><svg viewbox=\"0 0 22 14\" style=\"fill:var(--pullquote-icon);\" class=\"dcr-scql1j\"><path d=\"M5.255 0h4.75c-.572 4.53-1.077 8.972-1.297 13.941H0C.792 9.104 2.44 4.53 5.255 0Zm11.061 0H21c-.506 4.53-1.077 8.972-1.297 13.941h-8.686c.902-4.837 2.485-9.411 5.3-13.941Z\"\/><\/svg><\/p>\n<blockquote class=\"dcr-zzndwp\"><p>Trump is promising massive deportations on day one, and we\u2019re preparing to defend our communities on day one<\/p><\/blockquote>\n<footer><cite>Carlos Ramirez-Rosa, Chicago city council alderman<\/cite><\/footer>\n<\/aside>\n<p class=\"dcr-1eu361v\"><a href=\"https:\/\/www.theguardian.com\/us-news\/chicago\" data-link-name=\"in body link\">Chicago<\/a>\u2019s Democratic leaders have <a href=\"https:\/\/www.thenation.com\/article\/activism\/resist-mass-deportation-ice-trump\/\" data-link-name=\"in body link\">reignited trainings<\/a> similar to those communities there went through during Trump\u2019s first term. The trainings are designed to teach people how to spot and respond to immigration enforcement actions.<\/p>\n<p class=\"dcr-1eu361v\">Carlos Ramirez-Rosa, an alderman on Chicago\u2019s city council, said a local training in mid-November drew nearly 600 people \u2013 six times as many as the first training in 2017. The group is also getting started earlier.<\/p>\n<p class=\"dcr-1eu361v\">\u201cTrump is promising massive deportations on day one, and we\u2019re preparing to defend our communities on day one,\u201d he said.<\/p>\n<p class=\"dcr-1eu361v\">During Trump\u2019s first term, hundreds of people in Ramirez-Rosa\u2019s ward were ready to stand against Immigration and Customs Enforcement (Ice) using tactics such as bicycle brigades, which ultimately were not needed at that time. Still, being organized can serve as a deterrent to immigration agents, who want the lowest cost and easiest operations possible, he said. \u201cUltimately, the organized community is the safest community,\u201d Ramirez-Rosa said.<\/p>\n<p class=\"dcr-1eu361v\">Slowing down deportations means fewer people are deported, though he acknowledges the policies can only go so far. \u201cAt the end of the day, nothing can preclude federal immigration agents from coming into your community, pulling people over, knocking on people\u2019s doors. No local law can prohibit the federal government from enforcing immigration law in your community or in your neighborhood.\u201d<\/p>\n<p class=\"dcr-1eu361v\">He said local officials should make sure policies are ready when Trump takes office, but also preparing the community to organize against deportations and engage in nonviolent civil disobedience. They should also be figuring out what local resources they can use to help migrants through legal clinics or cash assistance, while being mindful about the data they collect and how it could be accessed by federal authorities to find and deport migrants, he said.<\/p>\n<p class=\"dcr-1eu361v\">\u201cWe, as residents, as US citizens, really do need to be thinking about how do we leverage our collective power to defend our immigrant neighbors?\u201d Ramirez-Rosa said. \u201cDo we surround Ice vehicles when they come into our neighborhood? Those are all risks that US citizens in particular should be thinking about taking at this time. But of course, doing that in a way that is strategic and organized, peaceful and really mitigates the harm, particularly towards undocumented people.\u201d<\/p>\n<h2 id=\"what-trump-could-do-in-response\" class=\"dcr-12ibh7f\"><strong>What Trump could do in response<\/strong><\/h2>\n<p class=\"dcr-1eu361v\">Trump has <a href=\"https:\/\/www.nytimes.com\/2024\/11\/18\/us\/politics\/trump-military-mass-deportation.html\" data-link-name=\"in body link\">said<\/a> he will call a national emergency and then use the military to help carry out a mass deportation campaign. The use of the military, in particular, would bring up a host of legal questions.<\/p>\n<p class=\"dcr-1eu361v\">\u201cThe use of the military on domestic soil should worry all of us, but there\u2019s plenty of harm that the Trump administration could seek to do just by using state and local law enforcement as the force multiplier to mass deportation,\u201d Shah said. \u201cAnd so sealing off access to the extent possible is going to be significant. It slows them down.
