Whiteout conditions are expected in areas throughout the region, the NWS warned. <!-- --><\/p>\n<p class=\"sc-eb7bd5f6-0 fYAfXe\">New York Governor Kathy Hochul declared a state of emergency in 11 of New York&#8217;s 62 counties because of the storm.
